Goals and objectives of Technoparks

"Technological parks," "technopolises," "technological ranges," "research parks," "scientific parks" - all these are the names of the same thing: such a phenomenon as technology parks has existed for about 50 years. Most often, the strategic goal of technoparks is the implementation of the country's national innovation policy, and the main task is to unite key entities of economic activity on a single platform: local administration, research institutes, universities, banks, industrial enterprises - to accelerate and optimize innovation activities[1].

According to the standards set by the International Association of Technology Parks in 2002[2], a technology park should perform the following functions as a center for innovation development:

  • Ensure interconnection between universities, scientific organizations and business;
  • Assist residents in obtaining benefits, grants and financial support;
  • If possible, provide with special equipment, etc.

The experience of European countries shows that it is modern technology parks that are the center for the development of innovative businesses, business incubators and accelerators that ensure interaction between science, business and production and (if possible) the development of national and international cooperation. The meaning of the work of successful European management companies in technology parks is to coordinate, ensure the activities of residents, information and professional support, create maximum amenities and comfort for them (business and household).

Doubling state support for industrial and technology parks to ₽28,2 billion

The Ministry of Industry and Trade of Russia in October 2024 announced a significant increase in state support for the creation and development of industrial infrastructure, including industrial and technology parks. For 2025, ₽28,2 billion has been allocated for these purposes, which is almost double the figures for 2023.

According to Interfax, Deputy Minister of Industry and Trade Ivan Kulikov said that in 2024, more than fifteen billion rubles were provided for supporting and reimbursing the costs of creating industrial infrastructure facilities. The increase in funding indicates the growing interest of the state in the development of industrial production and the formation of the country's technological sovereignty.

State support for industrial and technology parks has doubled. ₽28,2 billion allocated for 2025

Kulikov also noted the success of the industrial mortgage program, launched in 2022. In 2024, banks issued preferential loans for the creation and modernization of industrial facilities in the amount of more than eighteen billion rubles. For the next three years, it is planned to allocate more than eighty billion rubles from the federal budget for these purposes.

The increase in state support has already led to significant results. According to the Ministry of Industry and Trade, the number of enterprises in industrial clusters increased from 450 to more than 800, and the number of import-substituting projects being implemented increased from 100 to more than 200. In 2023, several million square meters of additional production space and several thousand new jobs were created.

The Deputy Minister emphasized the growing activity of the regions and business in the formation of industrial infrastructure. This indicates a positive effect of state support measures and growing interest in the development of domestic production.[3]

The Ministry of Industry and Trade allocated 900 million rubles to support new technology parks in the field of electronics

On September 18, 2024, it became known that the Ministry of Industry and Trade of the Russian Federation is selecting projects for the creation of technology parks in the field of electronics. Winners will be able to claim financial support in the amount of up to 900 million rubles.

Dmitry Korolev, Deputy Director of the Department of Regional Industrial Policy of the Ministry of Industry and Trade, spoke about the initiative. It is noted that the goal of the program is to support and develop technology parks, which play a key role in stimulating the innovative development of Russian industry. Selected projects should include at least three electronics enterprises, and electronics itself should be among the priority industries in the respective regions.

The Ministry of Industry and Trade has allocated 900 million rubles to support new technology parks in electronics.

Investments in technology parks "are aimed at creating conditions for the rapid introduction of developments and accelerated growth of high-tech enterprises." As of mid-September 2024, five similar projects are being implemented, which received state funding:

The government allocated 1.9 billion rubles to expand the Novosibirsk Biotechnopark

The Russian government has allocated additional funds in the amount of ₽1,9 billion for the development of the Novosibirsk Biotechnopark. Russian Prime Minister Mikhail Mishustin approved 99% reimbursement of expenses for technology parks

At the end of June 2024, Russian Prime Minister Mikhail Mishustin signed a decree significantly expanding the parameters of state support for industrial parks and technology parks. According to the document, the amount of subsidies from the federal budget for the development of industrial infrastructure of parks will be 99% of the corresponding expenses of the subjects.

As follows from the text of Resolution No. 853, published on the official website of the Government of the Russian Federation, the new measures are aimed at stimulating the creation of centers for industrial and technological development of the country. The document provides for the possibility of partial reimbursement by the state of the costs of management companies for the reindustrialization of production facilities, including the modernization, reconstruction and creation of infrastructure facilities on the basis of existing industrial enterprises.

The decision also extends support measures to new regions of Russia, which will contribute to the restoration and development of industry in these regions. Mikhail Mishustin, commenting on the decision at a meeting with Deputy Prime Ministers on July 1, 2024, stressed the importance of continuing the active development of production infrastructure, taking into account the task set by the President to strengthen the country's technological sovereignty.

Industrial parks, industrial technology parks and technology parks in the field of high technologies are specialized sites designed for the implementation of production, high-tech, scientific and technical projects and developments. These facilities create the conditions for the rapid launch of production, testing of new technologies and bringing goods to market.

2023

The government approved the rules for granting subsidies to the regions for the creation of technology parks

Prime Minister Mikhail Mishustin signed a decree approving the rules that establish the goals, conditions and procedure for providing subsidies from the federal budget to the constituent entities of the Russian Federation in order to co-finance expenditure obligations arising from the creation, modernization and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks or technoparks in the field of high technologies. The document was published in January 2024.

In accordance with the document, the level of co-financing of expenditure obligations to create industrial technology parks or technology parks in the field of high technologies, for which federal subsidies are provided to the regions, is now 99%.

According to the authors of the initiative, the regulation of the procedure for selecting subjects for receiving the considered subsidies makes the financing procedure more transparent and understandable for implementation, and the rules for obtaining subsidies when using mechanisms such as PPPs and concession agreements creates the potential for scaling such projects.[5]"

The government allocated 2.2 billion rubles for the work of technoparks producing electronics

Prime Minister Mikhail Mishustin signed an order, which allocated more than 2.2 billion rubles for the development of the infrastructure of technology parks in the field of the electronic industry. The press service of the Cabinet of Ministers announced this on October 16, 2023.

As part of state support, technology parks can count on partial reimbursement by the state of the costs of creating, modernizing or reconstructing infrastructure facilities. The amount of such compensation is calculated on the basis of taxes and customs duties paid by residents of parks.

The signed resolution is necessary to implement the new norms of the federal law "On Industrial Policy in the Russian Federation." They made it possible to form the legal basis for the creation and development of technology parks in the field of high technologies. The new version of the law was adopted by the State Duma at the initiative of the government in June 2023, the press service of the Cabinet of Ministers added on August 26, 2023.

