Technical Center of the Internet LLC (TCI) serves the Main Register and the system of registration of national domains.RU,.RF and.SU domain, ensures uninterrupted operation of domain addressing of the Russian segment of the Internet in the global network.

TCI shall provide technical support services to the registrars of second-level domain names in the domains.RU,.RF and.SU on the basis of licensing agreements with the Coordination Center and the IFRS. Being a key element and critical infrastructure of the Russian segment of the Internet, the TCI and the DNS node system it supports is an independent entity that ensures equal access of accredited registrars to the Main Register and addressing system.

2015

At the end of 2015, TCI revenue amounted to 450 million rubles, CC - 140 million rubles. At the end of 2015, there were about 5 million domains in the.Ru zone, and about 800 thousand in the.RF zone.

2018: Transfer of functions to a subsidiary of RTK-DPC

At the end of January 2018, at the General Meeting of Founders Coordination center of domains.RU/.РФ , a decision was made to transfer the functions of the Technical Center (register operator) of national domains/to the .RURF structures of the group of companies "." Rostelecom The decision was made at the suggestion of the Russian Federation Ministry of Digital Development, Communications and Mass Media to transfer support for the registries of national.RU domains and.RF to a company with mainly state participation.

To this end, a special organization was established - Technical Center Internet LLC, which acts as a subsidiary of RTK - Data Processing Center (Rostelecom's competence center in the field of data center services, cloud services and network technologies).

By agreement of the parties, all advanced developments and technologies of JSC Technical Center Internet, as well as highly qualified personnel who work in the TCI, will be transferred to TCI LLC. It is expected that the transfer of support for national domain registries to TCI LLC will further improve the reliability, stability and sustainability of the registries.

It is assumed that the transfer of functions will take place unnoticed by registrars and end users.

According to Olga Yakovleva, General Director of TCI LLC, other registers of registers serviced by TCI JSC have made a proposal to transfer the registers of their domains to TCI LLC for maintenance. The Center is also open to cooperation with other registries and plans to provide services as part of the second stage of the New gTLD program.

JSC "Technical Center Internet" is a direct successor to the Russian Research Institute for the Development of Public Networks, established by IAE named after Kurchatov in 1992. 2009: Education

JSC "Technical Center of the Internet" (TCI) was formed in 2009 by two Russian registrars - ANO "Coordination Center of the National Internet Domain" and the Internet Development Fund (FRI), which are administrators of top-level domains .RU, .RF and .SU.

The creation of TCI as a highly professional technical center, which specializes in supporting the DNS infrastructure of the Russian segment of the Internet and interaction with accredited registrars, was primarily due to the increase in the number of domain names in the.RU and.SU domains in 2008-2009. and the launch of another national domain.RF.

In addition, the two main geographical registrations operating in the Russian Federation - the Internet Development Fund (.SU domain) and the Coordination Center for the National Internet Domain (.RU and.RF domains) - decided that it is necessary to unify the rules for working with accredited domain name registrars and provide uniform service standards for all registrars. Thus, the TCI is a technological platform for the Coordination Center and the IFRS and works with registrars at the level of service contracts.
