2025: Establishment of the Centre

In May 2025, it became known about the creation in Russia of the Center for the Development of Artificial Intelligence (IDR) on the basis of the Analytical Center under the Government. The new structure will serve as a specialized project office and coordinate the interaction of federal, regional authorities and business in the field of using artificial intelligence. The Ministry of Digital Development, Communications and Mass Media published the corresponding draft resolution on the portal regulation.gov.ru.

According to Kommersant, the tasks of the center include building operational cross-cutting coordination between state bodies, regions and business. He will also deal with expert and analytical support for the priority tasks of the government in the direction of artificial intelligence, the development of methods and standards, according to information from the secretariat of the Deputy Prime Minister and Head of the Government Apparatus Dmitry Grigorenko.

The Ministry of Digital Development, which will coordinate the work of the IDR, said that the center will provide expert and advisory support to the public sector in the implementation of artificial intelligence in public administration and the economy. In addition, according to the explanatory note to the project, the Central Intelligence Service is entrusted with the tasks of transferring the scientific and technological reserve in the field of artificial intelligence and providing state support to this sector.

The creation of a structural unit on the basis of the Analytical Center is actually an attempt by the government to establish uniform rules in the field of the introduction of artificial intelligence for federal ministries and regions. The use of technology at both the federal and regional levels is characterized by significant differences, as well as the introduction of digital technologies in general.[1]
