2024: Construction begins
At the end of November 2024, Rosatom Renewable Energy JSC began construction of the Novolak Wind Farm in Dagestan. As part of the ceremony, the first foundation of the future energy facility worth ₽50 billion was poured.
The project is being implemented on the territory of the Kumtorkalinsky and Novolaksky districts of the republic. The wind farm will become the largest in Russia with a total installed capacity of 300 MW.
Construction will be carried out in two stages. In 2025, it is planned to commission 61 wind plants with a total capacity of 152.5 MW. By 2026, it is planned to complete the installation of another 59 installations with a capacity of 147.5 MW.

More than 150 units of equipment and 190 workers and engineering specialists are involved at the construction site. Work is underway on the construction of road entrances, crane platforms and piles for the foundations of wind plants.
For the production of concrete mixture, a plant with a capacity of 140 cubic meters per hour was installed at the site. Additionally, three concrete plants with a total capacity of 200 cubic meters per hour were involved.
The planned average annual electricity generation of the Novolak wind farm will be 879 million kilowatt-hours. This volume is enough to provide electricity to 240 thousand households.
The project is designed to provide additional energy generation for the power system of Dagestan, create new jobs and increase tax revenues to the budget of the republic.[1]
