Federal State Unitary Enterprise "CITO" of the Ministry of Industry and Trade of the Russian Federation (FSUE "CITO" of the Ministry of Industry and Trade of Russia), founded in 1963, is one of the leading Russian enterprises in the medical industry. The company produces a range of implantable medical devices for traumatology and orthopedics, as well as provides services for providing patients with individual technical means of rehabilitation (hereinafter referred to as TSR), including prostheses and orthoses.

At the initiative of the Ministry of Industry and Trade of the Russian Federation, which is under the jurisdiction of FSUE CITO, an investment project for the reconstruction and technical re-equipment of production is being implemented at the enterprise within the framework of the state program of the Russian Federation "Development of the pharmaceutical and medical industry." In 2020, a full technological cycle enterprise will be commissioned: from the primary processing of semi-finished products to sterilization and packaging of finished medical products. More than 11 thousand square meters. m of production space of the enterprise will accommodate 275 units of the latest equipment: processing machines, surface modification and application of functional coatings, 3D printers for the manufacture of individual implants and prosthetic and orthopedic products, other high-tech equipment.

The Ministry of Industry and Trade sued 99 million rubles for violating the conditions for obtaining a subsidy

On December 12, 2025, the City Arbitration Court Moscow partially satisfied the claim Ministry of Industry and Trade RUSSIAN FEDERATION against the Center for Innovative Technologies in Orthopedics (CITO). The court decided to recover state 98.7 Rostec million from the CITO, which is part of the corporation. rubles

According to court materials, the amount of recovery included 60.8 million rubles of undeveloped subsidies and a fine of 37.9 million rubles. The court also terminated the agreement on financing the development, conduct of clinical trials and serial production of implants for osseous and intraosseous osteosynthesis, concluded between the Ministry of Industry and Trade and CITO in November 2018.

The Ministry of Industry and Trade sued the Center for Innovative Technologies in Orthopedics 99 million rubles for violating the conditions for obtaining a subsidy

The claims were filed by the ministry in August 2025. The basis for the claim was the defendant's failure to fulfill the terms of the agreement under the state contract. According to the agreement, CITO pledged to develop, conduct clinical trials and organize serial production of 20 types of medical implants for the treatment of fractures - plates, screws, nails and surgical instruments.

The court found that according to the results of the project, the company brought to the market only one type of product - intramedullary femoral nails. At the same time, CITO did not fulfill the control measures stipulated by the agreement and did not achieve key indicators related to sales volumes, import substitution and the creation of high-tech jobs.

Representatives of the defendant referred to the negative impact of the COVID-19 pandemic, but the court did not recognize these arguments as justified, pointing out the lack of evidence of a causal relationship.

The court also found that part of the proceeds declared by CITO JSC in the statements was received from the sale of products that were not part of the agreement, and could not be taken into account when assessing the fulfillment of obligations.

In addition to the main amounts, the company was charged a state duty in the amount of 1.01 million rubles.[1][2][3][4]

Opening of a high-tech prosthetics center in Omsk for ₽400 million

At the end of November 2025, the Center for High-Tech Prosthetics was opened in the Omsk Region. The total investment in the project amounted to more than ₽400 million.

We are talking about a branch of the Center for Innovation in Traumatology and Orthopedics. Modern conditions have been created there for the comprehensive rehabilitation of patients, including veterans of the North Ossetia from the cities of Siberia and the Urals. Plans to create a rehabilitation center in Omsk were announced in June 2024, construction began at the initiative of the First Deputy Prime Minister of the Russian Government Denis Manturov.

High-tech prosthetics clinic opened in Omsk for ₽400 million

The grand opening of the Prosthetics Center was attended by State Secretary - Deputy Minister of Defense of Russia, Chairman of the Defenders of the Fatherland State Fund Anna Tsivileva, Governor of the Omsk Region Vitaly Khocenko, Rostec General Director Sergei Chemezov and CITO General Director Viktor Spector.

Not only Omsk residents, but also defenders from all over Siberia and the Urals will be able to get the opportunity of modern prosthetics.[5]

Opening of a center for high-tech prosthetics and comprehensive rehabilitation in St. Petersburg

Rostec State Corporation and Defenders of the Fatherland State Fund opened the Center for High-Tech Prosthetics and Comprehensive Rehabilitation in St. Petersburg with a capacity of up to 1200 prostheses annually. This became known on May 27, 2025.

