2023: Permission from the FAS to become the only supplier of helium for MRI in Russia

On March 28, 2023, the Federal Antimonopoly Service (FAS) of Russia announced that medical organizations could conclude direct contracts for the supply of liquid helium with Gazprom's subsidiary, but in compliance with all the necessary procurement procedures. Helium is used in medicine to refuel magnetic resonance imaging (MRI) machines.

According to the FAS press service, the regulator, together with Roszdravnadzor, plan to develop a standard contract for the purchase of liquid helium by medical organizations from Gazprom GNP Holding LLC. By the end of March 2023, there is a stable situation with the dynamics of prices under direct contracts, the department emphasized.

However, there is a significant increase in its price on the electronic trading platform, which may ultimately affect the cost of medical diagnostics services through MRI machines. The service notes that in order to prevent this growth, healthcare institutions have the opportunity to purchase helium under direct contracts, and with service organizations to purchase services for its delivery. FAS Russia recommends that medical institutions consider the possibility of purchasing helium under direct contracts in order to optimize costs.

Earlier, the government instructed the FAS and Roszdravnadzor to develop temporary rules for the sale of liquid helium to buyers from the healthcare sector, then Gazprom approved them. Thus, clinics using liquid helium to refuel MRI devices could buy it at a fixed price slightly above 10 thousand rubles per kg, which is comparable to the average annual prices of direct contracts in 2021. Also, Gazprom Gazonefteprodukt Holding has pledged to reserve volumes of liquid helium for medical institutions.[1]
