On July 22, 2024, Deputy Prime Minister - Head of the Government Apparatus of the RFD Grigorenko instructed to systematize state and departmental information systems. The governors will have to be guided by the unified requirements that the Ministry of Digital Development will determine when updating and approving regional strategic planning documents in the field of digitalization.

Grigorenko instructed to connect the regions to the State Analytical System "Management." This will allow all participants in the national program to work with a single information base, which will increase the efficiency of interaction. The analytical panel in real time reflects all data on the progress of the implementation of national projects in relation to specific departments and regions.

Grigorenko also stressed that as of mid-2024, there are a large number of state and departmental information systems. According to him, they need to be systematized and a register of accounting should be created. At the same time, requests for the introduction of new InformSystems will be discussed by the subcommittee on key digital transformation projects under the government.[1]

Digitalization of education

Equipping with modern equipment and the development of digital services in educational institutions, which takes place within the framework of the federal project "Digital Educational Environment," has become a major expenditure item for the regions in 2022. Rostelecom is integrating regional systems with the My School federal system related to the Education section of Public services. This will allow parents and children to receive information on homework and assessments, lesson schedules on the portal.

Digitalization of transport infrastructure

The introduction of intelligent transport systems has been going on in the regions for several years as part of the national project "Safe Quality Roads." Effective Region Program

Many digital changes are taking place thanks to the Effective Region program, which is implemented in government bodies in more than 40 regions with the support of Rosatom Corporation.

Development of the city's digital ecosystem. The ecosystem includes a mos.ru portal and other Internet resources, urban mobile applications and a system of communication with citizens, including the Citywide Contact Center. The electronic interdepartmental interaction system in the first six months of 2023 alone saved residents from the need to receive and provide more than 105 million paper documents to departments.

Digital transformation of all industries and increase the efficiency of urban management. Artificial intelligence, big data analysis, digital twins and more are the everyday tools of all city services. For planning, the Moscow management system uses the Digital Twin of the city. This is a large-scale platform, the basis of which is an accurate 3D copy of the entire territory of Moscow. It helps to make balanced management decisions in the fields of urban planning, improvement, security and other industries. Moscow implements more than 80 projects using artificial intelligence. They save city department specialists from routine work and help them devote more time to tasks that require a non-standard approach or special attention. For example, the video analytics system helps city services identify violations in the maintenance and improvement of courtyards, roads and pedestrian zones, and the voice assistant on city hotlines answers already half of the calls of citizens, unloading operators and providing residents with information quickly and without waiting on the line.

Novosibirsk region

The electronic document management and workflow system of the Government of the Novosibirsk Region (EDD) covers the entire vertical of the authorities, from the governor's office to rural settlements, as well as all subordinate and municipal institutions. A large-scale update of the EDD in 2021-2022 made it possible to introduce into the work of state authorities and local self-government an interdepartmental legally significant electronic document flow using an electronic signature. In 2023, the system will be finalized: any authority will be able to exchange documents under the interdepartmental electronic document management (EDO) system.

The Ministry of Digital Development and Communications of the Novosibirsk Region is working to reduce the timing of the provision of mass socially significant services by introducing digital tools: information systems, interdepartmental electronic interaction, artificial intelligence technology, mobile applications for recipients of services and authorities employees, business analytics modules, etc.

The list of services provided in electronic form is constantly expanding. They are also translated into a proactive format of provision, excluding the applicant's order. Improving the quality of their provision, including due to the introduction of the principles of client centrism.

The Unified State Information System of Healthcare of the Novosibirsk Region is being introduced in medical institutions of the region, combining more than 70 functional modules that are closely integrated with each other: MIS, Automated System of Preferential Drug Provision, Healthcare Portal of the Novosibirsk Region, Central Archive of Medical Images and others. 100% of state medical organizations are connected to Uniform State Health Information System NSO.

In the field of education in the Novosibirsk region there are state information systems "Electronic Kindergarten," "Electronic School," "Electronic College." From September 1, 2022, he earned a single access to educational services and digital educational materials of the My School FSIS for students, parents and teachers.

For the first time in Russia in the Novosibirsk region, the possibility of obtaining electronic permits for the extraction of waterfowl within the framework of the established experimental legal regime has been implemented. To work with electronic permissions, the My Hunt mobile application has been developed for platforms based on Android and iOS, which allows:

  • view information about the hunting ticket, hunting permits and administrative offenses;
  • enter information on the obtained hunting resources and transfer them to the Ministry of Natural Resources of the Novosibirsk Region without the need for a personal visit;
  • provide the hunting inspector in electronic form with information on the obtained hunting resources.

It is planned to finalize the decision "Inspection of the housing stock." The updated functionality will allow employees to form in electronic form a protocol and act of inspections, warnings to management companies with the possibility of signing an enhanced qualified electronic signature. This will optimize the activities of the inspection, reduce the response time to incoming incidents and increase the efficiency of employees.

Udmurt Republic

The key tasks of introducing digital technologies in the field of public administration in the Udmurt Republic are:

  • organization of secure interdepartmental electronic interaction;
  • Increase the efficiency and accessibility of the use of state data, both for the implementation of state and municipal functions, the provision of state and municipal services, and to meet the information needs of individuals and legal entities;
  • conversion of mass socially significant services into electronic form;
  • reducing social tensions and improving the quality of life of the population through the ability to order and receive the results of the provision of services in electronic form;
  • improving the quality of interaction of citizens and organizations with state bodies, local authorities, state and municipal institutions through digital platforms.

