2026: AFK Sistema bought the Kuibyshev intercollegiate campus for the development of UAVs and robots
AFK Sistema Corporation, through its subsidiary Reference Concessions, acquired the Kuibyshev intercollegiate campus in Samara for the development and testing of UAVs and robotic complexes. Information about the transaction on the purchase of 100% shares of the ProCampus No. 1 project company from a subsidiary of ВЭБ.РФ was officially confirmed by the Ministry of Science and Higher Education of the Samara Region on January 13, 2026.
The details of the updated concept of the campus were publicly presented by the Governor of the Samara Region Vyacheslav Fedorishchev during the summing up of the socio-economic development of the region for 2025. The main specialization of the new campus will be the development and testing of unmanned aerial vehicles (UAVs) and robotic complexes, identified as a key competence for training personnel and conducting research work.
Construction the facility, which will be conducted in four stages, is scheduled to be fully completed by 2030. The first stage, including the construction of a residential cluster for 3.5 thousand places for students and teachers, should receive state expert opinions in the second half of 2026. At subsequent stages, an educational and laboratory building, a technopark with a total area of 35 thousand square meters. m, a sports complex and a specialized testing ground for civilian unmanned systems.
As the Acting Minister of Science and Higher Education of the Samara Region Mark Shleenkov noted, the creation of the campus is aimed at creating a modern educational and research environment. The project is designed to provide the region with highly qualified specialists in the field of advanced technologies, to promote investment and strengthen technological sovereignty.
Financing of the project, the total cost of the investment stage of which is estimated at 42 billion rubles, is carried out according to the model of public-private partnership. Funds are raised from extrabudgetary sources, a federal grant and the regional budget.
This campus became the fourth such asset in the portfolio of Reference Concessions after projects in Arkhangelsk, Tyumen and Perm. Its creation is being implemented within the framework of the national project "Youth and Children" and the state program to form a network of 25 modern university campuses in Russia by 2030.[1]