The mechanism for reimbursing the costs of the constituent entities of the Russian Federation for the creation of infrastructure for industrial parks or industrial technology parks has been implemented in Russia since 2016. According to the decree of October 30, 2014 No. 1119, state support is provided for the implementation of projects for the creation and development of industrial parks and industrial technology parks that meet federal requirements approved by government decrees of August 4, 2015 No. 794 and December 27, 2019 No. 1863.[6]

2022

For 6 years, the Ministry of Industry and Trade spent 41.8 billion rubles on the infrastructure of technology parks

From 2016 to 2022, the Ministry of Industry and Trade selected 19 projects for the creation, modernization and reconstruction of park infrastructure, allocating 41.8 billion rubles for these purposes. This is stated in the draft resolution, which was developed by the department to update the mechanism for reimbursing the costs of subjects for the creation, modernization and (or) reconstruction of infrastructure facilities of industrial parks, industrial technoparks, technoparks in the field of high technologies.

According to the document, in 2024-2026. there is a need for funding from the federal budget for six projects. In addition, in 2023, the Ministry of Industry and Trade received four more applications.

The draft resolution also proposes to take into account the risks of failure to achieve the indicators of the project passport due to trade and economic sanctions against Russia to establish the possibility of extending the project implementation period by no more than 36 months in the event of suspension and (or) termination of the activities of the park resident due to these sanctions.

Also, in order to promote the implementation of projects for the creation, modernization and (or) reconstruction of park infrastructure facilities on the territory of certain entities, it is proposed to establish reduced values ​ ​ of project passport indicators for projects implemented in those entities on the territory of which the maximum or average level of response is established.

The document developed by the Ministry of Industry and Trade is aimed at bringing funding from 2024 in line with the provisions provided for by Federal Law No. 307 of 02.08.2019. The draft resolution provides for the establishment of a level of co-financing of the expenditure obligations of the subject from the federal budget, equal to 100%, due to the nature of the provision of subsidies - reimbursement of costs previously incurred by the region, within the amount of taxes and customs duties paid by residents of parks to the federal budget.[7]

Mishustin increased compensation for the creation of technology parks

In November 2022, Prime Minister Mikhail Mishustin signed a decree that increased the amount of compensation provided to the regions and investors for the creation, modernization and reconstruction of the infrastructure of industrial parks and technology parks.

Thus, the amount of such compensation for management companies of private parks has been increased from 50 to 75%. At the same time, the list of reimbursable expenses for management companies of state-owned industrial parks has been expanded. Now this list includes the cost of financial support for the payment of the principal and interest on loans taken by management companies.

In addition, the maximum amount of reimbursable expenses of the regions for the creation and development of the infrastructure of parks of both state and private ownership has been doubled. At the end of September 2022, Prime Minister Mikhail Mishustin signed a decree approving the parameters for allocating subsidies to technology parks in the electronic industry. We are talking about the allocation of 7.2 billion rubles.

As Kommersant writes with reference to the approved document, the funds spent until January 1, 2020 will be compensated for the design, construction and modernization of infrastructure, for the purchase of collective equipment and the connection of industrial buildings to engineering networks.

The subsidy will be available to both public and private parks, but for the latter its size is limited to 50% of costs. Among the conditions - the total area of ​ ​ working or under construction buildings should be more than 10 thousand square meters. m (this is the minimum for such technology parks), and the provision of extra-budgetary investments should be at least 30% of the cost of the project to provide the technology park with infrastructure.

The funds will be allocated after passing a two-stage selection - first, technoparks pass a regional filter, after which they are considered at the federal level. The subsidies themselves are tied to efficiency indicators, if they are not achieved, the funds received will have to be returned. Among them - the occupancy rate of the useful area of ​ ​ the technopark is at least 50% by 2027 and at least 80% by 2031, the specific volume of shipped goods of its own production is at least 20 thousand rubles. per 1 sq. m of the total area of ​ ​ the buildings of the industrial park, by 2031 - at least 30 thousand rubles. Efficiency will also be assessed by the number of jobs created by residents, by 2027 - at least 100 jobs, and by 2031 - at least 200 jobs[9]

Mishustin allocated 7.2 billion rubles to support technology parks in the electronic industry

Prime Minister Mikhail Mishustin signed a decree that launched a new program to support the development of the infrastructure of industrial technology parks, whose resident companies specialize in the production of electronics. The press service of the Cabinet of Ministers announced this on September 26, 2022.

The new tool will partially reimburse the costs of technology park management companies for the design, construction or modernization of industrial infrastructure facilities, the purchase of equipment, as well as for the technological connection of industrial buildings to engineering networks. The total funding of the new program in 2023-2025 will amount to 7.2 billion rubles. Subsidies will be allocated within the framework of the state program "Development of the electronic and radio-electronic industry." The funds will be directed to the regions. A particular subject will be able to receive up to 300 million rubles annually for three years.

Mishustin allocated 1 billion rubles to support industrial parks

At the end of May 2022, Prime Minister Mikhail Mishustin signed an order, which allocated about 1 billion rubles to support industrial parks. Federal subsidies for 2022 were provided to the parks "Grabtsevo" in the Kaluga region, "Uzlovaya" in the Tula region and "Krasnodar" in the Krasnodar Territory. The same order provides for the inclusion of the Zavolzhye industrial zone, located in the Ulyanovsk region, in the list of industrial parks receiving state support. The volume of federal funds will exceed 538.6 million rubles. The money will be directed in 2022.

2021

Foreign companies have invested $15 billion in Russian industrial and technology parks in 11 years

Over the past 10-11 years, foreign companies have invested about $15 billion in the development of the infrastructure of industrial parks and technology parks in Russia. This was announced on December 11, 2021 by the deputy head of the Ministry of Industry and Trade of the Russian Federation Alexei Bezprozvannykh. According to him, these investments confirm the demand for Russian industrial sites.

The Deputy Minister of Industry and Trade also said that by December 2021 there are 379 industrial parks and technology parks in Russia, their total area is 14 million square meters. m, it houses about 14.5 thousand companies, of which every ninth is a foreign enterprise from Germany, Japan, Italy, Finland and other countries.