More than 80 mass socially significant services in Udmurtia have already been transferred to electronic form. About 79% of all applications for their receipt are submitted online through the State Services portal or the Regional Portal of Public Services. In electronic form, you can get about 130 types of information at the disposal of federal, regional and municipal authorities and institutions. With the help of SMEV in Udmurtia, more than 3 million interdepartmental requests were carried out. Work continues to create data marts.

The region is also developing electronic document management of state executive authorities and local self-government. The total share of documents transferred between regional departments in electronic form exceeds 80%. The work with draft regulatory legal acts is also digitalized, which allows managers to control the stages and terms of work.

A system for archiving electronic documents is being introduced, which will help automate or completely eliminate many workflows with paper documents. The system automates the acquisition, storage, use and accounting of documents, reducing the burden on archive employees.

On the artificial intelligence platform in the Government of the Udmurt Republic, an intelligent document processing system has been launched, which processes citizens' appeals, automatically registers accepted appeals in the electronic document management system and assigns the topic of the appeal to the Thematic Classifier. The system also generates a resolution template and searches for duplicate appeals.

The project "Centralized Accounting" is being implemented - a system for maintaining accounting, personnel accounting and payroll on the cloud platform 1C-Fresh"," which is integrated with software products of the budget process in the region. 257 institutions are connected to it.

Pskov region

A data-driven education management project is being implemented in the region. Within its framework, a regional GIS in the field of education was launched on the Low-code platform. The online designer allows you to quickly develop and flexibly modify complex industry solutions based on large amounts of high-density data. The platform is integrated with SMEV, EPGU, regional and federal systems in the field of education and combines the subsystems necessary for all levels of the sphere. The solution is based on the Alt Server OS.

The approach of the Pskov region to digitalization of the education sector (creation of a single database) differs from the one that other regions often choose - storing data on different segments in different databases.

Work with data on the educational platform is implemented through digital profiles of the municipal government body and educational organization, children and teachers. Thanks to the harmonization of data and the general segment containing all the information of the NSI, the Pskov region has no problems with their exchange between different institutions, as in other regions. The information and certificates required for the certification of teachers are collected automatically from various subsystems, which allows you to take into account in detail all the measures in which the teacher participated.

Access to the platform can be obtained by employees of educational institutions, representatives of the regional authorities and parents.

Ryazan region

In the Ryazan region, an interdepartmental system of electronic document management and workflow (MSEDD) is developing. The government, authorities and municipal self-government are connected to it, as well as all subordinate institutions - about 600 organizations in total. A fully functional electronic document flow with a completed document lifecycle has been organized between them. In 2022, more than 400 thousand documents were transferred through the MSEDD of the region.

Internet reception of citizens' appeals is integrated with the system. This made it possible to reduce the time spent on processing cases and significantly speed it up.

The region expands the list of data that can be exchanged via SMEV. Work is underway to provide information from regional systems. It is planned to integrate MSEDD with the Unified Population Register, Russian Post, GIS "Typical Cloud Solution for Automation of Control and Supervision Activities."

Perm Territory

The region is successfully implementing a single centralized service platform for state and municipal services, an automated information system "Big Data," a state information system formations EPOS, a single platform for communication with residents "We manage together," a single platform EDMS for all participants. electronic document management In total, 50 GIS and over 150 information systems operate in the Perm Territory. The use of a single Big Data AIS and the Apache Superset tool helped three times reduce the development time of any analytical services. The system implements a variety of analytical methods, including big data analytics and forecasting solutions.

The region has a unified technology policy for the development of microservices and other IT solutions, a unified approach to describing the IT architecture has been formed. A single standard is used for data processing.

For the effective development of digitalization in the regions, it is necessary to organize and support the exchange of experience and the scaling of solutions that have proven themselves in other regions. An important task of the state is to unify good practices and extend them to other regions, taking into account the specifics.

Digital Maturity Rating of Regions

The only region that scored the maximum possible score (2.5) in terms of import independence was the Tver region. Digital Maturity Rating of Regions

  • with average (25% to 50%);

CBR lists 7 projects for regional digital transformation strategies

According to the Deputy Prime Minister, to solve these goals, joint hard work is needed in terms of increasing "digital competencies" at the regional level. So, to coordinate work on digital transformation on behalf of Mishustin, special units were created in federal ministries, agencies and services, for the work of which deputy heads of departments - heads of digital transformation are responsible.

Deputy heads of regional executive bodies responsible for the "figure" will appear in all constituent entities of the Russian Federation in the near future, Dmitry Chernyshenko said during the meeting.

Medvedev created a council to coordinate the digital development of regions

December 12, 2019 it became known about the completion of the formation of the Council for the Coordination of Digital Development of Regions. This initiative of the Ministry of Communications was created by decision of the head of government Dmitry Medvedev.

According to the publication D-Russia.ru, citing sources familiar with the situation, as well as a representative of the Ministry of Telecom and Mass Communications, it is planned to approve the regulation on the council and its composition soon.

