Owners
As of June 2019, RT-Invest Transport Systems is owned by RT-Invest (50%), son of Arkady Rotenberg Igor Rotenberg (23.5%), Andrei Shipelov (19%) and Anton Zamkov (7.5%). At this time, the company spends 84.2 billion rubles on the repair of roads and bridges, including the maintenance of the Plato system. And annual fees from freight carriers lag by about 20 billion. History
2023: Igor Rotenberg's exit from capital
On December 15, 2023, it became known that the businessman Igor Rotenberg had completely sold his stake in the company, the operator of the IT system for paying for heavy trucks on federal highways. " Platon The amount of the transaction as of the specified date has not been disclosed.
Previously, Rotenberg was the owner of a 50 percent stake in RT-Invest Transport Systems (RTITS), which manages the Platon platform. Since then, the businessman has gradually reduced his stake, bringing it to 23.5% of the shares by the end of 2023. According to RBC, it was this asset that became the subject of the transaction. The buyer is another shareholder of the operator company - Anton Zamkov, who also holds the post of CEO of RTITS.
It is noted that the transaction is carried out as part of "the implementation of the plan to withdraw [Rotenberg] from the asset." According to the results of the transaction, 31% of RTITS shares belong to Zamkov, another 19% - to Andrei Shipelov. The remaining 50% is owned by the Russian investment company RT-Invest, created with the participation of the state corporation Rostec.
RTITS, as noted on the website of the company itself, is developing software for the Platon system, which "allows you to ensure both its technical and technological independence and the absence of risks." The platform uses exclusively domestic software. According to Rosavtodor, as of July 2023, more than 1.79 million vehicles weighing over 12 tons were registered in the Platon system. During the operation of the platform since 2015, the Federal Road Fund received more than 238 billion rubles (by mid-2023), including fines from cargo carriers that violate the established requirements. The funds are directed to major repairs of public highways of federal significance. From February 1, 2024, as part of the annual indexation, the size of the fee in the Platon system is predicted at 2.99 rubles per kilometer of mileage, which is 15 kopecks more than the previous value.[1]
2019: Plato system to be implemented in India
In 2019, a Russian road toll system similar to the Platon system will be introduced in India. This is reported by the Platon operator, RT-Invest Transport Systems (RTITS) on its website. RTITS will implement the system in India - the company has already signed a corresponding contract with the National Highway Agency of India (NHAI)[2].
RTITS won the right to conclude a contract by winning an open competition. In addition to the Russian operator, Slovak Skytoll, Indian Efkon India Pvt. Ltd. and Hungarian National Toll Payment Services PLC participated in the tender. RTITS notes that this is the first case of a large non-resource export of Russian technologies in the field of transport telematics.
So far, the analogue of "Plato" will work only on the transport corridor "New Delhi - Mumbai" with a length of 1419 km. Onboard devices designed to support GLONASS will be installed on Indian cars. According to Ashisha Sharma, a board member of NHAI, if the technology proves its effectiveness in dealing with the current problems existing on Indian highways, it can be deployed to the whole country afterwards.
According to the general director of RTITS Anton Zamkov, in addition to the introduction of the actual charging system, within the framework of the project in India, the weight and size control system developed by RTITS and a number of other services will also be tested. According to Zamkov, RTITS is considering participating in several more competitions, since the company sees high export potential in its developments.
2018
Operator "Plato" without alternative received a project for surveillance of international motor transport
The operator of the system for monitoring transit road transportation through the territory within Russia Eurasian Economic Union EEU () will be RT-invest transport systems (RTITS), known as the Platon operator, a system for collecting fees from trucks for damage caused by them to the federal highways of our country. This is stated in the order of Governments of Russia September 8, 2018 No. 1890-r, which was signed by Prime Minister Dmitry Medvedev[3]
Tracking of transit goods in real time will be carried out using the so-called navigation seals applied to the cargo compartments of vehicles. These seals are essentially on-board computers with a wide range of different functions. Seals, in turn, will operate on the basis of the technology of the global navigation satellite system. GLONASS If the integrity of the seal is violated, information about this will instantly go to the system.
Until November 1, 2018, the monitoring project will be carried out in pilot mode. During this period, RTITS will act as the system operator free of charge. The participation of drivers in the experiment will also take place on a voluntary and free basis - they will be given fillings for free.
Ensuring the experiment was entrusted to the Federal Customs Service of Russia (FCS), which, according to the results of the pilot, by November 30, 2018, will need to assess its results and report them to the Russian Government.
Due to the Platon system, 10 bridges will be built in the next 2 years
According to RT-Invest Transport Systems, 10 bridges will be reconstructed at the expense of the state system Platon in the next two years. Among them are such important road objects as bridges over the Volga in Dubna near Moscow, over the Terek in the Chechen Republic and over the Katun in the Altai Republic, as well as overpasses in Udmurtia, Oryol and Samara regions.

