RITE Russian Information Technology Export (RITE brand, Russian Information Technology Export) is a subsidiary of the National Center for Informatization (NCI), part of the Rostec state corporation. It was created in May 2017 to promote domestic IT products to foreign markets.


RITE has high-level competencies in the field of international promotion of complex IT solutions in the markets of Latin America, the Middle East, Asia, Africa. Working in cooperation with Russian export banks, the company is able to offer project financing for the implementation of its solutions. The main product areas are "Electronic Government," "Smart City," integrated security systems, business process automation systems, etc.

History

2023: Liquidation of the Company

On August 28, 2023, information appeared that the state corporation Rostec decided to liquidate the subsidiary RITE Russian Information Technology Export (brand RITE, Russian Information Technology Export). Information about this appeared in the Unified State Register of Legal Entities (Unified State Register of Legal Entities).

RITE, formed in 2017, was engaged in the promotion of Russian high-tech products in the IT sphere in foreign markets. These are, in particular, the domestic software and developments of Group-IB, Softline, New Cloud Technologies, BARS Group, NtechLab, VRTech and Etton. The main activities of RITE were the projects "Electronic Government" and "Smart City," integrated security systems and automation of business processes. The greatest demand was expected from countries in Asia, Africa, Latin America and the Middle East.

According to RBC, citing information received from Rostec, as of the end of August 2023, RITE has completed all its tasks. At the same time, the further development of the company is impractical in the current geopolitical situation and sanctions from the United States and Europe.

The state corporation emphasizes that the liquidation of RITE will not affect the business opportunities of Rostec. To sell Russian products at home and abroad, "new channels are being built," and RITE employees have been distributed to other Rostec structures. The Russian Export Center (REC), the Consortium for Foreign Economic Activity, as well as various associations and organizations are engaged in supporting IT exports to the Russian Federation.[1]

2018

Agreement with UNICOM Bangladesh to promote Russian IT solutions

RITE Russian Information Technology Export LLC (RITE, part of the National Center for Informatization of Rostec State Corporation) and UNICOM Bangladesh holding, which unites companies in the field of information and communication technologies, digital media and advertising, have signed an agreement on cooperation in the field of promoting Russian IT solutions in Bangladesh.

The agreement was signed on April 11, 2018 in the capital of Bangladesh, Dhaka. As part of the collaboration, RITE intends to conclude contracts for the implementation and maintenance of IT solutions in the areas of smart city, integrated security and e-government. For its part, Unicom will conduct analytical research on the market and presentation of services presented by RITE, as well as adapt Russian IT solutions in the Bangladesh market. The companies intend to jointly find promising projects in various areas of the Bangladesh economy.

2017

Evgeny Matveev replaces Yegor Ivanov as general director

In October 2017, RITE changed its CEO, the Rostec Group of Companies told TAdviser. Instead of the ex-mayor of Innopolis, Yegor Ivanov, this post was taken by the ex-director of the Innopolis City Development Fund, Yevgeny Matveev.

Ivanov, who led RITE for several months, managed to fulfill the task of launching a business and forming competencies, Rostec notes.

As of October 2017, the company employs more than 20 people. These people are engaged in sales and business development, marketing, financial planning and deal structuring. In addition, according to Rostec, partner networks have been created in key regions.

Under the leadership of Yegor Ivanov, about 30 agreements were signed, in particular, with Kaspersky Lab, New Cloud Technologies, IIDF, Group-IB, Positive Technologies, Softline, Rosplatforma and Postgres Professional.

As a result of personnel changes, Ivanov joined the board of directors of RITE. The council is headed by Vasily Brovko, Director-at-Large of Rostec State Corporation.

The new head of RITE, Evgeny Matveev, is known for his work in SAP CIS. Having joined the German company in 2014, he so successfully sold the SAP Business One ERP system for small businesses that he set a record for its sales growth and was nominated for the highest SAP award - the award of the company's founder Hasso Plattner. Prior to SAP, Matveev headed the Microsoft Integration Department in the Volga Federal District.

The goal of the new head of RITE is to consolidate the best IT export solutions and focus on their active sales to foreign markets, say Rostec.

Evgeny Matveev himself notes that domestic IT solutions are practically not represented in global technological markets. In the withdrawal of domestic products to foreign customers, he sees the task of RITE.