Finalization of the Council for Coordination of Digital Development of Regions

The first meeting is scheduled for March 2020. The Council will be headed by two co-chairs - the head of the Ministry of Communications Konstantin Noskov and the head of the Ministry of Economic Development Maxim Oreshkin. The deputy director of department of coordination and implementation of projects on digital economy of the Ministry of Digital Development, Communications and Mass Media Yury Zarubin is appointed the secretary.

The Board has the following tasks:

  • assessment of federal projects, state and federal target programs and other strategic and program-targeted planning documents aimed at introducing ICT into the activities of regional executive bodies, as well as development of proposals in these areas for consideration by the government commission on digital development;
  • development of proposals on typical problems arising during the implementation of projects for the socio-economic development of the constituent entities of the Russian Federation providing for the use of ICT, as well as proposals aimed at removing administrative barriers in the field of the digital economy, improving legal regulation in the field of the use of information and telecommunication technologies in the regions and ensuring control over the implementation of measures in these areas;
  • exchange of experience on the formation of an "information society," as well as on projects for the socio-economic development of the constituent entities of the Russian Federation, providing for the use of information and telecommunication technologies, including the development of proposals in these areas for consideration by the commission.[25]

Deputy Chairman of the Federation Council Turchak proposed to create a new federal project - "Digital Region"

On October 18, a meeting of the Council for the Development of the Digital Economy under the Federation Council was held, the topic of which was designated as "From a smart city to a digital region." At the meeting, Vice-Speaker of the Federation Council Andrei Turchak proposed to develop a federal project "Digital Region," which would eliminate the backlog in the quality of life of people living in settlements that were not included in the program of the "smart city." This proposal confirms that recently in the upper house of parliament, interest in the topic of the digital economy has clearly intensified. Andrei Turchak announced the initiative to create a federal project "Digital Region" "(photo - Andrey Gordeev Vedomosti/TASS)"

An expert on state information, with whom TAdviser discussed news from the Federation Council, believes that such an increased interest of senators in the budgets of the digital economy is not accidental. Representing the interests of the constituent entities of the Russian Federation and observing the seemingly inefficient spending of "digitalization" budgets at the federal level, the Federation Council naturally wants to redistribute part of these financial flows to the regional level. Unfortunately, as the expert notes, with all due respect to Matvienko, her statements on the budgets of the "Digital Economy" are far from ideal from a regulatory, economic and procedural point of view.

Firstly, there are no catastrophic problems with the implementation of national projects, the expert believes. For some reason, in the last 3-4 months, it is the low cash execution of national projects that has been actively discussed. But cash execution is just about transferring money from the accounts of the Treasury. And such transfers occur either when government contracts are completed and settlements are made on them, or when budget funds in the form of subsidies are transferred from distributors of budget funds to recipients. Now most government contracts are executed without advance payments and all calculations take place at the very end - as a rule, at the end of the year.

In order to assess the real state of implementation of national projects, you need to look not at cash execution, but at documentary activities - announcing public procurement, concluding contracts, signing agreements on subsidies, and pay attention to the terms of payments and transfers prescribed in these documents. And suddenly it turns out that with the implementation of national projects, everything is not as terrible as journalists write about it.

Secondly, at present, not a single governor, even if he were an economic genius, will be able to master the "unfinished" funds of the digital and any other national project at the federal level simply because there are mechanisms for the execution of the federal budget, and these mechanisms in relation to the funds of 2019 have already been transferred to the "Closed" position. No tranches from the federal level to the regional level are now impossible, the "barrier" of the Treasury is in a lowered state.

Returning to Turchak's proposal to organize a new federal project "Digital Region," the TAdviser expert asks the question: "Why did the Federation Council need a federal project in the field of digitalization?" After all, the Ministry of Construction, which is proposed to be one of the operators of this new fedproject, already has its own departmental digital project - "Smart City."

Giving a departmental project the status of federal simply for the sake of status is not a topic that would be worth making such loud statements. The federal status of the project without federal money is nothing. This means that behind the proposal of Andrei Turchak there is an unspoken clearly, but quite unambiguously considered desire to receive additional budget funding. Moreover, there is an example before our eyes - the recently announced organization of the new federal project "Artificial Intelligence" within the framework of the national program "Digital Economy."

If, in principle, we assume that the creation of such a project is real, the problem is that now additional funds can be obtained in the newly created federal project only by redistributing funds between existing national and/or federal projects. The general budget of all national projects was approved until 2024, and no one except, perhaps, the President of the Russian Federation is able to increase the size of this budget even by 1 kopeck. Although, they can easily reduce, moreover, by many billions of rubles.

It is also clear that none of the curators of 12 out of 13 existing national projects will agree to transfer the budgets of "their" project to the Digital Economy national program. This means that while it is purely theoretical, we can only talk about the redistribution of funds within the Digital Economy national program, which is now happening with the newly organized AI fedproject. And among the currently existing 6 fedrojects of the "Digital Economy," the main funds are concentrated in those four projects that are supervised by the Ministry of Digital Development. And, it means that today's statement by Turchak is a direct and obvious threat to exactly the budgets that the Ministry of Telecom and Mass Communications now disposes of.

