Ural Instrument-Making Plant JSC is one of the leading enterprises in Russia for the manufacture and repair of the most complex gyroscopic devices and aircraft equipment used in navigation and aerobatic systems, as well as control and verification equipment, development and serial production of medical equipment. 2019: Increase in the production of Aventa-M ventilators by 2.6 times

The Ural Instrument-Making Plant (UPZ) in 2019 increased the production of artificial lung ventilation devices by 2.6 times compared to 2018. This is evidenced by the reporting of the company referred to by Interfax.

The increase in the production of ventilators occurred largely due to the Aventa-M model and the supply of equipment to the CIS countries. Moreover, Uzbekistan has become the main foreign sales market for Aventa-M.

In July 2020, the head of Rostec, Sergei Chemezov, said that the UPZ took into account all the comments of Roszdravnadzor and continued to produce Aventa-M devices, including under export contracts. This equipment was recalled after fires in two hospitals.

The report also indicates that in 2019 large contracts were executed for the supply of these devices to Uzbekistan. Revenue from the sale of products and services for medical equipment almost doubled.

UPZ is one of three manufacturers of ventilators recommended for use in medical institutions in Russia. Two more production facilities are also located in Yekaterinburg: LLC Triton-Electronics and JSC Production Association Ural Optical and Mechanical Plant.

UPZ revenue in 2019 amounted to 2.24 billion rubles, which is 29.75 million rubles more than a year earlier. Most of the turnover came from the sale of civilian products. Its share in the company's revenue reached 68.2%, which is more than 1.53 billion rubles.

In 2019, UPZ presented a number of new ventilators: a modernized Aventa-M turbine-driven ventilator, the resource of its work has been increased by almost 10 times; the Aventa-U apparatus makes it possible to carry out artificial lung ventilation for newborn children, including premature babies; The Aventa-Vita ventilator is used at ambulance and air ambulance stations.^[1]

2022

Rostec received 271 million rubles from the Ministry of Industry and Trade for the development of anesthesia and respiratory devices and systems for the treatment of neoplasms

On December 1, 2022, Rostec received 271 million rubles from the Ministry of Industry and Trade for the development of anesthesia and respiratory devices and systems for the treatment of neoplasms. Subsidies were allocated to the Ural Instrument-Making Plant (UPZ), which is part of the Russian state corporation, and the Electroavtomatika development bureau

It is reported that the UPZ will develop anesthesia-respiratory devices with an intelligent program for regulating the flow and concentration of anesthetic, analyzing the depth of anesthesia, electrocardiogram and hemodynamics. In addition, the use of xenon, which has less toxic effect on patients, will be acceptable in them. The company expects to supply the devices to medical institutions of the Ministry of Emergency Situations and the Ministry of Defense of Russia, as well as FMBA. The project implementation period is scheduled for 2027, the amount of the subsidy received is estimated at about 200 million rubles.

Rostec received 271 million rubles for the development of anesthesia and respiratory devices

The Electroautomatics Development Bureau will direct a subsidy to organize the production of HIFU devices for non-invasive diagnosis and therapy of cancer. The HIFU complex is designed to treat breast and thyroid neoplasms with high-intensity focused ultrasound. In the future, it is planned to develop replaceable ultrasonic transducers for the therapy of "hard-to-reach" organs and tissues - the pelvis, liver, prostate, and brain. It is assumed that only the Russian component base will be used in the project. The horizon for the production and sales of devices is 2024-2027, the amount of financing is 71 million rubles.

2021: Production of ultrasound scanners by the Italian Esaote

At the end of October 2021, it became known that the Italian manufacturer of ultrasound scanners Esaote had agreed with the Ural Instrument-Making Plant (UPZ; included in the KRET of the state corporation "Rostec") on the localization of the release of its products. 2020

A fine of 500 thousand rubles for the supply of poor-quality ventilators

The Ural Instrument-Making Plant (UPZ) was fined 500 thousand rubles by the Arbitration Court of the Sverdlovsk Region for supplying poor-quality Aventa-M ventilators. The meeting took place on October 20, 2020.

Earlier, the same UPZ court issued a fine of 100 thousand rubles for violations of licensing requirements in the production of medical devices.

Roszdravnadzor appealed to the court with a statement on bringing the factory-manufacturer of IVL devices "Aventa-M" to administrative responsibility under Part 2. Article 6.33 of the Administrative Code of the Russian Federation ("Sale or import into the territory of Russia of poor quality medicines or medical devices"). The reason was an unscheduled inspection of the plant, during which "violations of licensing requirements were revealed in the implementation of activities for the production and maintenance of medical equipment, as well as mandatory requirements in the field of circulation of medical devices."

IVL manufacturer Aventa-M fined 500 thousand rubles for supplying poor-quality ventilators

The KRET (which includes the CPC) assured that all comments made by Roszdravnadzor have been eliminated. Whether they will appeal the fine is not clear. The manufacturer is waiting for the full text of the court order with the reasoning part of the decision to understand how to proceed.

According to the results of the audit, Roszdravadzor did not find a connection between violations of the Aventa-M apparatus and fires in hospitals in Moscow and St. Petersburg, as a result of which several people died. The press service of KRET confirmed to Interfax that the fine is not related to the ignition of devices in hospitals.

After conducting technical tests, ventilators delivered to hospitals in Moscow and St. Petersburg were recognized as poor quality.

In addition to the fine, KRET has already spent about 250 million rubles on the transportation of all previously delivered devices back to its warehouses, 72 million rubles on lawyers and an undeclared amount on equipment checks.^[2]

On March 23, 2020, the Government  of the Russian Federation announced the allocation of 7.5 billion rubles for the purchase of artificial lung ventilation devices.