Foreign companies have invested $15 billion in Russian technology parks in 11 years

In December 2021, it became known that by 2024 it is planned to create three private industrial parks in Cheboksary and invest about 606 million rubles in them. Technoparks will be located on the territory of the plants "CHEAZ," "Tekstilmash" and "Chuvashtorgtekhnika."[12]

The government has expanded the list of industrial parks receiving state support

The Russian government has expanded the list of industrial parks receiving state support. This became known on December 4, 2021.

Two more Russian industrial parks will be able to receive financial support from the state. Federal subsidies for their development will be provided in 2021. The order was signed by Prime Minister Mikhail Mishustin.

With the help of subsidies, the management companies of these parks will reimburse part of the costs of creating and upgrading infrastructure facilities. We are talking about communal and transport infrastructure intended for their residents. Federal taxes and import customs duties paid by residents will become sources of compensation for expenses.

The same order provides for an increase in financial support for the Uzlovaya industrial park in the Tula region. The additional amount of funds will be 127.7 million rubles. The money will be directed in 2021.

As of December 2021, more than 180 such sites are already operating in Russia and more than 100 are at the creation stage.

The signed document amended the Government Decree of March 24, 2017 No. 539-r.

Mishustin approved the rules for subsidizing private technology parks

Prime Minister Mikhail Mishustin in August 2021 signed a government decree on the rules for supporting private technology parks.

Since 2022, investors who have invested in the creation of infrastructure in industrial parks or technology parks will be able to receive subsidies. Compensation will be available in the top ten most depressed subjects of the Russian Federation, in geostrategic territories, as well as in single-industry towns. The amount of funding will be determined within the next budget cycle. The selection of applications for a subsidy will be carried out by the Ministry of Industry and Trade of the Russian Federation.

The maximum amount of support will be 15 million rubles per 1 hectare of the total area of ​ ​ the industrial park and 60 thousand rubles per 1 sq. m of the total area of ​ ​ the buildings of technoparks. The amount of funding for this support measure will be determined within the next budget cycle.

Mikhail Mishustin approved the rules for subsidizing private technology parks

The approved rules for subsidizing private industrial parks and technology parks will become an analogue of the decree of the N1119 government in force since 2014, which regulates compensation for the creation of industrial parks in the regions. As explained earlier in the Ministry of Industry and Trade, projects of private industrial parks will have to be coordinated with the regions, and upon obtaining their consent, they will have to be selected at the federal level. A prerequisite for receiving compensation will be the availability of state expertise of the infrastructure projects being implemented.

By mid-August 2021, according to the government, more than 360 industrial parks and industrial technology parks are operating and are being created in Russia, of which more than 250 are private.

According to the head of the Ministry of Industry and Trade Denis Manturov, the possibility of an investor receiving subsidies directly depends on the effectiveness of the park's management company.

Subsidies to residents of Moscow technology parks in 2020 doubled

In 2018, a support measure in the form of tax incentives for both owners of technology parks and residents came into force. The preferential rate of the regional part of income tax for residents and management companies of technology parks is 13.5%; the preferential property tax rate for owners of real estate objects provided for the needs of the technopark, residents and the Criminal Code of the technopark is 0 and 1.1%.

Bill on tax incentives for innovation centers adopted in the second reading

As it became known on October 9, 2018, the State Duma adopted in the second reading a bill providing for a special procedure for paying taxes for projects of innovative scientific and technological centers. Similar benefits are already in effect at Skolkovo.

According to the bill, organizations engaged in scientific and technological activities on the territory of innovation centers and received the status of a project participant will be exempted from paying income tax until the level of payback determined by the Tax Code is reached or for up to 10 years.

Also, project participants will be exempted from value added tax for 10 years. The bill proposes not to tax property not only project participants, but also funds, management companies and their subsidiaries. Land plots on the territory of the centers will also fall under tax exemption if they belong to funds.

In addition, the draft law proposes to exempt participants from state duty for issuing a work permit, issuing an invitation to enter the Russian Federation, issuing or extending visas to foreign citizens who have entered into a labor or civil law agreement with them. For 10 years from the date of receipt of the status of a participant in the innovative scientific center, reduced rates of insurance premiums will be applied for them.

The Federation Council Committee on Economic Policy recommended in June 2018 to adopt amendments to the law on industrial policy, in which the definition of "industrial technopark will appear for the first time.

The Association of Clusters and Technoparks summed up the results of the III National Rating of Technoparks of Russia in the fall of 2017, which presents an assessment of the efficiency of functioning and investment attractiveness of sites for the placement and development of high-tech companies. The rating includes 33 technoparks from 17 regions, among the best - technoparks in Moscow, Moscow, Novosibirsk, Nizhny Novgorod, Ulyanovsk regions, as well as Tatarstan and Mordovia.

Compared to 2016, the coverage of the rating increased by almost a third: in 2016, 25 technology parks out of 15 constituent entities of the Russian Federation entered the II National Rating of Technoparks of Russia. In total, data on 118 technology parks from 85 constituent entities of the Russian Federation were presented to the Association. The final rating did not include technology parks that operate at universities (due to a significant difference in the model of functioning), were put into operation in 2017, and also did not present a full set of data.

The efficiency of technoparks was assessed by the Association on the basis of 3 integral indicators: innovative activity of residents, economic activity of residents, efficiency of the technopark management company. At the same time, in 2017, the methodology for forming the rating was improved. The key innovation in the rating is the assignment to technology parks not of specific places, but of special indices, depending on the value of the integral indicator they have typed.

The regions of Russia in the ranking are represented as follows: Moscow - 9 technoparks, Novosibirsk region - 4 technoparks, Moscow region - 3 technoparks, Nizhny Novgorod region, the republics of Mordovia and Tatarstan - 2 technoparks each, another 11 regions - 1 technopark each.

Four metropolitan technoparks entered the top ten in Russia

The capital's nanotechnological center "Technospark" topped the II National Rating of Technoparks of Russia. The second place in it was taken by the Scientific Park of Moscow State University, and the third - the Scientific and Technological Park of the Novosibirsk Academgorodok. Two more innovative sites of the capital were included in the top ten: technopolis "Moscow" (fourth place) and technopark "Strogino" (fifth).

The rating was published by the Association of Clusters and Technology Parks. It included 25 technology parks from 15 regions. Six of them work in Moscow, three each in Tatarstan and the Sverdlovsk region, two in the Nizhny Novgorod region, and one more in 11 other regions.