This, of course, is understood by Andrei Turchak himself, and the Ministry of Digital Development also understands. It is no coincidence that in the operational news published in the publication D-Russia, immediately following the statement of the vice-speaker of the Federation Council, an anonymous statement by a representative of the ministry is given:... "The topic is important and necessary. The main thing is that the implementation of the new project is not at the expense and not to the detriment of other federal projects. "

However, it is clear to everyone that it will definitely not work at the expense of other federal projects. As a well-known expert, director of NP "Information Culture" and head of the "Open Data" department in the Accounts Chamber of RFIvan Begtin wrote in his Telegram channel: "Everything goes to the fact that the Digital Economy will be" banned "for other projects."

The essence of the digital transformation of the region is to ensure effective interaction between the state, citizens and business in order to reduce any barriers within interaction. Ultimately, the regions are fighting both to retain qualifying personnel and tax residents. To fulfill this task, it is necessary to adjust the level of interaction of the state and citizens, citizens with business and business with the state so that in order to develop, implement and improve the economy, receive benefits, citizens do not have to move to other subjects or even countries.

Digital transformation, contrary to the established opinion, is not a common process of introducing digital technologies into communications or changing them in order to correspond to the upcoming digital reality. Digital transformation is, first of all, the setting of goals related to the benefits of data collection and processing. In public administration, these are opportunities related to ensuring the safety and social well-being of the population by building reliable forecast models, multifactorial analysis and making high-quality management decisions based on them, says Timur Akhmerov, General Director of BARS Group.

Dmitry Gorbachev, an expert at Forsyth, believes that it is necessary to combine existing information systems into a single whole so that all systems speak "the same language." A single language is a single platform for solving different data problems.

"Pilots" of new technologies and legislative changes

In general, an important factor now is the readiness to experiment and conduct "pilots" of new technologies and new approaches in various areas of implementation of national projects, Timur Akhmerov believes.

Also, among the first steps in the implementation of the region's digital agenda is the creation of a developed legislative and regulatory framework that will contribute to the growth of the IT market and strengthen the import substitution policy, the development of uniform standards for the operation of information systems to eliminate fragmentation and ensure widespread Internet access.

Development of telecom and IT infrastructure

Access to the Network is a necessary minimum in order to start digital interaction, says Elena Ogol, head of informatization in the state and municipal authorities of the Softline group of companies.

Since digital transformation involves the transition to electronic interaction of citizens, regional governments and economic actors who work in a particular region, it is obvious that this cannot be done without a certain level of development of communication infrastructure, especially fast stationary and mobile Internet.

Dmitry Gorbachev, an expert at Forsyth, believes that digitalization in state structures of subjects is carried out according to a typical scenario: the first steps require the formation of a unified technological environment - infrastructure or adequate data transmission systems, their collection and storage. Modern conditions for the development of digital systems are based on the premise that there is no need to collect data in one place, you need to have a single exchange space. All these steps impose significant requirements for investment support for the region. Targeted budget financing and the practice of public-private partnership are the funds and tools adopted at the state level that the region has to begin work on digitalization.

Enterprise Support

The task of government agencies is to take measures that will help stimulate the transition from the traditional paradigm of interaction to digital. First of all, it is advisable to support enterprises of one or several sectors of the economy, which in a particular region provide a significant part of the gross regional product and/or provide a large number of jobs for local residents. Incentive measures can be preferential tax rates and even tax holidays - for example, with measures to modernize production, which will lead to "digitalization."

For example, in the Krasnodar Territory, where agriculture is one of the flagship industries, several years ago, with the direct participation of the regional government, a digital platform was created on which data from agricultural producers were consolidated. Farmers can see the general picture of agricultural production in the region (who sows and what, how much he collects, who produces and what, etc.). Cutting-edge industries are interested in good infrastructure for their businesses. For example, if Krasnodar agricultural producers need good and stable cellular communication or mobile Internet, operators of these services supplement the infrastructure with new base stations and wider communication channels. Enterprises in the flagship industry are more likely to start a "chain reaction."

Business is followed by budgetary organizations - educational institutions, health care institutions, etc. Their contribution is also significant, since, say, medical and preventive institutions within the framework of digitalization are beginning to use new equipment and new approaches: diagnostic devices with the ability to connect to the local network of the LPU; telemedicine, thanks to which the patient after the operation remains under the supervision of a doctor from the regional center, even being hundreds of kilometers away from him; new processes, such as online consultations, medical decision-making assistance systems, and more. All of the above requires the involvement of specialists with appropriate expertise. Ultimately, these and other factors of digital transformation cascade onto ordinary residents - they begin to use digital services and become part of the process and result of digitalization of the region.

The Challenges of Digital Transformation

The most significant problem of digital transformation is the lack of understanding of goals, objectives and key indicators.

According to Andrei Bugaenko, Deputy Director of the Federal State Budgetary Institution of Research Institute "Voskhod," examples of transformations already begun at the federal level have all the signs of "transformation for the sake of transformation": without clear and strictly defined goals, consisting of slogans, without specific and understandable results for the system of state management.

Elena Ogol, head of informatization in the state and municipal authorities of the Softline group of companies, believes that the demand for software and hardware will increase, ensuring the protection of the rights, freedoms and legitimate interests of the individual in the digital economy, since all state and municipal information systems process personal data of residents of the corresponding cities and settlements of the regions of Russia.

