Launch of 400 ha flying drone testing centre

On July 20, 2022, it became known about the creation in Moscow of the City Aeromobility Control Center (TSUGAM), which will become the operator of the zone for testing unmanned aircraft systems. This is a project of the Moscow Innovation Cluster (MIC) and the Skolkovo Foundation.

The center will be engaged in the selection of participants, admission of pilots and aircraft, ensuring safety, as well as monitoring the technical condition of the equipment and personnel qualification. The testing zone with an area of 400 hectares is located in the center of Skolkovo. Flights of unmanned aircraft will be possible at an altitude of up to 100 meters.

Flying drone testing center launched in Moscow

To offer your products and solutions for testing in the unmanned zone "Skolkovo" or become a company - a participant in the project, you need to apply on the digital platform of the Moscow innovation cluster i.moscow.

As the chairman of the board of the Skolkovo Foundation Igor Drozdov noted, the project is being implemented within the framework of the concept of integrating unmanned vessels into a single airspace of the Russian Federation, prepared by the Ministry of Transport. The document indicates a number of technological and regulatory barriers that impede the development of the service market using unmanned aerial vehicles. Experimental zones should help them overcome, he said.

The new center will take over all functions to ensure flights on the territory of the Skolkovo innovation center, including in terms of interaction with aviation security authorities, said Alexei Fursin, head of the Moscow Department of Entrepreneurship and Innovative Development.

Launch of the test zone for unmanned aircraft systems

The Moscow innovation cluster, with the participation of the Moscow Government and the Skolkovo Foundation, announced the creation of a platform for creating a testing zone for unmanned aircraft systems (ALS), where Moscow developers will be able to test their solutions and scale business in the priority area for the capital in the field of aviation technology. This was announced on May 25, 2022 by the Moscow Innovation Agency.

Participants project will have the opportunity to test their unmanned air systems in an urban environment. The project to create unmanned zones is designed to promote integration ALS into Moscow airspace. As of May 2022 Russia , projects of pilot zones for flights in hard-to-reach regions are developing, and flight restrictions have been introduced in Moscow. drones There is also no regulatory framework for the use of drones over 30 kg - throughout the territory. In the world, the volume of the civilian drone market is growing by almost a quarter annually, as of May 2022, more than 90 percent of the domestic market is occupied by Chinese developments. Moscow has the potential to take high positions as an international center for the development and application of technologies in the field of unmanned air systems. The project will help entrepreneurs test their developments in the field of urban airmobility and scale their business, "said Alexey Fursin, head of the Department of Entrepreneurship and Innovative Development of the city of Moscow.

Moscow accounts for about 85% of the unmanned systems market. More than 50 manufacturing companies and operators of these technologies are located in the capital. The range of use of ALS in the city is extremely wide: aerial photography, cartography, construction control, monitoring of industrial and power facilities, housing and communal services and landscaping, transportation of goods and passengers, rescue operations, video and film production, entertainment and sports events.

Skolkovo is literally a landfill city in which technologies are introduced and tested. Tens of thousands of people live and work on a territory of 400 hectares. Unmanned taxis were launched at the Innovation Center, now, together with the Moscow Government and the Moscow Innovation Cluster, we are creating another platform - this time we are working in the air. Skolkovo acts as the operator of the pilot zone and a single situation center, which is created as a prototype of the future environment of urban airmobility. For the effective functioning of the project, it will be necessary to remove regulatory barriers, introduce an experimental legal regime and create the necessary technical, information and organizational infrastructure, "said Igor Drozdov, Chairman of the Board of the Skolkovo Foundation.

The unmanned aviation zone will be deployed at 400 GA of the Skolkovo Innovation Center. It will be closed to flights of other aircraft for safety reasons. The zone will have flight height restrictions of 100 meters.

The operator of the zone will be the City Airmobility Control Center (TSUGAM), which will be engaged in the admission of service providers, operators and pilots of BVS and ALS themselves to work in the pilot zone; organization of tests of ground infrastructure and services, etc. In September 2022, it is planned to start flights within the framework of the experimental legal regime. Both light drones, take-off weights of up to several kilograms, and heavier ones, including those weighing over 30 kilograms, will fly.
