The JSC NPO Vysokotochnye kompleksy holding is formed in 2009 for the purpose of consolidation of scientific and technical potential of group of the profile enterprises for creation, on the basis of innovations and technology upgrade of the existing production base, perspective arms, the military and special equipment (VVST) in the field of the high-precision systems and complexes of arms of the tactical combat zone.

Is a part of Rostec State corporation.

Performance Indicators

At the end of 2014 the enterprise took the 39th place in the list of 100 world leading manufacturers of arms prepared by the Stockholm institute of researches of problems of the world (SIPRI). Sales of weapon of the enterprise in 2014 made $^[1].

Activities

For December, 2015 the main field of activity of the enterprises – development, production, upgrade, repair and implementation of arms, the military and special equipment in several directions:

• operational and tactical missile systems, zenith rocket, including portable, rocket and gun and short-range rocket and artillery systems and small range for Ground forces, the Air Force and Navy ("Iskander M", "S-1 Armour", "Igla-S");

• anti-tank missile systems and complexes of assault arms (Cornet, Chrysanthemum, Tender, etc.);

• complexes of the managed artillery arms (Krasnopol, Kitolov);

• complexes of arms of the armored equipment, fighting departments of the lightly armored equipment (Bank, Melon field, complexes of active protection Arena, Thrush);

• equipment of information support and other samples VVST.

Activity of JSC NPO Vysokotochnye kompleksy Holding is subordinated to achievement in strategic perspective of the following purposes:

• providing Armed Forces of the Russian Federation with hi-tech arms;
• increase in export volumes, including due to expansion of sales markets and the nomenclature of PVN,
• exported, the executed services on an after-sale service and works on upgrade of earlier delivered equipment;
• achievement of parity with world market leaders of precision weapons of a tactical zone on the level of new developments;
• ensuring effective functioning of the enterprises of holding.

JSC Instrument Design Bureau of A.G. Shipunov

Instrument Design Bureau - one of recognized world leaders in the field of creation of precision weapons, shooting and gun arms, sports and hunting weapon.

Created in 1927, for more than 80 years of KBP successfully copes with problems of design of the most modern, advanced weapon for the time, of the characteristics exceeding world analogs. By staff of the enterprise it is developed, mastered in serial production and more than 150 samples of arms and military equipment are handed over on arms of the Russian army.

KBP is the powerful research and production center creating the systems of the most modern precision weapons. Being a head developer during creation of difficult samples of arms, KBP coordinates work of a large number of the enterprises and organizations, including institutes of Academy of Sciences of the Russian Federation and Scientific Research Institute Ministry of Defence, creates ideology and perspectives of development of types of arms in the state scale. The technical solutions put in developments of KBP contain more than 5000 inventions.

JSC Design Office of Exact Mechanical Engineering of the Name A.E. Nudelmana

The design office of exact mechanical engineering of A.E. Nudelman traditionally is widely diversified enterprise in the field of creation of systems and complexes of weapon and military equipment and develops them for the benefit of almost all types of armed forces, including Ground forces, Navy and the Air Force.

Specializing in the field of creation of precision weapons, Kbtochmash applies the advanced achievements of science and technology in the developments and also independently develops the latest technologies, relying at the same time on highly qualified personnel of scientists and engineers and the first-class design school which cornerstone the best labor traditions put in days of the Great Patriotic War are. Original constructive solutions, high scientific and technical potential and efficiency of collective allowed to create means of arms and the military equipment which do not have analogs not only in the country, but also in the world. In walls Kbtochmash the best aviation large-caliber guns of World War II NS-37, NS-45, NS-23 were developed, the unique system of aviation guided missiles of modular construction of the class "air-a surface", known as S-25 system, and the family of surface-to-air missile missile systems of a near boundary like "Arrow-10" numbering four upgrades was created the complex of the missile managed armament of the Cobra tank and the radio-controlled anti-tank Phalanx missile system are developed and handed over on arms first-ever.