Mikhail Alekseev, Senior Vice President of Maykor, General Director of CRT Service (part of Maykor), assumes that in 2017-2018 technologies that can provide the state with a positive overall economic effect will be in demand.

Yuri Mazurov, head of the commercial directorate of the Asteros group, adds that the transition to digital will require an impressive pool of qualified specialists, among whom a large percentage will be occupied by IT personnel, and their shortage has been noticeable for the past dozen years.

Rating of regions by the level of informatization

On October 13, 2017, at the regional informatization Ministry of Digital Development, Communications and Mass Media Russia council, she presented a rating of regions for the development of the information society for 2017, according to the Expert Center of the Electronic Ministry of states[26]

Among the priority sub-indices of the new ranking are: ICT infrastructure, e-government, ICT in education, ICT in health and ICT in transport. In general, the list of sub-indices corresponds to the sections of the Concept for the Development of Regional Informatization, approved by order of the Government of the Russian Federation of December 29, 2014 No. 2769-r.

The first three positions in the 2017 ranking are occupied by Moscow, the Tyumen region and the Khanty-Mansi Autonomous Okrug. The top ten also includes the Republic of Tatarstan, the Tula Region, the Novosibirsk Region, the Republic of Bashkortostan, the Yamalo-Nenets Autonomous Okrug, the Tomsk Region and the Chelyabinsk Region. In the last positions - Jewish Autonomous Okrug, Chechen Republic, Republic of Crimea.

Regions were especially noted that were able to significantly improve their positions in the ranking due to the implementation of one of two strategies: the implementation of projects for the informatization of the most socially significant areas and the uniform development of projects in all areas.

The number of regions that, according to the Ministry of Communications, "advanced" due to the implementation of the first strategy included the Republics of Bashkortostan, Mordovia, Tatarstan, Kursk and Tomsk regions. Examples of implemented projects include the development of ICT infrastructure, the transfer of public services to electronic form, the introduction of information systems for distance education, the introduction of ICT in the educational process (electronic diary), an appointment with a doctor, an electronic card, telemedicine, the introduction of electronic means of payment for travel, online traffic monitoring.

Due to the choice of the second strategy, the Udmurt Republic and the Tula, Chelyabinsk, Ulyanovsk Rostovskaya regions rose in the ranking. Among the projects implemented are the creation of regional information systems in the field of energy, the integration of regional IPs with federal IPs (social security, labor and employment, agriculture), automation of libraries, museums and theaters, the creation of regional IPs in the field of state and municipal finance.

The positions of the Moscow and Leningrad regions are not indicated in the new rating, since there are no relevant data in Rosstat for certain indicators, the Ministry of Telecom and Mass Communications told TAdviser.

Difficulties of regional informatization

The problems of regional informatization by and large coincide with the problems that exist at the federal level. In particular, this is insufficient funding, personnel shortages, inconsistency of actions between different levels of government. However, in the regions there are also their own special "sores." These include, for example, the absence or weak development of information and telecommunications infrastructure. More often this applies to remote and sparsely populated regions.

Thus, Timur Medzhitov, Deputy Director for authorities at Directum, speaks about the problem of communication channels. According to him, in remote areas, the channels are either extremely weak or absent at all. "Naturally, when they are connected, the question of supporting efficiency arises - is automation even needed in such sparsely populated areas, and what will happen if this part of users falls out of the region's informatization projects?," Mejitov notes.

Almost all companies surveyed by TAdviser speak of insufficient financing of IT projects in the regions. For example, Galina Akhmerova, Deputy General Director of BARS Group for Commerce and Business Development, believes that reducing IT budgets is the main problem that the regions faced in 2015. In her opinion, those regions where the leadership has an interest in the development of informatization solve this problem by seeking federal subsidies, participating in the creation of regional GIS segments and attracting extra-budgetary investments.

Timur Medzhitov from Directum adds that the problem is also the ratio of the internal needs of the regions and federal tasks for informatization with the capabilities of the subjects of the federation. Few of the regions can say that it is fully funded, as a result, many have to choose projects from the list according to the criterion "it is impossible to postpone and must be done now or even yesterday," Medzhitov is sure.

Vladimir Andreev, president of Docsvision, divides the regions into two categories - donors and recipients, while noting that different regions have different problems. Donor regions, he said, face mostly gigantomania and a desire to solve all problems by buying the best (and most expensive). At the same time, there is only enough money for the purchase, almost nothing remains for the implementation, and as a result, the funds are spent inefficiently. In turn, recipient regions are more often faced with insufficient funding, which really presents them with the choice of "which of the requirements of the Center in the field of IT can we not fulfill?"

Another important problem faced by some entities is the shortage of qualified personnel.

According to Alexei Boldyrev, General Director of Aitonika (Itonica), a significant problem is that in Russia in recent years, in fact, no significant bank of decisions or services has been created at the federal level that the regions can use together and without additional payment. Now, in fact, each region is looking for funds for the same solutions, the expert explains.

Regions and integrators practically do not replicate successful implementation practices, which often leads to the choice of ineffective or less effective solutions, agrees Ilya Verigin, head of analytics and work with the public sector of ELAR Corporation.

