2025: Stabilizing the Financial Situation

Rostec State Corporation prevented the bankruptcy of the Klimovsky Specialized Cartridge Plant (KSPZ) and stabilized its financial condition. The company was transferred to the management of the State Corporation Rostec in June 2024 in a state of acute crisis. Under the previous leadership, the plant was one step away from a complete stop: debts to budgets of all levels and supply organizations exceeded 500 million rubles, accounts were arrested. There were no materials for production, due to unrepaired engineering networks, there was no heating in the workshops.

For us, this is not just a salvation of the enterprise, but the restoration of a critical technological chain for the country's military-industrial complex. As of December 2025, measures are ongoing to financially improve the plant, work is underway to improve its operational efficiency. Agreements have been reached on the development of partnerships with representatives of sports organizations interested in purchasing the company's products, new potential customers have been identified, "said Alexander Nazarov, Deputy General Director of Rostec State Corporation.

The new management of the plant, in particular, fully paid off the tax arrears and achieved the removal of arrests from accounts. In addition, it was possible to agree on special conditions for restructuring debts to power engineers in the amount of over 250 million rubles. The plant has restored supplies of gunpowder, brass and lead. Critical infrastructure repairs were also carried out and technical re-equipment of production began.

In addition, the company has optimized warehouse stocks, repaired the property complex, and established a system of commodity and material supply of the plant. The KSPZ investment program is being formed to update production. These measures will reduce the cost of products, which will increase their competitiveness in relation to imported counterparts.

Transfer of 63.4% of shares to Rostec

In September 2024, the president Russia Vladimir Putin signed a decree transferring "" To Rostec as a property contribution to the shares of CJSC Klimovsky Specialized Cartridge Plant (KSPZ). The KSPZ website says that by September 2024, the plant is the leading Russian and the only enterprise in the capital region for the manufacture of cartridges and weapons of "the highest reliability and quality."

Blocking bank accounts

In August 2024, the Federal Tax Service suspended operations on the accounts of the Klimovsky Cartridge Plant (KSPZ). The tax service made decisions to suspend operations on bank accounts and sent them to banks.

By August 2024, KSPZ has a debt on enforcement proceedings in the amount of about 80 million rubles.

The blocking of KSPZ accounts became known a couple of weeks after Mikhail Kaluzhsky, the former head of the Rostec structure, was appointed to the post of general director instead of the arrested Igor Kushnikov.

Transfer of plant shares to the state

In mid-May 2024, the Zhukovsky District Court of the Kaluga Region satisfied the civil claim of the Prosecutor General's Office to seize the Klimovsky Specialized Cartridge Plant (KSPZ) from private owners in favor of the state. The court decided to recover the shares belonging to the defendants into the income of the state. The court decision entered into force immediately, that is, on May 14, 2024. As the joint press service of the courts of general jurisdiction of the Kaluga region clarified, the court recovered shares of Klimovsky Specialized Patronage Plant CJSC and 100% shares in the authorized capital of Cardioelectronics LLC.

The court agreed with the plaintiff's arguments about the facts of transactions aimed at legalizing the property of the former state defense enterprise, as a result of which his assets were transferred to the balance sheet of Klimovsky Specialized Patronage Plant CJSC and Cardioelectronics CJSC. The shares were transferred to individuals, transactions on which the court declared invalid, added the joint press service of the courts of general jurisdiction of the Kaluga region.

"Rostec" announced its readiness to take control of the enterprise if the state makes such a decision.^[1]

Russian President Vladimir Putin agreed on the nationalization of the plant

The President Russia Vladimir Putin ordered the nationalization of the Klimovsky Specialized Cartridge Plant (KSPZ) in Podolsk near Moscow. The governor Moscow region Andrei Vorobyov announced this on January 9, 2023.

Putin ordered to nationalize the Klimovsky specialized cartridge plant

Although KSPZ previously produced cartridges for small arms and its elements, the main activity of the enterprise in SPARK was called "Production of steam and hot water (thermal energy) boiler houses."

Earlier, the TFR reported that due to the improper operation of the boiler house by employees in Podolsk on January 4, 2024, there was a breakthrough of heating mains.

Vice-Governor of the Moscow Region Yevgeny Khromushin noted that the accident occurred at the boiler house of the Klimovsky Cartridge Plant, which heats "almost the entire Klimovsk."
