The State Duma of the Russian Federation banned the military from publishing data about themselves on the Internet

On February 19, the State Duma of the Russian Federation adopted in the third[6],[7] the final reading of amendments to the law "On the Status of Military Personnel," prohibiting military personnel from transferring media and publishing data about themselves and their colleagues on the Internet.

In particular, the document prohibits posting information that allows you to determine the department, part or place of service, as well as information about families and parents of the military. The ban also applies to the publication of information about the activities of military command bodies, military formations and units, including their deployment or redeployment.

The document prohibits military personnel in the performance of certain duties to carry household electronics that store data or are equipped with the functions of publishing audio, photo, video materials and geolocation data on the Internet.

According to the authors of the document, the Russian military are of particular interest to the special services of some states, as well as to terrorist and extremist organizations. In addition, the information published on social networks can be used by attackers as levers of information and information-psychological pressure on military personnel.

Ban on the use of social networks dismissed to the reserve

On January 18, 2019, it became known that the servicemen who went to the reserve would be limited to the use of social networks for up to five years. The innovation will affect persons who served in parts with a secret regime or had access to state secrets. The Ministry of Defense of the Russian Federation intends to include updated rules in the draft amendments to the federal law "On the status of military personnel" already submitted to the State Duma.

The ban on the use of social networks by military personnel dismissed from service is a necessary measure to ensure the secrecy regime in the modern world. Recall that in the fall of 2018, a bill was submitted to the State Duma of the Russian Federation on amendments to the law "On the status of military personnel," prohibiting active servicemen from using social networks. In the first version of the project, it was indicated that the restriction would not affect the storerooms, however, having analyzed how things are with information security, the ministry decided to expand the ban. If the document is adopted, the updated rules will apply not only to officers, but also to soldiers, sergeants, midshipmen and sailors. For their violation will face administrative or criminal punishment (depending on the severity).

Penalty recovery with Voentelecom

On September 13, 2018, it became known that the Ministry of Defense failed to obtain through the court a penalty from its subsidiary operator - Voentelecom - a penalty of 203.7 million rubles. under an improperly executed IT contract for 3.23 billion rubles. Having considered the corresponding claim of the ministry, the ministers of Themis considered that the amount of the penalty should be reduced to 649.9 thousand rubles. - that is, more than 300 times.

The decision of the Moscow Arbitration Court of May 30, 2018 was appealed to the Ministry of Defense in the Ninth Arbitration Court of Appeal. However, on September 11, 2018, this decision of the first instance was upheld.

The contract between the conflicting parties concerns the obligations of Voentelecom for centralized service of communications, software and hardware systems IT infrastructure and the Armed Forces. In Russia the current version for September 2018, its execution is designed for the period from July 24, 2014 to December 31, 2018.

It follows from court documents that during the period of the contract (as of February 1, 2018), 441,002 service requests were received from the Ministry of Defense to Voentelecom, 5,780 of which were violated.

Recognizing the calculation of the penalty on them as unreasonable, the court notes that the plaintiff in his claim incorrectly indicated the total value of the contract. One of the additional agreements of December 19, 2017, it was reduced by 365.8 million rubles, while the Ministry of Defense operated on its original price in its calculations.

Another argument of the court is due to the fact that the calculation of penalties submitted by the plaintiff is four times higher than the total cost of work on these problematic applications, which is 55.1 million rubles.

In addition, the total amount of money recognized by the court was also affected by Voentelecom's petition filed under all the rules to reduce the penalty.

Voentelecom's IT contracts with the Ministry of Defense in recent years have already brought two CEOs of the company to the dock. In December 2017, it became known about the detention of Alexander Davydov by FSB officers following a search in the operator's office.

Davydov is suspected of embezzlement of about 500 million rubles, which he carried out during the execution of state contracts for the supply of routers to the Ministry of Defense, as well as during the author's supervision of satellite communications.

Alexander Davydov headed Voentelecom in 2013. The former director of the company, Nikolai Tamodin, was detained in September 2013. According to the investigation, together with representatives of affiliated commercial organizations in 2011, he supplied the Ministry of Defense with deliberately unusable, decommissioned and deregistered special technical equipment.

In 2015, Nikolai Tamodin, together with his subordinate Sergei Peregimov, were sentenced to six and five years in a general regime colony, respectively[8]

The Ministry of Defense banned the passage of electronics into the territory of departmental organizations

According to the decree of the Ministry of Defense of the Russian Federation, entry into the territory of departmental regime organizations with electronic devices is now prohibited. According to Izvestia, citing representatives of the department, the troops have already received the relevant rules and have begun to implement.

It is forbidden to carry smartphones, phones with cameras, as well as photo and video equipment, smart watches, fitness trackers and even push-button mobile phones to the territory of departmental facilities, as well as organizations dealing with state secrets. Any devices with Wi-Fi, Bluetooth modules, infrared ports, mobile modems, photo and video functions and the ability to determine the location were also banned.

Not all military units fall under the restrictions, but only security facilities and organizations where they work with documents labeled "secret," "top secret" and "of particular importance." There are a number of cases in which it is allowed to carry devices.
