History

2024: Hacker Attack

The Zosda certification center, operating in 60 regions of Russia, has suspended the issuance of electronic signatures due to a large-scale cyber attack. The attack was aimed at the center's Internet resources, as a result of which the company's sites were unavailable. The certification center announced this in September 2024 on its official pages on social networks. The incident led to a temporary suspension of the process of issuing certificates of electronic signature keys, which affected many users, including legal entities and individual entrepreneurs.

It clarifies that the Kommersant cyber attack occurred on the night of September 11, 2024. As a result of the attack, messages appeared on the website of the certification center with the text "Your certificates are in good hands," which indicated hackers' plans to sell user data.

The press service of the CA "Zosda" told TAdviser that the infrastructure directly involved in the creation of certificates of electronic signature verification keys was not affected. The previously issued certificates of Analytical Center JSC continued to operate, and the lists of revoked certificates were available at backup addresses. 

Due to the fact that Analytical Center JSC does not store electronic signature keys (closed electronic signature keys), the attack on the information resources of Analytical Center JSC could not affect them and compromise the electronic signatures of users who received verification key certificates from Analytical Center JSC, the company emphasized.

The commercial director of the center, Alexei Senchenkov, stressed that only external resources were attacked, and the software and hardware complex that ensures the operation of electronic signatures remained protected.

According to the center's specialists, the attack was carried out from servers located in the United States, the Netherlands and Estonia. To investigate the incident and restore the system, the National Coordination Center for Computer Incidents (NCCCI), subordinate to the FSB of Russia, was involved.

The Foundation Certification Center plays an important role in the system of issuing qualified electronic signatures (KEP), which are used for document management, participation in tenders and interaction with tax authorities. CEPs ensure the legal significance of documents in electronic form and are widely used in business and government agencies. To obtain an electronic signature through the "Basis," applicants provide such data as passport, SNILS, TIN and documents confirming the registration of a legal entity.^[1]

By the beginning of November 2024, the consequences of the attack were eliminated, Analytical Center JSC is operating as usual, the company added.

2023

Getting Started Abroad

At the end of July 2023, Rostec and Rossotrudnichestvo signed an agreement that launched a project to issue electronic signatures to Russian citizens abroad. The service will enable compatriots to use the most important public services from anywhere in the world, the press service of the state corporation said.

Electronic signatures will be issued at the offices of the Foundation Certification Center (Analytical Center JSC). Offices will open in Rossotrudnichestvo offices abroad. The first country where the project will begin its work will be Belarus, then in all countries where there are representative offices of Rossotrudnichestvo.

Now Russian citizens will be able to receive electronic signature keys from Rossotrudnichestvo offices and fully use the services of the Public services platform, submit declarations to the Federal Tax Service, apply for tax deductions and much more, "said Alexander Nazarov, deputy general director of Rostec.

According to the statement of the state corporation, as of April 2023, the Zosod CT reached the fastest growth rates of the client base, overtaking all commercial CTs in the country. By the end of July 2023, almost 3 million electronic signature keys were issued to legal entities and individuals through the Rostec certification center, about 300 divisions were registered and 250 previously open branches of the certification center were licensed.

TC "Zodnya" performs the functions of a certification center to provide qualified certificates with keys for verification of electronic signatures (KSKPEP) of individuals, as well as legal entities and individual entrepreneurs.^[2]

2021: Certification Center "Foundation" became a trustee of the TC of the Federal Tax Service of Russia

in Federal Tax Service of the Russian Federation August 2021, approved the Zodnya certification center as a trustee authorized to issue qualified electronic signatures for managers of companies, individual entrepreneurs and notaries, in accordance with Order FTS Russia No. ED-7-24/717 @.

From July 1, 2021, there are increased requirements for accreditation of certification centers. From this date, they continued to issue qualified electronic signatures (CEPs) to individuals only those certification centers (CAs) that have confirmed their good faith and financial stability.

From January 1, 2022, the rules for issuing CEPs to heads of legal entities, individual entrepreneurs and notaries will change. This category of clients will receive CEP only at the certification center of the Federal Tax Service (UC FTS) or from its trustee.

2 companies received the status of a trustee of the Federal Tax Service of the Federal Tax Service: Sberbank of Russia PJSC and an organization specializing in the topic of electronic signature - Analytical Center JSC (Osod CA).

CTC "Zozod" received the status of a trustee due to the passage of accreditation for increased requirements, as well as the implementation of additional instructions of the Federal Tax Service, collected in the Decree of the Government of the Russian Federation of 02.12.2020 No. 1987.

2020: Obtaining the status of a trusted certification center

On December 29, 2020, Rostec informed TAdviser that RT-Design Technologies of Rostec State Corporation, Seldon Group of Companies and Analytical Center JSC are creating a certification center for issuing electronic signatures. The structure has already been accredited by the Ministry of Telecom and Mass Communications in accordance with the latest requirements, and Analytical Center JSC has received the status of a trusted certification center of the Federal Tax Service of Russia.
