2024: Base Station Production Launch

In early September 2024, it became known that the joint venture of Rostec, the National Group of Companies and structures associated with the former chairman of the board of Sibur, Kirill Shamalov, began production of LTE base stations. This cooperation is carried out on the basis of the National Spectrum company, in which Rostec owns a blocking stake (25% + 1 share). The first batch of equipment has already been delivered to commercial customers.

According to Vedomosti, the further development of the project will take place in the format of a private-public partnership. Rostec introduced the scientific and technological developments of the Spektr subsidiary into the project, while private partners contributed funds, personnel and technological solutions. It is planned that by the end of 2024 production will reach a large-scale level, and the volume of supplies will reach thousands of pieces of equipment.

Kirill Shamalov, General Director of Ladoga Management Investment Company, confirmed the successful development of the project and noted the importance of accelerated introduction of domestic equipment for communication in the context of high market needs. According to him, the 4G/LTE project shows excellent results, and the efforts of the partnership participants help to significantly reduce the time that global vendors spent on the development of such technologies.

The creation and development of LTE base stations became possible thanks to close cooperation with National, but specific legal entities representing Shamalov's structures remain undisclosed. Representatives of Rostec and National Economy confirmed that further funding and support from the state will speed up the process of mass implementation of domestic solutions in the communications market.

According to the Ministry of Digital Development, telecom operators have signed forward contracts with manufacturers of base stations in the amount of more than ₽100 billion, which involves the supply of 75 thousand pieces of equipment until 2030. These contracts stimulate the massive introduction of Russian equipment, which will begin in 2025, and by 2028 it is planned to completely switch to domestic solutions.[1][2]