In addition, more than 1,700 kilometers of roads have already been repaired: the most broken highways in 40 cities and regions, as well as problem areas on 10 federal highways. Under this program, traffic on 20 overpasses has already been opened. The bridge over Cheptsa in Glazov is the twenty-first crossing built or repaired at the expense of the Platon state system.
In total, the Russian government allocated more than 12 billion rubles at the expense of Platon for the repair and construction of 31 bridges in 2016. In the next two years, financing from Plato will amount to 3.2 billion rubles.
Thus, Dubna 500 million rubles were allocated for the construction of a bridge across the Volga River in a city in the Moscow Region. Another 930 million rubles - for the construction of the Frunze bridge in, To Samara 625 million rubles - for the construction of a bridge across the Katun River (Gorny Altai). 380 million rubles were allocated for the construction of a bridge across the Cheptsa River in Udmurtia Grozny , more than 330 million rubles for the reconstruction of a bridge across the Terek River on the Ishcherskaya highway. It is also planned to build and reconstruct bridges across the Cheptsa rivers (two overpasses in Udmurtia in the Balezinsky and Kez districts), Sosna (the city of Livny, Oryol region), Zusha (Mtsensk), Oka (Oryol region), and the river (Samara Samara region).
Also in 2018, funds from the Platon system will be used to co-finance the repair of the federal highway R-243 Kostroma - Sharya - Kirov - Perm. The Ministry of Transport of Russia and Rosavtodor made such a decision on the basis of the choice of cargo carriers themselves within the framework of the ONF project "Map of Killed Roads."
2015: RT-Invest Transport Systems acquired DataPro Tver data center
On March 18, 2015, it became known that RT-Invest Transport Systems had acquired DPC "DataPro Tver" more than 12 tons of DataPro to create the Center for Management and Monitoring of the Car Toll Collection System[4]
The operator of the toll collection system RT-Invest Transport Systems LLC signed a contract with DataPro for the purchase of a data processing center (DPC), which is necessary to create a Control and Monitoring Center (CCM) for the collection of payments from heavy vehicles on federal highways of the Russian Federation.
Data Center DataPro Tver, 2014
Under the terms of the concession agreement with the state customer, the Federal Road Agency for the functioning of the system of charging vehicle owners for compensation for damage caused to public roads of federal significance, RT-Invest Transport Systems is obliged to ensure the operation of CCM, infrastructure and equipment of the main data processing center located in the same building.
RT-Invest Transport Systems LLC conducted a full audit of all subsystems of the center with the involvement of specialists with Uptime Institute certificates and the corresponding experience in creating world-class fault-tolerant data centers.
DataPro Tver data center meets all the requirements of the concession agreement.
The control and monitoring center is located in Tver. The total area is 2650 m2. The total capacity of the data center is 4.5 MW. The room consists of four machine rooms of 170 mm2 each, which allows you to accommodate up to 400 server racks, both with standard power consumption (about 5 kW) and high-load (up to 20 kW per rack). The total area of the raised floor is 1 thousand m2.
The center should operate around the clock and year-round.
"We are creating a federal system with powerful infrastructure across the country. There have not been such systems of this scale in the world yet. The control and monitoring center is the main element of the system that will allow managing the entire structure anywhere in Russia, "said Alexander Sovetov, General Director of RT-Invest Transport Systems LLC.

2014
Concession agreements with Rosavtodor
On September 29, 2014, a concession agreement was signed between the Federal Road Agency (Rosavtodor) and RT-Invest Transport Systems LLC. The agreement provides for the creation of an automated system for compensation for damage caused to federal roads by freight vehicles weighing more than 12 tons (in accordance with the order of the Government of the Russian Federation of August 29, 2014 N 1662-r).
The toll collection system (SVP) covers 50,774 km of federal highways. The life cycle contract between Rosavtodor and RT-Invest Transport Systems LLC was concluded for a period of 13 years from the date of signing the Concession Agreement (29.09.2014).
During this period, the concessionaire will fully ensure the operation of the system: automated collection, processing, storage and transmission of data on the movement of heavy vehicles in real time.
Charging System Operator Tasks
- Provision of charging in multi-band non-stop mode;
- Creation of frame structures with suspended equipment above the federal highway bed (481 units) - stationary control system;
- Fleet management of 100 vehicles with special equipment - mobile control system;
- Organization of Information Support Centers for users: 103 regional and 35 at border points of the Russian Federation;
- Provision of the onboard device to vehicle owners free of charge and maintenance of users of the toll collection system who issued a route map for travel along federal highways;
- Creation and operation of the Control and Monitoring Center and the Data Processing Center;
- Transfer of information on payment violations to the Traffic Police Department of the Ministry of Internal Affairs of the regions of Russia;
- Organization of customer information and service support using the Internet site, mobile application and Call Center in 24/7/365 format in Russian and English.