The formation of the rating of the Association of Clusters and Technology Parks is based on the principles of transparency, taking into account the most significant factors and the objectivity of the data used in the assessment. As noted in the rating, the efficiency of technology parks in Russia is based on three factors: proximity to large scientific centers and the academic environment, the presence of private investors, and the high interest of regional authorities in diversifying the economy.

There are 26 technoparks and technopolises in Moscow[22], in which almost 32 thousand workplaces have been created. They unite more than 1400 companies that produce[23], batteries, navigation equipment, lasers, surgical complexes, water purification plants, optical systems for launch vehicles and much more. Management companies and residents of technology parks and technopolises receive subsidies and tax breaks.

The Prosecutor General's Office is dissatisfied with technology parks

The Prosecutor General's Office criticized the results of the implementation of the federal target program (FTP) "Creation of technology parks in the field of high technologies." This is stated in the materials of the inspection by the Prosecutor General's Office of the Ministry of Communications (available at the disposal of CNews)[24] by [25]

The FTP for the creation of technology parks was valid from 2007 to 2014 inclusive. According to the Prosecutor General's Office, now the proper level of further functioning and development of technology parks is not ensured, and most facilities do not fulfill the established performance indicators. As a result, "there is no necessary socio-economic effect from the use of budget funds invested in their creation."

Thus, according to the results of 2014, more than 60% of the approved performance indicators were not met. Seven technoparks did not fulfill the indicator "the number of resident companies" - for example, the Ankudinovka IT Park in Nizhny Novgorod had only two residents because of the planned 70.

Five technology parks did not achieve indicators in terms of the number of jobs and the volume of products produced. Including four technoparks - Khimgrad in Tatarstan, Kuzbass Technopark in Kemerovo, Zhigulevskaya Dolina in the Samara region and IT Park Ankudinovka - did not fulfill a single indicator at all.

In 2015, the situation did not improve: with a planned indicator of 26.7 billion rubles. technology parks produced products for only 15 billion rubles, that is, the plan was fulfilled by less than 60%. The indicator for the number of resident companies has not been achieved by five technology parks (Khimgrad, Ankudinovka, Kuzbass Technopark, Zhigulevskaya Dolina and a technopark in Penza), and by the volume of products produced and the number of jobs - six (the same five plus a technopark in Moscow).

According to the results of the first half of 2016, the current situation has not changed. Performance indicators were not achieved in seven technoparks - Khimgrad, Ankudinovka, Zhigulevskaya Dolina, Kuzbass Technopark, as well as technoparks in Moscow, Tyumen and the Republic of Mordovia. For Khimgrad, the Ministry of Telecom and Mass Communications did not even establish performance indicators. The only object that fulfilled all the laid down indicators was the Kuzbass Technopark.

Russia and Palestine signed an agreement on the creation of technology parks

In November, Russia and Palestine agreed to cooperate in the creation and development of technology parks. This was reported by the correspondent of "Gazeta.Ru" with reference to the Association of Clusters and Technology Parks.

As it became known, the corresponding memorandum of understanding was signed between the association and the Palestinian General Administration of Industrial Cities and Free Industrial Zones (PIEFZA).

"In recent years, trade relations between Russia and Palestine have demonstrated significant opportunities for Russian non-resource exports: for example, in 2015, compared to 2014, the volume of non-resource exports from Russia to Palestine increased 10 times," said Andrei Shpilenko, director of the Association of Clusters and Technoparks during the official visit of the Russian government delegation to Palestine.

It is reported that the memorandum of cooperation was signed in the presence of Russian Prime Minister Dmitry Medvedev and Palestinian President Mahmoud Abbas.

List of 15 technology parks approved, subsidies distributed

By order of February 27, 2016 No. 322-r, a list of 15 projects for the creation of industrial parks and technology parks was approved and subsidies provided in 2016 to the constituent entities of the Federation for reimbursement of costs for the creation of infrastructure for industrial parks and technology parks totaling 4,274,2 million rubles were distributed, according to the website of the Ministry of Education and Science of Russia[26].

The selection of regions and projects was carried out by the Ministry of Industry and Trade in accordance with the Rules for the selection of subjects of the Federation entitled to receive subsidies to reimburse the costs of creating infrastructure for industrial parks and technology parks. These Rules were approved by the Government Decree of October 30, 2014[27].

The approved list includes projects: technopark "Technopolice 'Moscow," industrial parks "Vorsino" and "Rosva" (Kaluga region), "Industrial Zone 'Zavolzhye'" (Ulyanovsk Region), "Ufa" (Bashkiria), "Master" (Tatarstan), "Preobrazhenka" (Samara region), "Maslovsky" (Voronezh region), "Kuznetsk Sloboda" (Lipetsk region), industrial park on the territory of the city of Budennovsk (Stavropol Territory), "Uzlovaya" (Tula region), "Raslovo" (Tver region), "Northern" (Belgorod region), "Industrial and logistic park of the Novosibirsk region," "Industrial park in the field of biotechnology" (Novosibirsk region).

The planned amount of subsidies in the amount of 4,274,2 million rubles was provided by tax revenues in 2016 to the federal budget from resident enterprises operating on the territory of industrial parks and technology parks.

The provision of state support for these projects will allow by 2020 to create 8,300 hectares of territory with prepared infrastructure, ensure employment of more than 50 thousand employees of industrial enterprises-residents and revenues to budgets of all levels in the amount of over 67 billion rubles.

2015

The Accounts Chamber revealed numerous violations in the creation of technology parks

The Accounts Chamber checked the spending of budget funds within the framework of the comprehensive program "Creation of technology parks in the field of high technologies," which ended in 2014. At the disposal of CNews there is a letter from the auditor of the joint venture Sergei Agaptsov, sent to the Minister of Communications Nikolai Nikiforov following the results of the[28] audit[29].

At the time of the inspection in the third quarter of 2014, of the 13 technology parks participating in the program located in 11 regions, only five were completely built in three regions. Three of them are in Tatarstan, the rest in the Kemerovo and Tyumen regions.

Three technology parks - in Moscow, Sverdlovsk and Kaluga regions - did not house resident companies at all at the time of the inspection. Accordingly, they do not have any performance indicators. Technopark "Rameev" in the Penza region in the third quarter provided the possibility of accommodating residents, but there are still no performance indicators for its work. True, at the very end of last year, the construction of four more technology parks was completed: in the Penza, Samara and Sverdlovsk regions.