IT budgets of regions of the Russian Federation for poll of the Ministry of Digital Development, Communications and Mass Media

The Ministry of Telecom and Mass Communications conducted a survey of Russian regions and found out how much money they send to informatization - the development and operation of information systems.

The big picture is this:

In 2016, the constituent entities of the Russian Federation intend to invest 38.7 billion rubles in IT projects, which is 7% higher than in 2015.

About 37.7% of the total regional IT budget - 14 billion rubles - falls on Moscow. In 2015, the ratio was at the same level.

The four largest regions in terms of IT budgets - Moscow, St. Petersburg, the Moscow region and Tatarstan - invest about 20 billion rubles in IT, i.e. half of the total.

In 2015, the Komi Republic took the place of the Novosibirsk Region in the five leaders (in 2016 it dropped to 7th place), and the total IT budget of this group was 57.5% of the total.

Chechnya (1.5 million rubles in 2016) and the Trans-Baikal Territory (6.7 million rubles) have the most modest IT budgets in terms of absolute size.

In terms of the ratio per 1000 inhabitants, the largest IT costs are borne by the Nenets Autonomous Okrug (4.3 million rubles), the smallest - by the Chechen Republic (1 thousand rubles).

The largest increase in the IT budget in 2016 was demonstrated by Crimea (848.6%) and Sevastopol (200%). The maximum decline was recorded again in Chechnya (-96%) and the Ivanovo region (-64.8%).

The minimum annual ICT budgets of the constituent entities of the Russian Federation amount to 50-100 million rubles, the average annual budget for informatization is 200-500 million rubles. In regions with a developed economy - from one to several billion rubles a year is allocated for informatization. According to the Government of the Russian Federation, in terms of one resident, the costs of informatization in the regions differ by more than 100 times - from 2.5 thousand rubles in Moscow to 22 rubles in the Chechen Republic per resident per year.

According to CNews[28]2014[28] constituent entities of the Russian Federation pledged 62.84 billion rubles to the budgets for the development of ICT, a year earlier this figure was more - 69.57 billion rubles.

Here, the introduction of e-government initiatives is slower than at the regional level, the segment is practically not mastered by system integrators, "explained Eisymont Sergey, Deputy Director of the Complex Projects Department of LANIT.
At the same time, according to him, only according to the most modest estimates, the automation market of municipalities could be up to 10 billion rubles a year.
"LANIT is interested in the development of this area," he added.

In 2014, Moscow (24.8 billion rubles), St. Petersburg (6.68 billion) and the Moscow region (3.82 billion) were the first "top three" in terms of ICT spending. Moscow's leadership in the general "pie" is also confirmed by the statistics of the State Procurement portal. According to her, the Moscow Department of Information Technology for 2014 placed contracts for 43.883 billion rubles. This is the only regional department that fell into the first 20 departments in terms of expenses and took 13th place in it along with the Ministry of Sports of the Russian Federation (9th place) or, for example, the Ministry of Health of the Russian Federation (10th place). The key events for the market in 2014 were the entry into force of the 44-FZ, as well as the adoption of the regional concept of informatization for 2015-2018. 44-FZ has identified new rules for the implementation of the public procurement mechanism, in particular, in the list of goods and services recommended for purchase in electronic form, computer equipment, office equipment, as well as electronic components are listed. Thus, the transparency of ICT spending of the authorities will gradually increase. It should be borne in mind that the law is 44-FZ of a "framework" nature and will require the adoption of a large number of by-laws, they will appear as the law is phased into force in 2014-2016.

As for the concept of regional informatization, it was approved by the Chairman of the Government of the Russian Federation Dmitry Medvedevymna 2015-2018 in December 2014. The development of the concept of regional informatization is especially relevant, since in the period from 2010 to 2014 there was no document coordinating the process of informatization in the constituent entities of the Russian Federation. The period of the previous concept, approved by order of the Government of the Russian Federation No. 1024-r of July 17, 2006, was determined until 2010. The third important result of 2014 was the general course on import substitution in the public sector, including in the field of ICT. On the one hand, the prospects associated with this aroused enthusiasm among domestic software developers, on the other hand, they caused criticism of more realistic market participants: it is obvious that at least in terms of hardware solutions it is not yet possible to completely replace the import of IT products.

According to Nikolay Muravyov, head of regional solutions at Forecast, foreign technologies have won a serious share of the Russian market, and time and investment are needed to replace them with domestic products. "Forecast" is a 100% Russian company that develops its own Russian Forsyth technology, which is competitive on the world market . As part of the review "IT in the regions of the Russian Federation 2015," TAdviser also prepared a rating of the largest regional IT contracts concluded from January 1 to December 31, 2014 at the level of regional and municipal authorities, based on information from the Public Procurement portal.

Among the solutions used to automate the regions of the Russian Federation are those whose penetration has reached a fairly high level. For example, these are systems of financial and economic activities and electronic document management systems: more or less successful, but they are actually used everywhere both at the level of regional and municipal authorities. In 2013-2014, the MPSC (multifunctional service provision centers), the further development of interdepartmental document management and SMEV, regional segments of the public services portal and others were in the focus of regional automation.

Often, the actual automation of regional e-government segments lags behind the declared one. As TAdviser commented at BSS Engineering (BSS Engineering), SMEV and public services portals in many regions remain "dysfunctional" and "underperforming."

