2024: Transition to State Control

The bailiffs handed over to the state the Cheryomushki shopping center and the Cherry Tower business center, owned by the former co-owner of Yugra Bank Alexei Khotin, as part of the enforcement of the court decision. This was reported on June 13, 2024 in the press service of the Federal Bailiff Service (FSSP) of Russia.

According to representatives of the FSSP, the transfer of real estate took place within the framework of one of ten enforcement proceedings opened on Alexei Khotin from 2022 to 2024. One of the proceedings concerns property penalties in favor of the budget system of the Russian Federation in the amount of over 75.5 billion rubles.

According to TASS, in March 2024, the Zamoskvoretsky Court of Moscow sentenced Khotin to nine years in prison in the case of embezzlement of more than 23 billion rubles. According to the prosecution, in 2014, Khotin organized the issuance of bad loans and ensured their approval by the bank's board of directors and its credit committee. He did not admit guilt and filed an appeal. The injured party in the case is the Deposit Insurance Agency.

According to the FSSP, on June 6, 2024, the bailiffs also transferred the Four Seasons Hotel Moscow and the Fashion Season shopping gallery on Okhotny Ryad to state ownership. The representative of the FSSP noted that these actions are part of the implementation of the court decision on the conversion of Khotin's property into state revenue.

The businessman's lawyer Pavel Khlyustov told RBC that by mid-June 2024 there is no court decision that has entered into force confirming the state's right to these objects. He called the information on the nationalization of Cheryomushki and Cherry Tower disinformation and stressed that such actions create the impression of deviation from standard judicial practice.[1]