In five of the nine technology parks that provide the possibility of placing resident companies at the time of inspection, there are no significant results in such indicators as the number of experimental and research work performed, the number of patents received for inventions and certificates of state registration of computer programs. For example, IT Park in Naberezhnye Chelny (Republic of Tatarstan), having 70 resident companies, was able to submit only one certificate of state registration of programs as achievements in 2013. In general, none of the technology parks has fully achieved all the planned indicators.

The Accounts Chamber noted problems with financing the construction of technology parks. Thus, subsidies from the federal budget for 2013 were distributed only in December of that year. As a result, 992 million rubles were returned to the budget, and in the spring of 2014 they were again sent to the regions.

The Accounts Chamber also believes that the Ministry of Communications is conducting insufficient control over the activities of technoparks, and therefore does not have complete information on the spending of state program funds and the results of the activities of the facilities built. Agaptsov notes that only four employees of the IT industry development department are doing this.

As a result of the work of technoparks for 2013, the Ministry of Telecom and Mass Communications provided information on 17.1 thousand created workplaces. But this information is about the total number of employees of resident companies of technoparks, Agaptsov notes, not all of whom work directly on the territory of technoparks. The real number of new jobs that appeared in 2013 is at least 3 thousand less, the joint venture calculated.

The joint venture also pointed out violations in the work of individual technology parks. Thus, the government of the Nizhny Novgorod region decided to redistribute 58% of the land originally intended for the Ankudinovka technopark for other needs. Including 66 hectares will be given for housing construction, and 22 hectares have already been leased for commercial use.

The funds allocated for the creation of Ankudinovka largely went to the infrastructure of Nizhny Novgorod, not related to the technopark itself. In particular, the project of the water conduit was changed and it began to go 13 km outside the technopark (in the technopark itself it passes only at a distance of 0.6 km). The cost of building a water conduit increased from 88 million to 1.244 billion rubles.

As a result, 790 million rubles (75% of the total) were spent on urban infrastructure from the federal budget allocated for the creation of Ankudinovka. The park itself is still not completed, according to the joint venture, only three resident companies work on its territory (although the Ministry of Telecom and Mass Communications speaks of 33).

A number of minor violations were also identified in Ankudinovka. 13 million rubles were spent on the work of the Ankudinovka Management Company, but this company did not carry out any real activities to create a technopark, Agaptsov writes. The contractor for the construction of the water conduit sued 44 million rubles, and the customer did not even try to challenge this decision: and this may indicate a possible "corruption component."

67 million rubles were spent on the design of water supply and power supply networks of the technopark (including 62 million rubles from the federal budget). However, the design documentation created for these funds was not used during construction: instead, other documentation was developed, for which another 36 million rubles were spent.

Violations were also revealed during the construction of the Zhigulevskaya Dolina technopark in the Samara region. Auditors of the Accounts Chamber found that 70 million rubles received from the federal budget for the technopark were used for other purposes. The relevant materials were transferred to the Prosecutor General's Office. The General Contractor for the Construction of the Technopark received 150 million more rubles than his subcontractor for similar work, and the cost of the built facilities indicated in the acceptance certificates turned out to be 170 million rubles higher than their actual cost reflected in the primary documents.

During the construction of the Zhigulevskaya Valley, 218 million rubles were allocated for the purchase of equipment that cannot yet be used due to the unavailability of the corresponding buildings. Similarly, during the construction of Rameev in the Penza region, 312 million rubles were allocated for the purchase of equipment, which has not yet been established. Such mistakes lead to a slowdown in construction, writes Agaptsov.

According to the results of the audit, the Accounts Chamber sent submissions to the Ministry of Telecom and Mass Communications about the need for additional verification of detected violations when using budget funds, collecting reliable information about the work of technology parks and their residents, as well as improving the efficiency of the IT Industry Development Department.

The Ministry of Telecom and Mass Communications defended technology parks from criticism of the Accounts Chamber

The ministry believes that the program is running successfully. As Deputy Minister Rashid Ismailov noted, at the moment, within the framework of the comprehensive program, 12 technology parks have been created with a total area of ​ ​ more than 450 thousand square meters. m, which accommodated more than 17.5 thousand high-performance jobs[30].

"Not a single state program to create an innovative infrastructure in Russia has achieved such indicators and measurable results," says Ismailov. - It is very important that today in technoparks of Russia we have created high-performance jobs, where knowledge-intensive business comes, especially small and medium-sized companies, which have the opportunity to create high-tech products and services in the Russian jurisdiction. They lay a solid technological foundation for the development of domestic science-intensive developments and further opportunities to enter international markets. "

A source in the Ministry of Telecom and Mass Communications commented on CNews and certain comments of the Accounts Chamber. Thus, the auditors indicated that at the time of the audit in the third quarter of 2014, only five technology parks were completely built (in the Tyumen and Kemerovo regions and three technology parks in Tatarstan).

However, the auditors did not teach Akadempark in the Novosibirsk region with a total area of ​ ​ 80 thousand square meters. m, although at the time of the inspection only a parking lot was not built in it, and that one was handed over in December. And taking into account the four technoparks opened at the very end of 2014 in Mordovia, Penza, Samara and Sverdlovsk regions, the number of completed technoparks was 10. The two remaining ones - in Moscow (on the basis of MIPT) and in the Nizhny Novgorod region will be opened in the near future

The interlocutor of CNews in the Ministry of Telecom and Mass Communications also commented on the comments of the Accounts Chamber regarding the total number of jobs created in technology parks. The joint venture claims that the aforementioned figure of 17 thousand jobs is higher than the real figure of at least 3 thousand. A source in the Ministry of Telecom and Mass Communications explains that the department considers the total number of employees of resident companies. Auditors demand to count the number of personnel only newly created companies, excluding from there those enterprises that have moved to technology parks.

"It
is generally accepted practice to take into account the number of actually replaced jobs, without dividing them into an existing or newly created business," says the source of CNews. "It is in this format that companies submit data to the tax office, state statistics bodies and other reporting bodies."

Auditors criticized the ministry for delays in drawing up a regulatory framework. So, in 2013, three of the six orders of the Ministry of Telecom and Mass Communications required to transfer subsidies to technology parks from the federal budget were adopted in violation of the deadlines. As a result, the regions were unable to present in their reports for 2013 and the first quarter of 2014 all the indicators required by the Government.

A source in the Ministry of Telecom and Mass Communications explains this by the complexity of the approval procedures within the Government. For example, only amendments to the rules for granting subsidies require the approval of eight instances, and the average period for approving draft orders in the Ministry of Finance alone was about one quarter.