BSS Engineering is closely monitoring the work in the regions on the implementation of the 210-FZ. Currently, the connection to SMEV services has been completed, probably in all regions of Russia (we do not take 2 new entities into account). However, real work can be judged, for example, by the rating of regions on interaction with GIS GMP, regularly presented by the Federal Treasury at meetings of the subcommittee on the use of information technologies in the provision of state and municipal services. Thanks to the approval of the new concept of regional informatization for 2015-2018, at the end of 2014, key directions for the development of ICT in the regions for the next few years became more outlined. It became clear that despite the difficult economic and political situation, the state, planning to slightly cut the costs of e-government, does not intend to abandon the implementation of a number of IT projects. The largest among them are the transition to the provision of electronic public services, the informatization of health care, the creation of an "electronic budget," the construction and development of GIS housing and communal services and GIS fuel and energy complex. At the same time, the changed political situation may become an incentive for the transition to domestic IT developments based on open source software.

Eisymont Sergey, Deputy Director of the Department of Complex Projects of LANIT, noted that the main direction in which public services in Russia are developing is "public services 2.0."
"This is a more end-recipient-oriented approach, when processes in state institutions are built around the needs and requests of citizens and legal entities, a truly service model is formed, many tools for interactive interaction between the state and its residents. Experts interviewed by TAdviser identified the most promising directions for the development of ICT in the constituent entities of the Russian Federation for 2015:

  • Calculation and assessment of efficiency indicators at the level of state programs and authorities will require the possibility of mutual use of information, integration between specialized subsystems, in this regard, it is possible to predict interest in building control systems on the basis of unified software platforms.

  • Municipal informatization will develop as an integral part of regional informatization. As Sergey Eisymont commented, the introduction of e-government services is going from top to bottom: we have already descended from the federal level to the regional level and are standing at the border of the transition to the municipal level. At the same time, according to the expert, at all three levels there are completely different needs for automation, different models of business processes and different capabilities of the hardware infrastructure.

"The main difference between the municipal model is the presence of typical needs with much smaller opportunities for investing in IT, and typical needs are also massive: more than 22 thousand municipalities operate in 85 regions. A whole segment of the state traffic market has to be formed here, with its own solutions, quality criteria, requirements for service desk, and so on.   • Regions are actively building their own data centers, deploying public private clouds and transferring authorities information systems to them. There was also a tendency to create centralized technical support and maintenance structures for regional information systems, create unified data transmission networks of the regional level, combine disparate AIS into unified software complexes, and unify software.

  • There will be a lot of interest in MPSC automation systems, public service systems that allow customers to configure them themselves.

  • Among other things, in the field of public services in the near future, comprehensive solutions may be in demand in the field of information support for territorial development management (strategic planning of socio-economic development, territorial planning, project management, monitoring and control of strategies and programs).

  • Of course, one of the priority projects that will affect all regions of the Russian Federation in 2015 and beyond will be the creation of GIS housing and communal services.

  • In the activities of the regional authorities today, tools are in great demand and sometimes simply necessary to analyze and identify threatening trends, crisis manifestations and potential problem situations, as well as monitor emergency situations based on reliable data from the Ministry of Emergency Situations and the Ministry of Internal Affairs. Industry systems are growing in popularity. For example, an urgent task for many regions is to create information systems for managing road safety.

  • Among the promising functional areas, Nikolay Muravyov, head of the regional solutions department "Forecast," notes the growing demand for information and analytical systems for automating the activities of situation centers and for managing state programs in the regions.

IT budgets of the regions of the Russian Federation

In October 2014, Cnews Analytics researchers first presented a rating of ICT spending in the regions of the Russian Federation[29]. The rating of the IT budgets of the regions was compiled on the basis of data on ICT costs contained in the approved budgets of the constituent entities of the Russian Federation. Information on IT expenses in 2013 was obtained as a result of an analysis of the costs of regional authorities under the article "Communication and Informatics," code 242 (Procurement of goods, works, services in the field of information and communication technologies), budgets of authorities responsible for informatization of the region (ministries or departments), as well as financing regional informatization programs in accordance with regional laws "On the regional budget for 2013 and the planning period 2014 and 2015."

According to the rating, in 2013, Russian regions spent about 69.6 billion rubles on ICT projects. Among the leaders in 2013 are Moscow (29.6 billion rubles), St. Petersburg (4.9 billion rubles), Novosibirsk region (3.9 billion rubles).

In 2014, taking into account the subsidies provided by the Ministry of Communications, 62.8 billion rubles were allocated for informatization of the subjects of the Federation. Among the leaders in 2014 were Moscow (24.8 billion rubles), St. Petersburg (6.7 billion rubles), Moscow region (3.8 billion rubles), Khabarovsk Territory and Novosibirsk region (1.6 billion rubles each). The level of ICT financing in the regions closing the rating is significantly lower. So, in 2014 in the Chukotka Autonomous Okrug it is planned to spend 17.1 million rubles on information technology and communications, in the Penza region - 23 million rubles, in the Karachay-Cherkess Republic and the Bryansk region - 26.2 million and 26.7 million, respectively, in the Republic of Adygea - 30 million. Thus, the total costs of the 5 leaders of the rating exceed the costs of 5 regions closing it by more than 300 times.

