Commission tasks
According to the Government Decree of September 7, 2018 No. 1065, the main tasks of the commission are:
- preparing proposals to the president for the further development of the digital economy;
- determination of priority directions of state regulation for the development of the digital economy;
- ensuring the competitiveness of the Russian economy and improving the conditions for doing business based on the use of digital technologies;
- increasing the use of IT to improve the quality and accessibility of state and municipal services;
- formation and coordination of the implementation of the main directions of state policy on the development of communications, increasing the rate of economic growth, increasing the competitiveness of services in the field of communications;
- Ensuring life safety through active IT implementation
- development of technologies for training qualified personnel in the field of IT;
- organizing the activities of government agencies on international cooperation in the field of IT and increasing the international ratings of the Russian Federation in terms of the level of IT development.
Commission Leaders
The government commission on the introduction of information technologies into the activities of state bodies and local self-government bodies was created in February 2010, headed by Sergei Sobyanin.
After the appointment of Sobyanin as mayor of Moscow, the commission was headed by Vyacheslav Volodin.
From January to June 2012, Anton Vaino was the chairman of the commission, after which Vladislav Surkov headed the commission in June 2012.
According to the government apparatus, Surkov did not devote too much time to the work of the commission, having held its meeting only twice: in June and July 2012. After that, the commission met several more times, but the deputy chairman, head of the Ministry of Telecom and Mass Communications Nikolai Nikiforov, led its work.
On July 31, 2013, it became known that the Prime Minister Russia Dmitry Medvedev decided to personally head the government commission on the introduction of information technologies in authorities.
As of February 2020, the government commission is headed by Mikhail Mishustin.
2024
Updated the composition of the government commission on digital development and its presidium
On August 29, 2024, Prime Minister RFMikhail Mishustin signed an order to amend the composition of the government commission on digital development, the use of information technologies to improve the quality of life and business conditions. In addition, the changes affected the presidium of the right-wing commission.
In particular, the commission includes Deputy Chairman of the Federation Council Nikolai Zhuravlev. At the same time, Andrei Turchak, who was a member of the commission as deputy chairman of the Federation Council since 2018, was expelled - in June 2024 he was appointed interim acting head of the Altai Republic.
The presidium of the commission included the deputy director of the federal state budgetary institution "Center for Expertise and Coordination of Informatization" - the head of the project office "Digital Economy" Nikolai Batsenkov. Vladimir Vakulov (who was previously the head of the project office of the CECI Digital Economy FSBI) and the Minister of Economic Development Maxim Reshetnikov were excluded from the presidium.
The order also indicates the new position of a member of the presidium of the commission Irina Okladnikova - First Deputy Minister of Finance of the Russian Federation. In this post, she will oversee issues in the field of organizing the budget process, budget reporting, budgetary activities in terms of financial support for a number of sectors of the economy, investment and technological financing of sectors of the economy and institutions of innovative development, support for small and medium-sized businesses and the fuel and energy complex. On July 1, 2024, the Russian government approved the composition of the subcommittee on key projects for the digital transformation of sectors of the economy, social sphere and state administration of the government commission on digital development, the use of information technologies to improve the quality of life and business conditions. Russian Prime Minister Mikhail Mishustin approved the creation of a structure to accelerate the digitalization of public administration
On June 6, 2024, Russian Prime Minister Mikhail Mishustin signed a government decree providing for the formation of a subcommittee on key projects for the digital transformation of sectors of the economy, social sphere and public administration as part of the government commission on digital development. The initiative is aimed at accelerating the digitalization of relevant areas.
The document provides for amendments to government decree No. 1065 of September 7, 2018, regulating the activities of the legal commission. The composition of the subcommittee will be approved by the government, and the provision on it will be directly approved by Mishustin. The creation of the structure, as the Kommersant newspaper notes with reference to information received from knowledgeable persons, is due to "the need to make operational decisions in the field of digitalization of public administration."

It is noted that the new structure can help transform the state IT sector in order to reduce costs and increase efficiency. This includes the creation of digital platforms in key sectors of the economy and social sphere. In particular, new data technologies based on artificial intelligence may be introduced. 2019: Commission Chairman D. Medvedev held only one meeting in a year
The government's Digital Development Commission meets less often than it should. In 2019, the chairman of the commission, Dmitry Medvedev, held only one meeting, although they should be held quarterly.
Paragraph 11 of the commission regulation states that meetings should be held as necessary, but at least once a quarter, and its presidium should meet at least once a month.
Initially, the commission met very often, up to 20 times a year. However, after Prime Minister Dmitry Medvedev became chairman of the commission, meetings began to take place less and less often. In 2019, he held only one meeting of this legal commission.
As the government explained to CNews, non-compliance with the meeting schedule is due to the fact that "this is not a mechanical process." To appoint a meeting, it is necessary to have deeply worked out issues not for discussion at the level of a department or an interdepartmental meeting, but for making specific decisions at the level of Deputy Prime Minister or Prime Minister. If there are no questions in a high degree of study, the meeting is not held. Another difficulty is to coordinate the schedule of participants in these meetings, which should be attended by the Deputy Prime Minister, Ministers, and business representatives.
In just 74 months, during the chairmanship of Dmitry Medvedev (from September 2013 to October 2019 inclusive), 14 meetings of the commission were held. This is much less than the planned indicator (as indicated above - one per quarter). The average number of meetings per month decreased to 0.19 - this is a historical minimum during the work of the legal commission. The most active chairman of the commission was Sergei Sobyanin, who, as chief of staff of the Government of the Russian Federation in 2010, held up to 4 meetings per month (on average - 1.89 meetings per month).
Nevertheless, the work of the presidium of the commission has intensified, which, under the chairmanship of Deputy Prime Minister Maxim Akimov, began to meet up to twice a month.
In February, the Presidium of the Commission discussed the development of "road maps" in the areas of development of end-to-end digital technologies, the organization of work on the optimization and digital transformation of public services, the list of superservices and approved the concept of connecting socially significant objects to the Internet.
In March, the presidium of the commission approved the concept of a digital profile of a citizen.

