2026: Approval of site for shipyard construction

According to the minister, the new shipyard will strengthen Russia's capabilities in the construction of a large-capacity fleet, its capacity is designed to produce up to 12 such vessels annually. The project is planned to be implemented at the expense of extrabudgetary sources of funding.

A new shipyard will be built in the Far East for 600 billion rubles

It is planned that the new complex will be able to launch about 12 ships for the domestic merchant fleet annually. Bulk carriers, tankers (deadweight up to 80 thousand tons, length up to 270 m and width up to 38 m), container ships (capacity up to 6 thousand. TEU, up to 300 m long and up to 46 m wide), as well as gas carriers (up to 170 thousand m³ in volume, up to 305 m long and up to 50 m wide).

The Far East will receive a new shipyard worth 600 billion rubles

The scale of the project, apparently, is huge. To implement it, it will require the involvement of many builders, and then a significant staff for whom the appropriate infrastructure needs to be created. The official statement specifies that administrative, household and training centers, as well as a rotational camp will appear on the territory of the complex.

In addition, the project for the development of the shipyard territory (part of the USC structure) involves the construction of a residential microdistrict within walking distance of production. The social infrastructure is focused on 30 thousand people: kindergartens, schools, clinics, hotels, shopping and entertainment complexes, parks will be built here and their own beach from the embankment will be equipped.[1][2]

2025: Plans of the Ministry of Industry and Trade for the construction of the shipyard

On September 5, 2025, the Ministry of Industry and Trade of Russia announced plans to build a new shipyard in the Intermediate Bay of the Ussuri Bay with a total investment of ₽600 billion. The enterprise of the United Shipbuilding Corporation (USC) will specialize in the production of ships for the Russian merchant fleet with a design capacity of up to 12 ships per year. The commissioning of the shipyard is scheduled for 2032, and production capabilities will allow the construction of bulk carriers, tankers, container ships and gas carriers of various classes.

According to RBC, the new Far Eastern shipyard is designed for the construction of large-tonnage vessels with maximum parameters: bulk carriers and tankers with deadweight up to 80 thousand tons up to 270 meters long and up to 38 meters wide. Production facilities will also allow producing container ships with a carrying capacity of up to 6 thousand TEUs up to 300 meters long and up to 46 meters wide.

The shipyard will be able to build gas carriers with a volume of up to 170 thousand cubic meters with a maximum length of 305 meters and a width of 50 meters. Such technical characteristics will allow the company to compete with the world's leading shipbuilding centers and meet the needs of the Russian merchant fleet.

Currently, land plots are being issued for the construction of the production complex. The next stage of the project will be the preparation of a detailed feasibility study with the calculation of all the parameters of the future enterprise.

In 2024, the TETs-2 ash dump site in the area of ​ ​ Intermediate Bay was presented to President Vladimir Putin as a potential location for a new shipyard. The choice of this location is due to the advantageous geographical location and opportunities for creating a modern production complex.

In August 2025, the Arbitration Court Primorsky Krai satisfied the claim of the Municipal Property Administration Vladivostok to terminate the lease agreement for the site at the TETs-2 ash dump. The audit established the misuse of a land plot with an area of ​ ​ 6 thousand square meters by the tenant.[3]
