2024: Establishment of the Agency
On the basis of the Skolkovo Foundation, the Strategic Agency for Support and Formation of AI Development (SAPFIR) is being created. Deputy Prime Minister Dmitry Chernyshenko told about this in mid-December 2024.
According to Kommersant, the agency will be headed by Tatyana Soyuznova, deputy chief managing director for expertise and financial support at Skolkovo. The organization will work in three main areas: coordination of research centers, scientific activities and popularization of developments in the field of artificial intelligence.
Deputy Prime Minister Dmitry Chernyshenko said that the launch of this project office is necessary to unite the efforts of science, power and business to realize the potential of AI technology.
In the first quarter of 2025, SAPFIR will conduct the third wave of selection of research centers with a focus on the development of "strong AI." Candidates will be required to match ten promising directions, including "calculations for AI," "data for AI" and "fundamental and generative models."
According to the results of the previous two waves of selection in 2021 and 2023, 12 scientific and educational organizations received support, including Skoltech, Innopolis University, ITMO, HSE, MIPT and others. For the period from 2021 to 2024, these centers received 170 patents, published 118 scientific papers and created 16 ready-made solutions for development.
In 2025, 5% of the total federal spending on science (₽665 billion) will be allocated for research in the field of artificial intelligence, another 15% will go to research using AI methods.
According to the National AI Development Strategy, by 2030, Russia's GDP growth due to the use of this technology should amount to ₽11,2 trillion. Particular attention is paid to the application of generative models in scientific research, in particular, in the development of drugs and the creation of new materials.
SAPFIR will also coordinate scientific activities, form a unified research program, develop standards for the use of AI in science and train scientific personnel in this area.[1]
