About management

Management "K" is a part of the Bureau of Special Technical Events (BSTE) MINISTRY OF INTERNAL AFFAIRS Russia and includes regional departments. The main activities of management is:

  • Fight against crimes in the field of computer information: identification and suppression of the facts of illegal access to computer information; fight against production, distribution and use of malware for a computer; counteraction to fraudulent activity using opportunities of electronic payment systems; fight against distribution on the Internet of a pornography with participation of minors.

  • Suppression of illegal acts in information telecommunication networks, including the Internet: identification and control of offenses, the resources of networks of cellular and wire communication connected with illegal use; counteraction to the fraudulent activity made using information and telecommunications networks; counteraction and suppression of attempts of illegal access to commercial channels of satellite and cable television.

  • Fight against illicit trafficking in radio-electronic and special technical means.

  • Identification and suppression of the facts of violation of copyright and related rights in the field of IT.

  • Fight against the international crimes in the field of IT:

  • The international cooperation in fight against the crimes committed using IT. BSTM Ministry of Internal Affairs of the Russian Federation actively interacts with law enforcement agencies of the foreign states as on a bilateral, and multilateral basis (the UN, "eight", the CIS, SE, the EU, SCO, the Pacific Rim, etc.).

History

2013: The head of department "To" the Ministry of Internal Affairs was caught on a bribe

At the end of July, 2013 the investigation department of Investigative Committee of Stavropol Krai announced criminal proceedings concerning the chief of local department "To"BSTM Ministry of Internal Affairs - the police lieutenant colonel. He is suspected of commission of the crime provided by the Paragraph "and" of Part 5 of Article 290 of the Criminal Code of the Russian Federation (taking of a bribe by a group of persons).

As the investigation found, the suspect developed and implemented the plan of obtaining the monetary reward from entrepreneurs of Stavropol Krai in exchange for the general protection of their illegal actions.

Within this plan, in particular, his subordinate - the senior operative - jointly with the acquaintance extorted a bribe from the director of Professiya training center in which revealed use of the pirated software. For the amount of 100 thousand rubles the staff of department "To" across Stavropol Krai promised not to bring the director of this organization to the administrative responsibility and to perform it "further protection".

The director of training center paid the staff of department "To" a half of the required amount then he contacted police. When receiving the second part of the amount in the amount of 50 thousand rubles of malefactors caught red-handed.

According to the petition of the investigation the court chose to the head of department "To" bureau of special technical events of the Ministry of Internal Affairs of Russia in Stavropol Krai a measure of restraint in the form of detention.

Also the issue of consolidation of this criminal case with earlier initiated proceedings concerning the subordinate of this chief and his acquaintance to whom commission of crime according to the items "and", "b" of Part 5 of Article 290 of the Criminal Code of the Russian Federation is imputed is resolved (taking of a bribe by a group of persons by racketing).
