2023: Growth in chip production 2.6 times to 7.5 million units

For incomplete 2023 - from the beginning of January to December 19 - Micron produced about 7.5 million chips for documents and bank cards, which is 2.6 times more than a year earlier. A little more than half of the volume of chips produced (about 4 million pieces) fell on chips of foreign passports.

As a representative of Micron told Kommersant, the plant will be able to significantly increase production due to the transition to domestic materials and lean production. According to a source close to Micron, the company was helped by the redistribution of existing capacities, but in 2024 the company intends to generally increase capacity by 50-70% due to new lines. The sanctions brought down the release of a critical chip for compulsory medical insurance policies. How Micron rebuilt production

The court materials on the claim of NTC Atlas against Micron, published in the Electronic Justice system, provide details of the suspension in 2022 of the production of a unique MIK51AB72R chip, which is a key element of the plastic compulsory health insurance policy (compulsory medical insurance) and is issued only on Micron. In particular, the ruling of the Ninth Arbitration Court of Appeal, issued in February 2024, states that the contract with NTC Atlas for the supply of microcircuits was concluded in November 2021, but in connection with the foreign sanctions imposed on Micron, the contract was only partially implemented - 1.2 million microcircuits were delivered to the customer.

Plastic compulsory medical insurance policy

The MIK51AB72R chip, due to which a legal dispute arose, is produced using CMOS technology (Complementary structure Metal - Oxide - Semiconductor) with minimum topological norms of 180 nm with four layers of aluminum metallization. The manufacturing process involves forming a multilayer structure of a semiconductor crystal on a silicon substrate using process equipment for photolithography, ion doping, plasma chemical and liquid etching, etc. As a result, a single-chip computer is created with a memory block of programs 160 KB and data 72 KB, as well as having a contact interface for a reader according to the ISO7816 standard.

Micron purchased 2 thousand plates under the contract, which were supposed to be enough for the production of 3.4 million microcircuits, however, in connection with the sanctions imposed in February, DNP Photomask Europe S.p.A. stopped supplying photographic templates. In addition, Cubit Semiconductor Limited, which was supposed to supply spare parts for the Varian VIISta 810Heg ion doping installation, terminated the paid contract unilaterally. Moreover, there was an alternative supplier - Corevision Limited, however, he also terminated the contract unilaterally. Prepayments for both contracts were never recovered. As a result, a new contract was signed with a Russian supplier.

The company had to look for an alternative supplier of photoresist JSR Micro and metalless developer AWF 56-933-11 due to the refusal to supply them with the Russian company TD Himmed. Micron also had to replace suppliers for such reagents as hydrochloric, hydrofluoric and sulfuric acids, as well as hydrogen peroxide due to the refusal of Elint SP, ChTUP IlPa TECH and TD Himmed.

After refusing to supply the metal-free developer AWF 56-933-11 by TD Himmed, Micron carried out production on the basis of reserves formed from December 2021 to February 2022, and at the time of the trial was carrying out work on the certification of the analogue. At the same time, in the Russian Federation "there are no production facilities that provide the necessary degree of acid purification," said the decision of the Ninth Arbitration Court of Appeal.

As a result of the restructuring of technological chains, production was restored, but the cost of each microcircuit increased from 75 to 110 rubles apiece. This is the "lowest possible cost of profitability." The customer represented by NTC Atlas did not confirm the production of another 1 million crystals at the new price and in January 2023 demanded to return the prepayment. The manufacturer returned more than 126 million rubles, but this did not suit NTC Atlas and a lawsuit was filed to recover a fine and penalties for delaying the implementation of the contract, as well as additional losses. The court confirmed, and the appellate instance upheld the payment of only a penalty of 16 million rubles.

At the same time, from September 2022, the issuance of compulsory medical insurance plastic policies was suspended[3]. The parties involved in their release did not voice the reason for this decision. But since January 2023, the compulsory medical insurance policy has become completely digital, and no longer requires hardware media in the form of a microcircuit - it can be shown on the phone screen, and when writing to a doctor, all data is transmitted through the State Public services portal.

Attempt to get a delay for the supply of chips after claims against the plant

On May 23, 2023, it became known that the Ministry of Industry and Trade is seeking a delay in the execution of contracts for the Mikron plant in Zelenograd. The company cannot cope with the volume of orders of chips for bank and SIM-cards.