According to Rostec, the Baltic CITO branch will provide prosthetic and orthopedic services to SVO veterans and other patients of the North-Western Federal District of Russia. The opening ceremony was attended by Deputy Minister of Defense of Russia, Chairman of the Defenders of the Fatherland State Fund Anna Tsivileva, Governor of St. Petersburg Alexander Beglov, General Director of Rostec State Corporation Sergei Chemezov and General Director of CITO Viktor Spector.

A new state center for high-tech prosthetics has been launched in St. Petersburg

The Baltic branch is located in the central part of St. Petersburg. The building with an area of ​ ​ more than 1,500 square meters covers five floors. In the new medical institution, it is planned to produce up to 500 prostheses per year with a phased increase in the capacity of up to 1200 prostheses annually.

The center has special rehabilitation equipment with which qualified specialists in the field of orthopedics and adaptive physical culture work. The center is equipped with modern equipment for the manufacture of individual exoprostheses of the upper and lower extremities, orthoses, Chenot corsets, as well as sports prostheses.

A comprehensive assistance system was developed by specialists of the Rostec CITO. It includes diagnostics, preparation for prosthetics, individual manufacture of highly functional prostheses and the process of adaptation to the product. The Center will provide a full range of prosthetics and rehabilitation services for patients for the rapid and effective restoration of motor functions.

Anna Tsivileva, chairman of the Defenders of the Fatherland State Fund, noted that many of the defenders who were injured in the special operation are young, active people. The Foundation does everything possible so that veterans have the opportunity to live a full, active life - work, study, play sports, help the family.[6]

2022: Mishustin allocated 2.7 billion rubles to the center for the production of products for orthopedics and traumatology

In January 2022, Prime Minister Mikhail Mishustin signed an order that allocated 2.7 billion rubles for the production of orthopedic products and traumatologists for three years.

According to the press service of the Cabinet, funding will be provided to one of the leading enterprises in the medical industry and the rehabilitation industry - the Center for Innovative Technologies in Orthopedics (FSUE "CITO"). In 2022, reconstruction and technical re-equipment of production facilities will begin at the site of its branch in Kurgan. The main goal is to produce new medical devices that will be convenient and affordable for citizens, and will also be able to compete with foreign counterparts in the domestic and foreign markets.

Mishustin allocated 2.7 billion rubles for the production of products for orthopedics and traumatology

At the sites of the center, more than 500 types of such products are produced, including implants for osteosynthesis and spinal surgery, endoprostheses of large joints, equipment for skeletal stretching.[7]

The total project budget is estimated at 2.781 billion rubles. In 2021, 16.2 million rubles were allocated, 350 million, according to a government order, will be allocated in 2022, 2 billion - in 2023, another 415 million rubles - in 2024. The area of ​ ​ the building will be 7,830 square meters. m.

According to the Center for Innovative Technologies in Orthopedics, which were published in January 2022, 1 million 216 thousand trauma and orthopedic operations are carried out annually in Russia, of which more than 250 thousand are on the joints. The annual demand for medical devices for the treatment of the musculoskeletal system is over three million. At the same time, the share of Russian products of this purpose does not yet exceed 15 percent. The development of the domestic market for printed implants will satisfy the demand of domestic healthcare for medical products of this segment and ensure import substitution.

2021: Restart of FSUE CITO production complex after reconstruction

At the end of March 2021, the official restart of the production complex of FSUE CITO (Center for Innovative Technologies in Orthopedics) of the Ministry of Industry and Trade of Russia took place. The reconstruction of the facility lasted about five years, more than 3.65 billion rubles were spent on it.

According to Moscow Mayor Sergei Sobyanin, the opening of the site will help reduce the flow of imported products, as well as create "first-class medical products for thousands of people." As the mayor noted, the site will help "create a technology that would personally build a chain for each person in trouble and personally make prostheses, orthopedic drugs, high-class equipment for him, which would return a person to normal life."

The Center for Innovative Technologies in Orthopedics is considered one of the largest Russian manufacturers of medical equipment. The company became the responsible executor of the flagship project of the Ministry of Industry and Trade of Russia for the production of import-substituting medical devices for traumatology, orthopedics and prosthetics.

Innovative production of implants and prostheses for 3.65 billion rubles was launched in Moscow

On an area of ​ ​ more than 11 thousand square meters. m placed about 300 units of modern equipment:

  • surface modification and functional coating machines;
  • 3D printers for the manufacture of individual implants and prosthetic and orthopedic products, etc.

This made it possible to launch the production of a full technological cycle - from the primary processing of semi-finished products to sterilization and packaging of finished medical products.

According to the Minister of Industry and Trade Denis Manturov, the rearmament of the enterprise will allow creating prototypes of medical devices based on laser 3D printing technologies based on titanium and ceramics.