While the total expenditure of the regions on ICT in 2014 decreased by an average of 9.7%, in some constituent entities of the Federation this figure decreased more significantly - in the Penza region by 92.8%, the Chukotka Autonomous Okrug by 84.4%, the Kaliningrad region and the Stavropol Territory - by more than 77%.

At the same time, despite the general trend towards reducing IT costs, some regions increased funding for IT projects in 2014. Among them are the Kostroma region and the Altai Territory, whose IT budgets increased almost 5 times, but still remained low, as well as the Republic of Dagestan (more than 2 times growth), the Leningrad Region (more than 1.5 times growth).

It is planned that in 2015 the total financing of regional ICT projects will increase by 11.5% and reach 70.1 billion rubles. At the same time, the indicators of most regions will decrease, and the total growth will be provided for the most part due to a 58% increase in the IT budget of Moscow (from 24.8 billion in 2014 to 39.3 billion in 2015). The place of the Novosibirsk region, whose IT budget expects a 24.1% reduction, in the top five may be occupied by the Republic of Tatarstan.

Thus, in 2013-2015, the Russian regions will spend more than 200 billion rubles on ICT. The most significant costs for informatization will be in Moscow, St. Petersburg, Moscow, Novosibirsk, Tyumen, Samara regions, the Republic of Tatarstan, the Khanty-Mansi Autonomous Okrug, Khabarovsk and Krasnodar Territories.

2012: totals

According to TAdviser, in 2011-2012, the regional informatization market in Russia experienced a phase of rapid growth and a fairly high pace of its development will continue in the future.

For Russian system integrators, this growth is very significant, since for large IT companies the share of revenue attributable to projects in the public sector reaches 20-30% (as, for example, according to the results of 2012, the companies "Open Technologies," "M2M Telematics," GC "iT") and more.

For example, for the companies "FORCE" and "Armada" at the end of 2012, the share of projects in the public sector in the turnover amounted to 50%. According to TAdviser data on the income of system integrators in this market, 2012 of the rating participants earned a total of more than 26 billion rubles 16 year, and this is only part of the market. Large projects with a budget of 100 million rubles or more for 18 months from January 2012 to June 2013 accounted for 14.69 billion rubles. In general, the regional informatization market in 2012 exceeded 20 billion rubles.

Such estimates are confirmed by market participants. For example, the Galaxy corporation estimates the regional informatization market at 15 billion in 2011 and 20 billion in 2012 (an increase of about 30%). The company "FORCE" gives a smaller estimate: about 4.5-5 billion rubles a year, but stipulating that these are only regional budgets without targeted programs and funds received by their federal budget.

The Armada company believes that the authorities account for about 30-40% of the Russian IT market, in monetary terms it is 180-200 billion rubles. According to the company, about 60% of this money falls on federal structures, the remaining 40% (about 80 billion rubles) - on the regions. At the same time, about a third of regional money is the cost of Moscow, and the rest of the regions account for an average of 500 million rubles.

Grigory Shevchenko, Commercial Director of Open Technologies, also estimates the market in the order of 500 million rubles per subject of the federation. He believes that over the past years there has been a slowdown in the development of the regional segment.

According to him, it was largely caused, on the one hand, by Rostelecom's initiatives in terms of e-government and the methodology for providing public services, and on the other, by a certain confusion in terms of regulatory guidelines. For example, Presidential Decree No. 601 "On the Main Directions for Improving the Public Administration System," setting the bar for informatization, appeared only in mid-2012, says Grigory Shevchenko.

Other companies also note a sharp surge in projects in 2011-2012 in connection with the 210 "Federal Law on the Organization of the Provision of State and Municipal Services. However, in 2012 the government changed, in mid-2012 control over automation projects was weakened, market growth slowed down. Now the operator of the Electronic Russia project is changing, so many projects were suspended.

Most of the experts surveyed by TAdviser among system integrators admitted that in 2013 the pace of regional informatization slowed down relative to 2012.

The whole of 2012 was held under the flag of the implementation of the Information Society program. In this regard, the demand for electronic document management systems, for information systems that allow providing public services to consumers, for analytical systems that help assess the effectiveness of the work of performers has increased.

There was a need at the regional level for automation of services in the field of medicine (appointment with a doctor, electronic patient card) and in the field of education, said Vladimir Kokhan, director of business development at Digital Design (Digital Design).

Andrei Cheremnykh, president of the Asteros group, notes that in 2013, automation is most actively carried out in the provision of public services and in housing and communal services. Slightly slower dynamics at the level of regions in the healthcare industry, this is due to the fact that many projects started last year, and now they are preparing for the commissioning of industrial operation.

The emphasis in the field of education in the regions of Russia has shifted: if in the past there was a high demand for solutions for school, then this year's trend is the demand for informatization in preschool education. Today, the situation is no longer uncommon when the introduction of an electronic queue in kindergartens is personally supervised by the governor of the region, he said. The real awakening of interest in informatization can be observed in agriculture, according to Asteros. They began to take IT more seriously in construction.

And, finally, in such a significant market as automation of public financial management, there has been a redistribution. Problems of informatization

Lack of uniform standards
