2021: A penalty in the amount of 146 billion rubles for a spill of fuel in Norilsk

On February 5, 2021 the Arbitration court of Krasnoyarsk Krai issued the decree according to which JSC NTEK entering into Norilsk Nickel will have to pay more than 146 billion rubles for a spill of fuel in Norilsk. Thus, the record claim of Rosprirodnadzor is almost completely satisfied.

Claim requirements to satisfy partially. Exact 146.177 billion rubles, including in income of the state — 145.492 billion rubles. To the satisfaction of claim requirements to refuse the rest — the judge Natalya Varygina announced the solution.

Rosprirodnadzor assessed damages of ecology approximately at 148 billion rubles. Norilsk Nickel already created a reserve for $2.1 billion for payment of a penalty. Compensation for damage will be enlisted in the federal budget, agrees to the amendments made in July, 2020 in the Budget code.

At the end of May 20202 years one of fuel reservoirs on the CHPP-3 belonging to "subsidiary" of Norilsk Nickel collapsed — shrinkage of support of storage became the reason. As a result from the reservoir over 20 thousand tons of oil products poured out. A cause of accident in Norilsk Nickel called warming in the conditions of permafrost.

The Norilsk Nickel company claimed that the amount of damage is much lower — 21.4 billion rubles. The head of Rosprirodnadzor Svetlana Radionova said earlier that the amount sounded by Norilsk Nickel many times is less, than estimates of "the ecologists who are most loyally configured to the company".

I pay attention that the company repaid nothing yet and did not enter even ruble — Radionova said.

The head of Norilsk Nickel Vladimir Potanin personally promised the Russian President Vladimir Putin that the company will spend "how many it is necessary" on mitigation of consequences, having estimated this amount without delay not less than at 10 billion rubles.