New mechanism for supporting regions that have created technology parks in the field of high technologies

On February 16, 2015, the Ministry of Communications and Mass Media of the Russian Federation began selecting the constituent entities of the Russian Federation that have the right to receive state support in the form of subsidies for reimbursement of costs for the creation of technology park infrastructure in the field of high technologies. The selection rules and the list of documents provided by the constituent entities of the Russian Federation were approved by Decree of the Government of the Russian Federation No. 1119 of October 30, 2014.

The mechanism will allow the constituent entities of the Russian Federation to receive the opportunity to reimburse part of the funds used in the creation of the infrastructure of technology parks at the expense of federal subsidies proportional to the amount of tax and customs deductions received by the federal budget as a result of the activities of residents of the created technology parks.

As part of the implementation of the new mechanism Ministry of Digital Development, Communications and Mass Media Russia , it also approved methodological recommendations for preparing an application for reimbursement of costs for the creation of infrastructure of technology parks in the field of high technologies. The corresponding order was signed by the Minister of Communications and Mass Media of the Russian Federation Nikolai Nikiforov.

"At the initial stage, the selection of the constituent entities of the Russian Federation will be carried out at the request from the regions in which technology parks have been created or are being created. We will form a list of constituent entities of the Russian Federation that have the right to reimbursement of costs, and in agreement with the Ministry of Finance of Russia we will submit it to the Government of the Russian Federation, - said Nikolai Nikiforov. In the future, these constituent entities of the Russian Federation will have the opportunity, based on the results of the financial statements of the resident companies of technoparks located on their territory, to submit applications to the Ministry of Communications of Russia for the provision of subsidies to reimburse part of the funds spent on the creation of the infrastructure of these technoparks. The indicators of tax and customs deductions of residents confirmed by the Federal Tax Service and the Federal Customs Service, received by the federal budget, will be subject to reimbursement. "

According to the head of the Ministry of Telecom and Mass Communications of Russia, the amount of compensation will depend on the amount of tax and customs deductions from the activities of residents of the technopark, taking into account a number of established restrictions, for example, on the amount of value added tax (VAT) paid to the federal budget, 50% will be reimbursed, and the total amount of compensation will be limited to 10 million rubles per hectare of the technopark area.

"We positively assess the results of the comprehensive program for the creation of technology parks in the field of high technologies, which ended in 2014," said Nikolai Nikiforov. - At the end of last year, the built technology parks showed a significant increase in key indicators of economic efficiency. Thus, the total volume of investments from the federal budget for the implementation of the program amounted to about 13 billion rubles, and in 2014 the revenue of residents of the created technology parks amounted to more than 40 billion rubles, having increased by more than a quarter over the year. The program works successfully, but it is important to continue the development and support of innovative industries and research centers operating in Russian technology parks. We hope that the new subsidy mechanism will become one of the effective tools for such support. "

The Accounts Chamber summed up the results of the program by 2015

After analyzing the results of the creation of technoparks, the Accounts Chamber found out that out of 16 technoparks, for the construction of which federal budget funds were allocated within the framework of a comprehensive program, the creation of 13 technoparks has begun in 11 constituent entities of the Russian Federation, of which 3 technoparks are in the Republic of Tatarstan. At the same time, the construction of 5 technoparks was completely completed: one each in the Kemerovo and Tyumen regions and three in Tatarstan.

Of all technology parks, the best performance indicators by 2015 were shown by Akadempark in Novosibirsk

The construction of 8 technology parks as of the end of 2014 is at various stages of completion. In 5 technoparks - in the Republic of Mordovia, Nizhny Novgorod, Novo-Siberian, Penza and Samara regions - resident companies have already been deployed, but construction has not been completely completed. The construction of 3 technoparks was completely stopped: two in the Moscow region and one in St. Petersburg.

In total, as part of the comprehensive program at the end of 2014, 26 real estate objects were commissioned, by the end of this year it is planned to commission another 19 objects. Auditors note that 4 out of 13 technology parks lack actual indicators of the effectiveness of the implementation of the comprehensive program (in the Kaluga, Penza, Sverdlovsk regions and in Moscow).

To the full extent, all planned values ​ ​ have not been achieved for any of the 9 remaining technology parks. Of the 9 technology parks that ensured the placement of resident companies until 2014, only 5 have significant achievements based on the results of research and development work.

Regarding the results, the auditors' report especially notes the Akadempark technopark in Novosibirsk. In 2013, it exceeded the planned values ​ ​ for all performance indicators, with the exception of budgetary efficiency, which turned out to be slightly less than the planned value. The volume of products and services in the field of high technologies produced by 156 resident companies of Akadempark in 2013 amounted to 6.46 billion rubles, which is 59.7 million rubles higher than the planned value.

The West Siberian Innovation Center (Tyumen Region) also showed a good result. The plan for the number of resident companies, which should have been 88, the fleet fulfilled only half, but according to the rest of the criteria, the planned indicators were significantly exceeded.

The report of the Accounts Chamber says that as a result of the audit, a number of shortcomings were identified in the activities of the Ministry of Telecom and Mass Communications, made in the implementation of powers to coordinate the implementation of program activities and control over the use of subsidies from the federal budget. They, among other things, did not fully achieve the expected results provided for by the integrated program.

The insufficiency of control over the progress and results of the implementation of the program for the creation of technology parks is also evidenced by the fact that the Ministry of Telecom and Mass Communications does not have complete information on the amount of financing and expenses under the program for the entire period of its implementation, on the results of the activities of resident companies for research and development and ROC, and violations identified as a result of verification, committed by the constituent entities of the Russian Federation when using subsidies from the federal budget, auditors state.

Earlier in 2015, speaking at the board of the Accounts Chamber following the results of the audit , Nikolai Nikiforov admitted that the timing of the construction of technology parks had been delayed. In this regard, he warned that it would be possible to talk about the effectiveness of the implementation of this program only by the end of 2018. By that time, the workload of technology parks should be at least 90%, budgetary efficiency (return of invested funds in the form of taxes) - 55%, and the share of exports of high-tech products in the revenue of resident companies - at least 12%.

2014:5 new technology parks will open in Russia in the last year of the state program

In March 2014, the Ministry of Telecom and Mass Communications reported that this year - the last year of the state program "Creation of technology parks in the Russian Federation in the field of high technologies" - it is planned to open five new technology parks in the regions of Russia.