Micron has already received at least two major lawsuits over delayed chip shipments. In March 2023, Oren Kart filed a lawsuit for 268 million rubles. Plans to double chip production, this requires 10 billion rubles

On April 22, 2022, it became known about the investment project prepared by Micron to expand the plant's capacity. The company is going to double (to 6 thousand per month) the production of silicon wafers for chips on 180-90 nm topologies and estimated the implementation of this initiative at 10 billion rubles until 2025. The company expects to receive funds within the framework of the currently being developed national project for the development of electronics until 2030.

According to Kommersant, Micron sent this investment project for consideration to the Ministry of Industry and Trade. The company plans to purchase equipment for new lines (etching, deposition and photolithographs) in the secondary market, an informed source told the publication.

Inside the Micron plant

From 2021, it will restart production on the basis of the bankrupt Angstrom-T. The company is actively preparing for launch by April 2022. The preliminary concept of the new national project for the development of Russian electronics says that the power of NM-Tech will be 3 thousand plates per month. The Ministry of Digital Development told Kommersant that the need to expand capacities is understandable: demand is provided by reorienting consumers to Russian solutions in the segments of labeling, identification, chip cards and other products.[8]

US sanctions

At the end of March 2022, the US Treasury Department announced the imposition of sanctions against the Russian technology sector. NIIME and Micron and ISBC become technological partners

The MIK51SC72D chip, manufactured on Micron according to the 180 nm topology, implements cryptographic algorithms for checking the electronic signature of GOST R34.10-2001 and R34.10-2012 at the hardware level. It supports fingerprint biometric authentication, has a built-in Java machine and the ability to use a smart card as both a payment and e-wallet (EMV certified).

Microcontroller MIK51SC72D is the first chip for generating, verifying and storing an electronic signature, the development and production of which was carried out by a Russian company in Russia, which, according to ISBC, guarantees the absence of any deliberately introduced malicious "bookmarks" on the chip. Previously, hardware implementation of cryptographic algorithms was used only in foreign-made microcircuits.

Yevtushenkov asked Putin to support the Micron plant

Starting the production of chips 65 nanometers

OJSC NIIME and Micron will launch in April 2014 the production of microcircuits 65 nanometers (nm), in which about 3 billion rubles were invested. Micron buys from Rusnano a stake in Citronics-Nano

Chips produced on this line are intended for use in navigation systems/ GLONASS, in GPS biometric passports, bank and social cards, - SIM cards, - RFID labels. The company acquired technology licenses from ST Microelectronics.

The shares in the Citronics-Nano joint venture were distributed between Sitronics and Rusnano at 49.75% each. Another 0.5% belongs to Zelenograd CJSC Amex.

With a project cost of 16.5 billion rubles. 12.97 billion were contributed to the authorized capital of the company, and half of the amount was contributed by Sitronics equipment, and Rusnano contributed the other half with money. The size of the debt is not specified. According to Micron's documents, as of the end of the second quarter of 2010, the company's debt to Sitronics for loans provided and interest on them amounted to about 8.4 billion rubles. That is, only the partial offset of Micron's debts to Sitronics will take the entire amount that the latter would have to pay for additional shares. Therefore, the additional issue of Micron for Sitronics will be virtually free.

Minority shareholders may be dissenting, because, as Lanina said, representatives of Sitronics and the state voted for an additional issue. If all minority shareholders refuse to pay, then after the issue of additional shares, the shares in Micron will be distributed as follows: Sitronics - 80.7%, the state ― 10.3%, minority shareholders ― 9.0%.

China supply growth plans

In 1978, a universal fast microprocessor set of the 1802 series was developed, designed for defense equipment, in particular for air defense systems.

1967: Micron Plant Launch

On February 1, 1967, by order of the Minister of Electronic Industry of the USSR, a factory for the production of Micron integrated circuits was organized at NIIME.

For the first time in the country, the following were developed and created:

  • planar technology of arsenide-gallium microcircuits;
  • IS plastic housing and press composition;
  • IE emitter-coupled logic (ESL) crystals;
  • digital (transistor-transistor logic) and analog mass-use ICs.

By 1970, more than 3.5 million microcircuits were manufactured and supplied to various industries.