Creation of a company instead of Rusinformexport

For the first time, Yegor Ivanov presented the new RITE Russian Information Technology Export company (RITE brand, Russian Information Technology Export) in May 2017 at the TSIPR conference in Innopolis. At the same time, Ivanov was appointed CEO of RITE.

A year earlier, in May 2016, within the framework of Rostec, the Rusinformexport company was created for similar purposes - promoting Russian IT products on the international market and implementing projects for foreign government agencies. It was headed by Pavel Basin, under which Rusinformexport subsequently received a contract with the Syrian government for the supply of electronic government elements.

The investor of Rusinformexport, according to agreements with Basin, was the owner of Softline Igor Borovikov. A source in Rostec told TAdviser that subsequently the partners' views on cooperation diverged and Borovikov stopped financing. Basin sent a proposal to Rostec to finance the company's activities independently or with another investor, but the shareholder did not approve of this venture (for more details, see the link).

In December, the working contract with Basin was terminated ahead of schedule "due to non-fulfillment of the business plan and unsatisfactory work results." For him, the decision to dismiss came as a complete surprise.

After Basin, Yegor Ivanov took up the development of exports of Russian IT products. He told TAdviser that he was invited to structure and launch this project, while de jure he was never the general director of Rusinformexport.

In a conversation with TAdviser, he explained the need to create a new legal entity with the same export goals by the fact that Rusinformexport and its team fully focused on a project to create an electronic government in Syria. The presence of a Syrian project in the portfolio, in his opinion, is not the most correct for a company that is engaged in the global expansion of Russian technologies.

RITE did not answer further questions from TAdviser about the progress of the project in Syria, about the team that deals with it and the fate of Rusinformexport after the completion of the Syrian project.

Enigmatic investors

The RITE presentation at the CIPR said that the new company is 75% owned by NCI and 25% by private investors who prefer to remain unnamed. According to the database "Kontur. Focus," the founder of "RITE Russian Information Technology Export" is LLC "Valkyrie." This legal entity owns 99.9% of the company. Yegor Ivanov, who is appointed CEO of RITE Russian Information Technology Export, owns 0.1% of the company.

Ivanov explained to TAdviser that the legal affiliation of the new company To Rostec"" through the NCI as of May is still in the process of registration. The process must be completed by the end of June. Valkyrie LLC is a company through which money from private investors enters the company.

In order to start its activities as soon as possible, the legal structure of RITE Russian Information Technology Export was initially issued for private investors, since such a large corporation as Rostec has longer corporate registration procedures, Ivanov explained. But soon Valkyrie will have a 25% stake.

The names of private investors and their number in RITE Russian Information Technology Export are not disclosed. In a conversation with TAdviser, Yegor Ivanov only noted that these are individuals related to the IT industry. At the press conference, Ivanov reported that to promote Russian software and complex IT solutions in foreign markets, RITE received $2.5 million from private investors in the first round.

Softline told TAdviser that Igor Borovikov, who previously invested in Rusinformexport, is not an investor in RITE Russian Information Technology Export.

Russian solutions to foreign governments

RITE plans to offer IT products of Russian companies primarily to governments and government agencies of other countries using the resources of Rostec: the state corporation has 53 offices in the Middle East, Africa, Asia, South and Central America. Earlier, military-technical products, electronics and other Rostec products were sold through them.

Among the countries where the company expects more demand for Russian IT solutions, Yegor Ivanov named TAdviser countries of Southeast Asia, such as Vietnam, Thailand, Indonesia, Philippines, Malaysia, from African countries - Algeria, Tunisia, in Latin America - Argentina, Brazil, Chile, Peru.

He also told TAdviser that as of May, RITE has arrangements in a number of countries to implement smart city systems and implement e-government elements. He chose not to disclose specific details on the projects.

On the day of the RITE presentation, the company signed agreements with Group IB, Softline, NtechLab, VRTech, Etton, New Cloud Technologies to include their products in its catalog. With New Cloud Technologies, in particular, back in 2016, Rusinformexport signed an agreement of intent to promote MyOffice abroad.

The agreement with Softline is somewhat different from the agreements with the other five companies: it is somewhat wider, because it also involves working with it as a system integrator in those countries where it is physically present, Yegor Ivanov told TAdviser.