Under the terms of the program, new technology parks, in particular, will have to open in Moscow, Nizhny Novgorod, Penza, Sverdlovsk region and Togliatti. Despite the fact that the program is being completed in 2014, the regions that have received subsidies will have to achieve high efficiency indicators of the built technology parks within several years after its completion, the Ministry of Telecom and Mass Communications notes. So, by 2018, technology parks should be loaded by at least 90%, their budgetary efficiency should be at least 55%, and the share of exports in the revenue of residents should be at least 12%.

According to the Ministry of Telecom and Mass Communications, as of the first quarter of 2014, as part of the program, thanks to the support of the development of technology parks from the federal budget, 13 technology parks are being developed in 11 constituent entities of Russia, in which over 17 thousand high-performance workplaces have been created. "Association of Technoparks in the Field of High Technologies" was created

The initiative to appear such an organization came from the parks themselves, said Denis Solodovnikov, deputy director of the state policy department in the IT sector. It was announced in February 2011 by Andrei Shpilenko, Chairman of the Board of Directors of the Technopark in Sarov, who became the director of the partnership.

According to Solodovnikov, the association will engage in legal lobbying of the interests of its members, as well as decide which of the technology parks is really engaged in innovative work and can apply for tax benefits.

"We have submitted to the government a proposal on preferential taxation of residents of technology parks," Solodovnikov explains about what benefits are in question. - The document has two parts: the first on the extension of benefits of special economic zones to such companies. According to the plans, new technoparks funded under the program should appear in Mordovia (in August), Togliatti, Penza and Naberezhnye Chelny.

The representative of the Department of State Policy of the Ministry of Telecom and Mass Communications Vladimir Vodopyanov cited statistics on already working technology parks. "The revenue of their residents for the entire period of work (the first parks opened in 2008) exceeded 22 billion rubles," he says. "In total, 291 companies are now registered in technology parks, the total number of jobs for residents is 6538."

In 2011, money for the development of technology parks has not yet been transferred. The Ministry of Telecom and Mass Communications CNews said that this is due to the transfer of cases and documents from Rosinformtekhnologii. This department, we recall, was disbanded back in August 2010.

The head of the association of technoparks believes that new funds should be used not only for construction.

It is aimed at the accelerated development of high-tech sectors of the economy by creating technology parks on the territory of which conditions will be created for the placement of domestic and international companies in the field of high technologies of their production in Russia.

The program provides for co-financing of the expenses of the constituent entities of the Russian Federation for the creation of technology parks from the federal budget. During the implementation of the program, 9 regions became recipients of state support for the construction of technology parks, which were provided with up to 10 billion rubles from the federal budget. Currently, technoparks with a total area of ​ ​ approximately 250 thousand square meters are already operating in 6 constituent entities of the Russian Federation: Nizhny Novgorod, Kemerovo, Novosibirsk, Tyumen regions, the Republic of Tatarstan and the Republic of Mordovia.

Over 650 resident companies operate at the sites of these complexes, the volume of products and services provided by which exceeded 25 billion rubles in 2012, including 27% for companies in the field of information and communication technologies. In total, over 15 thousand high-tech jobs were created during the implementation of the program.

From 2009 to 2011, residents' revenue - 39 billion rubles

The revenue of resident companies of technology parks from 2009 to 2011 exceeded 39 billion rubles (cumulative). As Deputy Minister of Communications and Mass Media Ilya Massukh reported in May 2012, in 2012 the tax accruals of existing technology parks were equal to the accumulated amount of funding from the federal budget. Thus, technoparks, in the words of I. Massukh, "went to zero in three to four years of operation." Further, it is planned that the curve of growth of tax deductions will be steeper than the curve of federal financing[16].

At the same time, back in October 2011, the Minister of Telecom and Mass Communications Igor Shchegolev reported that the revenue of working technology parks is 22 billion rubles.

In mid-2012, 34% of projects of residents of technoparks are in the stage of low-circulation production, 27% - in full-fledged production, 22% - at the stage of research and development and OCD and 17% are going through the stage of the life cycle called "industrial design."

A third of technopark residents specialize in infocommunication technologies, a quarter in high-tech chemistry, 16% in nanotechnology, 2% give their intelligence to the nuclear industry and space[16].

In November 2011, RBC daily had at its disposal a certificate from the internal correspondence of officials of the Ministry of Telecom and Mass Communications, which refers to the achievements of the technology park program over the past few months. It indicates that all residents of these special zones earned 11.5 billion rubles in the first six months of 2011. For comparison, by January 1, 2010, the total revenue totaled 7.30 billion rubles.

2010

Decision to extend the program until 2014

In April 2010, it became known that it was decided to extend the program until 2014, said the head of the Ministry of Telecom and Mass Communications Igor Shchegolev. Artem Ermolaev, Director of the Department of State Policy in the Field of Informatization of the Ministry of Communications, said that with such a development of events, another 3 billion rubles could be allocated for the creation of technology parks in 2010.

On May 25, 2010, at a meeting of the Interdepartmental Commission for Coordination of Activities on the Creation, Functioning and Development of Technology Parks in the Field of High Technologies, officials summed up the implementation of the program "Creation of Technology Parks in the Russian Federation in the Field of High Technologies." As stated in the Ministry of Telecom and Mass Communications, so far only four technoparks have been built in three constituent entities of the Russian Federation:

  • Western Siberian Innovation Center in the Tyumen Region (total area 12 thousand square meters),
  • IT Park (30 thousand square meters) in Tatarstan;
  • the first stage of the Khimgrad technopolis (76 thousand square meters) in Tatarstan
  • "Center for technological support of innovative developments" (9 thousand sq.m.) in the Novosibirsk region.

In total, 9 constituent entities of the Russian Federation participated in the program. According to the plans of the state program, 10 technology parks were to appear in them. From 2007 to 2009, about 5 billion rubles were allocated from the federal budget alone through the Ministry of Communications for the program. Technoparks, which could not be launched, were faced with the fact that they could not meet the requirements for the start of construction. They concerned land allotment, project approval and feasibility studies.

19 regions have already submitted applications for participation in the program, of which 10 did not participate in it before. The ministry expects that the total volume of products produced and services provided in the field of high technologies by resident companies of technology parks by 2014 will amount to more than 200 billion rubles, and the number of jobs will exceed 37 thousand.

