Intent to deploy a stand for testing domestic software for compatibility

On November 8, 2019, it became known that from 2020, the Voskhod Research Institute will constantly open a stand for testing for compatibility of various configurations ON for. government employees The software from will be investigated. In the Register of domestic software"iron" part of the stand Russian to processors , there is still a place only on - not computers on. servers The testing itself will begin in 2020. This CNews was told in and in the Research Institute Ministry of Digital Development, Communications and Mass Media "Sunrise."

Deputy Director of the Department for the Development of Architecture and Coordination of Informatization of the Ministry of Telecom and Mass Communications Yuri Ursu, in a conversation with CNews, recalled that his department, within the framework of the federal project "Digital State Administration" of the national program "Digital Economy," is implementing measures to create a typical automated workplace for a civil servant (TARM). By the end of 2020, an experiment is being carried out, provided for by Decree of the Government of Russia of August 28, 2019 No. 1114, which includes, among other things, the creation of the aforementioned stand, using which technical solutions corresponding to the temporary standard of the automated workplace are tested.

File:Aquote1.png
The main obstacle to the complete import substitution of workplace software in authorities for November 2019 is unpredictable errors and work failures associated with the incompatibility of various software components with each other, as well as the incomplete ability of departmental application software and InformSystem to work in conjunction with domestic software products. Quite often, problems also arise with electronic signatures and software cryptographic protection tools, which as of November 2019 are used literally in every authority. At the same time, departments at the procurement stage do not have reliable information about whether the purchased software will fully meet their needs and function with their remaining set of software and InformSystems. The task of TARM is to work out various software configurations at the modeling stand, providing state customers with a set of typical configurations of software components that are guaranteed to work among themselves. In addition, we will test the ability of information systems and application software of pilot departments to work with domestic software products and draw conclusions about the scale of the necessary and sufficient amount of refinement of departmental systems for their full functioning in conjunction with domestic software. We will work out all the identified conflicts with them, thereby contributing to improving the quality and versatility of their products and the development of the domestic IT industry as a whole. At the same time, access to testing will be non-discriminatory - any developer whose software is in the Register of Domestic Software will be able to transfer his products to us for testing.

told Yuri Ursu, Deputy Director of the Department for the Development of Architecture and Coordination of Informatization of the Ministry of Telecom and Mass Communications

As Ruben Enfiadzhyan, advisor to the director of the Voskhod Research Institute, told CNews, the physically considered stand will be a set of servers with a set of computers connected to them.

For servers, we are talking about the standard x86 platform. As for computers, among them there is a place for configurations on Russian Elbrus processors. The first of the existing "Baikals" is not suitable for speed; recently released the second on "Sunrise" has not yet been tested.

Various virtualization platforms will be installed on this hardware, on which it is planned to deploy software profiles (sets) from the Register of Domestic Software under the Ministry of Communications: OS, virtualization systems , information security software, office software, collaboration tools, etc.

These profiles ("thin clients," "thick," remote, etc.) in their various configurations will be tested for compatibility, stability, performance, etc., of the software that makes up them.

Based on the results of testing, the most stable profiles will be selected. Subsequently, all updates of the selected[1] Russian[2] be tested at the[3]

Conflict with the Ministry of Telecom and Mass Communications on a tender for support of biopasports

In July 2009, the Ministry of Telecom and Mass Communications held two tenders to support the biopasport system, in which Open Technologies 98 won. But the results of these tenders, which Voskhod appealed to the FAS, were canceled. The Ministry of Communications promised to carry them out again "in the near future." In the first competition "Open Technologies" won with an application in the amount of 495 million rubles, while "Sunrise" was ready to perform similar work for 197 million rubles. In the second tender, which was held in the form of an auction, Open Technologies was supposed to receive about 200 million rubles.

In a letter to Dmitry Medvedev, the leaders of the FSB, the Ministry of Internal Affairs and Leonid Reiman proposed to appoint the FSUE Voskhod as the state operator of the biopasport processing system. In addition, he sent a similar request to the presidential administration and the chief designer of the biopasports system, deputy head of Rosinformtekhnologii Alexander Pankratov.

A positive resolution of the president was received on the letter of the security forces. The order on the appointment of a state operator, according to the official, was brought to all interested departments (including the Ministry of Telecom and Mass Communications), and now the issue of preparing an order is being resolved. It will come either from the president or from the government, the issue of this has not yet been resolved.

However, following this, the Ministry of Telecom and Mass Communications came up with an initiative to reassign the Voskhod Research Institute directly to the ministry. Now the research institute is under the jurisdiction of Rosinformetechnologies, which, although subordinate to the Ministry of Communications, has been headed by Vladimir Matyukhin since the time of Leonid Reiman. The idea of the Ministry of Telecom and Mass Communications was supported by the president of the National Computer Corporation, Alexander Kalinin, who until 2004 headed the Voskhod Research Institute. "The current scheme interferes with the work of the enterprise, as the path of interaction is becoming more complicated," Kalinin told RIA Novosti. - Research Institute "Voskhod" should interact with the leadership of the Ministry of Communications directly, since it is the ministry that sets tasks for it. "

In September 2009, Rosiinformtekhnologii asked the Prosecutor General's Office to check for anti-corruption the intention of the higher department - the Ministry of Telecom and Mass Communications - to reassign the Voskhod Research Institute. Deputy Head of the Federal Agency for Information Technology (Rosinformtekhnologiya) Yevgeny Karavaeshnikov sent a letter to Prosecutor General Yury Chaika with a request to check for anti-corruption the draft government decree prepared by the Ministry of Communications and Mass Media (Ministry of Communications) on reassignment of the federal state enterprise Research Institute "Voskhod" from the agency to the ministry. According to RBC, lawyers of Rosinformtekhnologii found signs of inconsistency with the norms of legislation in the fight against corruption in the draft government decree, in connection with which, guided by the law "On Anti-Corruption Examination of Regulatory Legal Acts and Draft Regulatory Legal Acts," which entered into force in July, an appeal is sent to the prosecutor's office.

The Ministry of Telecom and Mass Communications does not have the right to carry out functions for managing state property, in accordance with the presidential decree of 2004, federal agencies should occupy this, Karavaeshnikov said. In addition, as noted in a letter from the deputy head of Rosinformtekhnologii, the state customer of the main project of the Voskhod Research Institute - the State Automated System for the Manufacture and Control of New Generation Passport and Visa Documents (GS PVDNP) - is the Ministry of the Interior, while the share of contracts with the Ministry of Communications amounted to only 5.7% in the revenue of the research institute in 2008, and this year - 0% in general.

The Ministry of Telecom and Mass Communications promptly responded to this information: the statement sent by the ministry says that the information technology agency does not have the authority to apply accordingly. The rules for conducting anti-corruption examination of regulatory acts do not provide for the verification of draft government resolutions, the ministry said, moreover, Rosinformtekhnologii does not have the authority to submit draft regulatory legal acts to the government and disclose information on the activities of the Ministry of Communications in the field of rulemaking.

Reassignment: from FAIT to the Ministry of Communications

In November 2009, Minister of Communications and Mass Media Igor Shchegolev sent a letter to Dmitry Medvedev. In it, the minister asks the president to support the initiative of the Ministry of Communications to transfer FSUE Voskhod Research Institute to the direct subordination of the ministry. Medvedev agreed with this proposal: on the letter is his resolution "agree," dated November 5, 2009.
