2024: New founders - Yandex, Kaspersky Lab and Etalon

At the end of March 2024, Yandex (through its subsidiary Alice Lab), Kaspersky Lab and the Etalon construction group became the new founders of the Smart Apartment home autonomous non-profit organization (ANO) to promote the development of digitalization of apartment buildings. This is evidenced by the data of the service "Kontur. Focus."

ANO "Smart MKD" was created for the joint work of developers, telecommunications companies, software product developers, device manufacturers and research centers on digitalization projects of apartment buildings. Earlier in 2024, members of the organization developed a roadmap in this area.

This document envisages the introduction of smart homes standards, the definition of a list of basic devices for them and import substitution on the Internet of Things, as well as measures to ensure cybersecurity of the smart homes infrastructure.

By July 2024, ANO Smart MKD plans to prepare proposals for the Ministry of Digital Development, the FSB and the FSTEC to form requirements for "ensuring information security on the housing stock."

As Nikita Utkin, General Director of the Smart MKD ANO, explained to Kommersant, cybersecurity issues will be raised "within the framework of the activities of editorial groups based on the ANO, whose participants are developing standards."

In January 2024, Deputy Minister of Digital Development of the Russian Federation Andrei Zarenin said that the Ministry of Digital Development, the Ministry of Construction and the Ministry of Industry and Trade plan to develop and approve a set of national standards for the introduction of digital services and services in apartment buildings, primarily in new buildings. Two fundamental GOSTs with terms and definitions were approved at the end of 2023. In 2024, work began on the development of five new GOSTs that relate to a smart apartment home, in particular, architecture, services and works on the maintenance and management of the building, general provisions on a digital platform and operation.

2022: Creating an organization

On July 14, 2022, the Ministry of Digital Development announced that, together with the Ministry of Industry and Trade and the Ministry of Construction, it supported the creation of the Smart Apartment home Autonomous Non-Profit Organization for Promoting the Development of Digitalization of Apartment Buildings. This organization will include the Big Four operators, developers, research centers and representatives of companies involved in the formation of the digital standard for residential high-rise buildings.

Immediately after the kick-off meeting of the working group at the beginning of the year, it became clear that the implementation project of this scale would require a lot of resources and tight interaction between business and federal authorities. We chose a mechanism for interaction with business by creating the Smart Apartment home ANO, which united all key domestic manufacturers smart home of devices and systems for developers, as well as operators. communications For July 2022, it is necessary to approve the Concept of Digitalization of Apartment Buildings, move on to the development of a promising plan for standardization and implementation of the roadmap. It is at this stage that interaction between the ANO state will require maximum resources. The result of this stage is a list of codes of practice and standards that will need to be changed in the near future. The changes will allow us to make apartment buildings more comfortable and safe for residents, and will also help stimulate demand for domestic solutions, including hardware and software systems, "said Deputy Head of the Ministry of Digital Development, Russia Andrey Zarenin who heads the working group from the ministry.

Among the priority tasks of the ANO "Smart Apartment home" is the approval of the Concept of Digitalization of Apartment Buildings, which contains key principles for the use of IT solutions at different stages of construction.

"The use of unified solutions of domestic manufacturers with a high level of information security in the construction of houses will create a comfortable and safe environment for the life of citizens. Such devices cannot be remotely disconnected by the manufacturer, their support by foreign organizations cannot be stopped. Moreover, the leakage of data from process participants - citizens, resource-supplying companies and emergency services to third parties becomes minimal. It is considered appropriate, first of all, to give priority to those manufacturers who are included in the Unified Register of Russian Radio-Electronic Products, "said Deputy Minister of Industry and Trade Vasily Shpak, who heads the Working Group from the Ministry of Industry and Trade of Russia.

Participants of the ANO "Smart Apartment home" will have to discuss initiatives to change the legislative framework and develop new standards in accordance with the expectations of residents.

Modernity presents us with challenges and challenges related to all stages of the life cycle of smart apartment homes. Integration with any engineering and information systems, support for various protocols, interaction with third-party applications and platforms - all these capabilities must be provided at different stages from project to operation, as well as at different classes of objects. This work will require the development of new ones, as well as the updating of existing codes and standards. In addition, we expect that the ANO created will become an industry think tank that provides the proper level of expertise and analytics in the subject area, "said Konstantin Mikhailik, Deputy Minister of Construction and Housing and Communal Services, who heads the Working Group from the Russian Ministry of Construction.

The key beneficiary of housing digitalization is citizens. Therefore, our main task is to increase comfort, resource efficiency, engineering and physical safety of houses. To do this, it is necessary to consolidate the efforts of players in various industries, related technological markets and the state to form a sustainable and effective Smart Homes market in Russia and related solutions, as well as synchronize expert positions, identify and scale best practices.