Given the production volumes of some of the already built technology parks for 2009, officials' assumptions look very optimistic. For example, when reporting on the results of the work of the technopark in the Novosibirsk region at a meeting of the United Russia party in April 2010, Vladimir Putin mentioned that the volume of products produced by the technopark in 2009 amounted to 3.3 billion rubles. Another technopark, Khimgrad, located in Kazan, produced products for the same amount in the same year. First Deputy General Director of the management company of the technopark "Idea Capital" Airat Gizzatullin in March 2010 called the figure at 3.3 billion rubles, speaking about the volume of products produced last year in Khimgrad. The program website has expectations for revenue in 2009 of IT Park and a technopark in the Tyumen region. This is 555 million rubles. and 330 million rubles, respectively. Thus, the total revenue of the four technology parks already launched in 2009 amounted to only 7.5 billion rubles, with a plan of 200 billion rubles. by 2014

Speaking about the design capacity of Khimgrad, Gizzatullin called the amount of 16 billion rubles. In addition to the considerable gap between the real and design production capacity, Khimgrad, apparently, has already managed to face other, more "everyday" problems. According to information from local Tatar media, several residents of Khimgrad appealed to the Public Chamber of the Republic of Tatarstan with a request to investigate the issue of inflated tariffs for heat, water and electricity established for the technopark by the management company. According to residents, the tariffs in Khimgrad are so high that consumers switch to heating with "wood capsules" (pellets), liquid-fueled generators, and are heated by electricity.

The Ministry of Telecom and Mass Communications has repeatedly reduced funding under the program. So, if the 2007 decree stated that more than 2.3 billion rubles would be allocated for the development of technoparks in total, then in 2009 the amount decreased to 1.9 billion rubles, and in 2010 - to 1.5 billion rubles, when the Ministry of Communications expressed its readiness to finance only 5 technoparks of their planned 10. As the Ministry of Communications explained then, it was decided to suspend the financing of half of the technology parks due to their unwillingness to hand over documents and normal work.

In 2010, residents' revenue - 14 billion rubles

By the end of 2010, with the participation of the Ministry of Communications and Mass Media, seven technology parks were built and launched in Tatarstan, Tyumen, Novosibirsk, Kemerovo and Mordovia. The total revenue of their residents in 2010 amounted to approximately 14 billion rubles, for comparison, a year earlier this figure was about 7 billion rubles. Basically, companies that received places in technology parks are engaged in the strategic development of information technology (19% of all residents), 18% of residents develop innovative technologies in mining, and 15% are engaged in energy efficiency. According to representatives of the ministry, the main revenue generators were the Khimgrad technology parks and the IT park (in Kazan), as well as the Novosibirsk technology park.

The total revenue of residents of technoparks since the actual start of the technoparks program in 2007 amounted to more than 20 billion rubles, according to the plans of the ministry, by 2014 this figure can be increased to 104.7 billion rubles, while the number of residents will have to grow to 1.5 thousand (now there are about 400).

2009: The first technopark was launched in Tatarstan

"As of September 2009, the stage of preparing design estimates has been completed in technoparks, engineering communications are being created and construction of the main buildings has begun," says CNews Lashkina. "Moreover, among the laggards were those technology parks, on the basis of the initiatives of which a program was launched to create them."

According to her, in St. Petersburg, as well as the Moscow and Kaluga regions, technology parks still cannot solve many problems related to the requirements for the start of construction. This includes issues of land registration, approval of construction projects and feasibility studies.

"Against the background of the central regions, the situation in Tatarstan, Tyumen, Kemerovo, Novosibirsk and Nizhny Novgorod regions looks more successful," the spokesman said. "The technopark in Mordovia stands apart, which was included in the program in September 2008 and has not yet received funding from the federal budget."

The first technopark was launched only in October 2009 in Kazan. In the rest of the technoparks, the stage of preparing design estimates is basically only completed, engineering communications are being created and the construction of the main buildings has begun, the Ministry of Telecom and Mass Communications says. In St. Petersburg, Moscow and Kaluga regions, technoparks cannot meet the requirements for the start of construction (land allotment, approval of projects and feasibility studies). The Technopark in Mordovia was included in the program in September 2008 and has not yet received federal funding.

In December 2009, Artem Ermolaev, Director of the Department of State Policy in the Field of Informatization of the Ministry of Communications, said at a meeting with journalists that with a certain development of events, another 3 billion rubles could be allocated for the creation of technology parks in 2010. This can happen if, firstly, the program for their creation is extended, ending together with 2009, and, secondly, its unification with the parallel program of the Ministry of Economic Development will not happen.

Exactly the same amount through the Ministry of Telecom and Mass Communications - 3 billion rubles. - was originally planned for 2009, but in the end more than a third of this money was returned to the budget, and the costs amounted to 1.9 billion.

Artem Ermolaev explains the sequestration of the program in 2009 by the unwillingness of a number of regions to co-finance the program. "In addition, those who allocated federally owned lands for technology parks were not ready to implement the program," he says. "Or they misunderstood the essence of technology parks, and they wanted to create whole cities with hotels and residential complexes."

The main question regarding the financing of technology parks, according to Ermolaev, will the directions of the Ministry of Communications and the Ministry of Economic Development be integrated. "If this happens, then the amount of funding will be completely revised," he summarizes.

Today's Ministry of Communications and Mass Media says that some of the technology parks were not ready for the implementation of the program. This was the reason that some entities did not receive state funding. Among them are Kaluga, St. Petersburg and Moscow.

The only technopark launched under the state program in Kazan plans to accommodate about 150 residents. According to preliminary calculations, it will be possible to create about 1.5 thousand new jobs in it.

In December 2009, it became known that the Ministry of Communications and Mass Media prepared a draft government decree that changes the document adopted in December 2007 "On the procedure for providing federal budget funds provided for the creation of technology parks in the field of high technologies."

The main change concerns the allocated amounts and the number of objects that will receive money. If the 2007 decree stated that more than 2.3 billion rubles would be allocated for the development of technology parks in total, then in the amended version, total funding decreased to almost 1.5 billion. Now the ministry is ready to finance only 5 out of 10 technology parks. "At a meeting of the interdepartmental commission, it was decided to suspend funding for half of the technology parks due to their unwillingness to hand over documents and normal work," press secretary of the Minister of Communications Elena Lashkina explained to CNews the reason for the decrease in the number of technology parks.

The decision to extend it, according to Lashkina, can be made no earlier than the middle of the last year of the program. 2007 - 2008

In 2007 and 2008 the federal budget transferred more than 3 billion rubles for the creation of technology parks. 2006: Fradkov's Order