JSC Shcheglovsky val

Joint-stock society "Shcheglovsky Shaft" was created on October 10, 2001 in the city of Tula with a task to carry out works on assembly, setup and carrying out tests of a ground equipment (fighting vehicles) the surface-to-air missile air defenses rocket and gun systems of Ground forces of small range Armour-C1, artillery arms (the upgraded fighting department of BMP-2, the unified fighting department of BMD-4), for infantry fighting vehicles, airborne fighting vehicles and armored personnel carriers. JSC Central design Bureau of an apparatostroyeniye is one of leading enterprises of defense industry complex of Russia on creation of educational and training means and beam approach beacon systems precision weapons and firmly takes positions of one of the leading product suppliers of military and technical appointment in Russia and abroad.

The enterprise actively participates in development of the arms program (GPV of 2011-2020) regarding creation of modern computer simulators and beam approach beacon systems.

JSC Konstruktorskoye byuro mashinostroyeniya Scientific and Production Corporation

KBM - The design office of mechanical engineering is the only enterprise in the Russian Federation creating the mobile high-precision tactical missile systems (TMS) and the operational and tactical missile systems (OTMS). The missile systems "Point", "Tochka-U", "Oka" were handed over on arms. In 2006 it is handed over on arms of OTRK "Iskander M", intended for reserved preparation for drawing missile strikes and destruction of especially important pinpoint and vulgar targets in the operational and tactical depth of troops of the probable opponent.

JSC Safonovsky Plant Gidrometpribor

"Safonovsky Plant of Hydrometeorological Devices" open joint stock company it is founded in 1960. Resolution No. 47 of February 9, 1960 Council of the national economy of the Smolensk economic administrative region planned construction of 10 new industrial enterprises, including the plant on production of hydrometeorological instruments and fixed term of the beginning of production – the 2nd quarter 1960. The main activity – production of hydrometeorological devices, devices of control, mobile laboratories on monitoring of the environment. Since 2003 the plant is transformed to open joint stock company. JSC Safonovsky Plant Gidrometpribor is one of leading manufacturers and suppliers of the hydrometeorological equipment in Russia, the countries of the FSU and beyond.

JSC Tulatochmash releases the following main types of products:

JSC Tula Small-arms Factory

JSC Tula Small-arms Factory - already nearly three centuries of TOZ serve the Fatherland and is one of the recognized centers of military and gun technologies. Today the enterprise makes military products: high-precision anti-tank guided missiles, silent and underwater automatic machines and guns, under-barrel grenade launchers and civil: fowling pieces - double-barreled with vertical arrangement of trunks, single-barreled semi-automatic and pompovy with a set of barreled nozzles and also hunting rifles and construction guns.

The future of the plant is at the same time put. A number of the perspective products exceeding the existing domestic and foreign analogs on the fighting and utilization properties accustoms to cooperation with Instrument Design Bureau – the leading developer of military equipment of Russia –. Actively there is a development and mastering of production of new types of sports and hunting weapon and construction guns. The Volsk mechanical plant is formed in 1971 and is specialized enterprise on release and repair of fighting vehicles of anti-tank missile systems (PTRK).

JSC Saratov Modular Plant

JSC Saratov Modular Plant was created in 1930 according to the decision of the Supreme Soviet of the National Economy (SSNE) for ensuring the domestic tractor industry developing those years. Since April, 1941 the plant was transferred to Narkomat arms and began release of defense products which are a core activity of the enterprise also now. Throughout all the history the Metallist plant is the instrument-making enterprise specializing on release of gyro motors, gyro units, different fine electromechanical sensors and devices. Products of the enterprise completed products for the VIDEOCONFERENCING, with RVSN, air defense, GRAU, the VTR, to the Bolshoi Theatre of the Russian Defense Ministry, ROSKOSMOS.

JSC SKB Turbina

JSC SKB Turbina is a specialized and only developer and the producer of small-size turbine jets (SCD) and multifunction gas power units (GTA) with power up to 45 kW in the Russian Federation and the neighboring countries for objects of the armored equipment, rocket and artillery arms and other types of military equipment of land basing and also pressurization units for special engines of the industry.

JSC Tulamashzavod Joint Stock Company

The Tulamashzavod joint-stock company is known in Russia and many countries of the world as the oldest producer of arms and military equipment. The enterprise masters release of a number of shooting and gun arms of caliber of 23 and 30-mm for armored vehicles, airplanes, helicopters, air defense systems; offshore 25-and 30-mm artillery cannons 2M-3M, AK-230, AK-306, AK-630M, AK-630M-2 DUET which are a part of arms of the ships of different types and also the unique surface-to-air missile CHESTNUT rocket and artillery systems and PALMA.

Guns of production of joint stock company are installed on BMP-2, BMP-3, BMP-3K, BTR80A, BTR-90, BMD-2, BMD-3, the antiaircraft Tungus self-propelled emplacement. Many models of modern helicopters (such as Mi-28H, Ka-50 "A black shark", Ka-52 Alligator) and airplanes (MiG-27 and MiG-27K strike fighters) are equipped with 30-mm guns of JSC Tulamashzavod.

Traditional field of activity – release of art arms of the ships of different types: 30-mm AK-306, AK-630M art installations and also unique rocket and artillery CHESTNUT complex.

Small-caliber 30-mm art complexes are established on the surface ships of all classes – from patrol boats to aircraft carriers. For quarter of the century JSC Tulamashzavod releases a gamma of the high-precision anti-tank shells of series 3UBK10 managed on a laser beam.

History

2017: Sales plans of 49% of stocks of holding to the private investor

The State Corporation Rostec at the beginning of November, 2017 expressed the intention to attract the private investor in the capital of High-precision Complexes scientific and production association.

According to the industrial director Klaster of arms of State Corporation Rostec of Sergey Abramov, asset valuation is already carried out, the shareholders' agreement is studied, specific proposal for investors prepares. It is going to perform the transaction on all standards of public market and according to all requirements of the legislation.

As of November 7, 2017, the initiative of sale of 49% of stocks of defense holding was approved by the supervisory board of state corporation, however it still undergoes approval of all interested federal executive authorities, including special customers. The final decision on sales opportunity of stocks of holding will be made by the Government of the Russian Federation.

Purpose of attraction of private equity

As envisioned by Rostec, public and private partnership will provide significant investments into development of production and technology base, into creation of the advanced types of arms and civil products. Among the expected effects — expansion of technological capabilities of the company, production diversification, high-quality improvement of production and sales processes, expansion of a product row and, as result, gain of positions of holding in the markets of products of military and civil appointment.

Who will be able to become an investor

Only 100% the Russian residents "transparent" in terms of ownership and the capitals having successful experience and competences in the field of defense industry and civil production will be able to apply for a share in the company. The controlling stake (not less than 51%) will remain in the property of Rostec. In general the corporation considers several options of strategic partnership.

Choice of the partner

The choice of the investor will take place based on closed competition during which assets of applicants, their activity, origin, experience of management and reliability and also quality and scale of the offered investment program will be checked.

The development strategy of corporation is aimed at increase in efficiency of our defense enterprises. Tasks which we set for them — mastering of technologies, diversification of production and entry into the civil markets in the shortest possible time. Mechanisms of public and private partnership already proved the advantages. At the same time, the choice of the private partner for "High-precision complexes" is a difficult and responsible procedure. It is about a strategic asset which forces create the most difficult systems of arms and the defense capability of the state is provided — the CEO of State Corporation Rostec Sergey Chemezov emphasized.

Obligations of the partner

With the winner of competition the shareholders' agreement which is accurately fixing owner liabilities will be signed. Among them — upgrade of production capacities, unconditional accomplishment of the state defense order and significant increase in a share of civil products. Among perspective activities development and start of production of the automobiles specialized under products of "High-precision complexes" are designated.