Renaming as Digital Development Commission
As it became known to TAdviser, in September 2018, the Head of the Ministry of Finance Konstantin Noskov proposed to Prime Minister Dmitry Medvedev to transform the government commission on the use of IT to improve the quality of life and business conditions into a government commission on digital development, the use of IT to improve the quality of life and business conditions. In addition, it was proposed to abolish the government communications commission. On September 10, it became known that the decision to transform the commission was approved.
The new commission will ensure the interaction of federal and regional executive bodies on the development of ecosystems of the digital economy and increasing the level of use of IT and communication in order to form an information society and e-government in the country .
The activities of the new commission will be aimed at developing solutions in the field of digital development, taking into account the elaboration of multifaceted industry tasks by the widest number of interested participants and expert communities, which will entail an increase in the speed of digital development processes through the accelerated introduction of digital economy ecosystems.
The main tasks of the commission will be to prepare proposals to the president for the further development of the digital economy (CE), determine priority areas of state regulation for the development of CE, as well as ensure the competitiveness of the Russian economy and improve the conditions for doing business based on the use of digital technologies. In addition, the commission's tasks will include training qualified IT personnel, ensuring security through the implementation of IT, etc.
The Presidium of the Commission will perform the functions of the project committee of the National Program "Digital Economy of the Russian Federation." At the same time, the decisions of the presidium will be binding on all executive bodies represented in the commission.
One of the tasks of the presidium of the commission will be to coordinate the activities of authorities at the federal and regional levels on the issues of determining a unified state policy for the development of digital platforms in the interests of sectors of the economy, including public administration,, health care formations industry, communications, agriculture construction, urban economy, transport and energy infrastructure, financial services.

Establishment of a sub-commission on electronic health
On November 21, 2013, the Cabinet of Ministers published Decree No. 1048, according to which a subcommittee on electronic health should be created under the government Commission on the Use of Information Technologies to improve the quality of life and conditions for doing business.
By a resolution, the subcommittee on electronic health is included in the working bodies of the commission along with the subcommittee on the use of information technologies in the provision of state and municipal services, the subcommittee on the use of information technologies in the implementation of the migration policy of the Russian Federation and the council on regional informatization.
Medvedev "rebooted," renamed and headed the IT Commission
In August 2013, the government issued a decree according to which the Government Commission on the introduction of IT into the activities of state and local authorities was transformed into the Government Commission on the use of IT to improve the quality of life and business conditions.
In addition to tasks, one way or another related to the informatization of government agencies, in the updated version, the commission will also deal with issues of ensuring life safety through the active introduction of IT, modernizing the social sphere and improving the conditions for doing business in Russia based on the use of IT.
List of the main tasks of the commission:
- definition of a unified policy in the field of development and use of information technologies in order to improve the quality of life and business conditions;
- development and implementation of measures aimed at expanding the use of information technologies to improve the quality and accessibility of state and municipal services provided to citizens and organizations;
- introduction of information technologies into the activities of state authorities and improvement of their use;
- improving the efficiency of interdepartmental interaction and internal organization of the activities of state authorities based on the use of information technologies;
- improving the quality of education, health care, social protection of the population, promoting the development of culture and the media on the basis of information technology;
- ensuring life safety through the active introduction of information technologies;
- formation of modern information and telecommunication infrastructure, including for use by state authorities and reducing the difference in the technical equipment of the information and telecommunication infrastructure of the constituent entities of the Russian Federation;
- increasing the openness of the activities of state authorities and receiving feedback from citizens and organizations;
- ensuring the competitiveness of the Russian economy and improving the conditions for doing business based on the use of information technologies;
- development of technologies, training of qualified personnel in the field of information technology;
- increasing the efficiency of budgetary expenditures for the introduction of information technologies into the activities of state authorities and their use;
- organizing the activities of state bodies on international cooperation in the field of information technology and increasing the international ratings of the Russian Federation in terms of the level of development of information technology.
As before, the working bodies of the commission are the subcommittee on the use of IT in the provision of state and municipal services and the subcommittee on the use of IT in the implementation of the migration policy of the Russian Federation (hereinafter referred to as the subcommittee), as well as the Regional Informatization Council.
The conversion order states that the meetings of the commission must be held by the chairman or one of his deputies "as necessary, but at least once a quarter."
In early September 2013, the government also issued an order approving a new composition of the legal commission on the use of IT to improve the quality of life and business conditions. In accordance with him, the commission was headed by Prime Minister Dmitry Medvedev.
Deputy Prime Ministers Arkady Dvorkovich and Sergey Prikhodko were appointed his deputies. The executive secretary of the commission was appointed Minister of Communications Nikolai Nikiforov.
Unlike the previous composition of the right-wing commission before the transformation, it now includes exclusively representatives of government agencies. Earlier, the commission included several business representatives : IBS President Anatoly Karachinsky, and, by agreement, ex-Rostelecom President Alexander Provotorov, UEC President Aleksei Popov and General Director of the A.S. Popov Radio Plant Ivan Polyakov.

Order of the Ministry of Economics to finalize the system for monitoring services in SMEV
On August 30, 2011, a regular meeting of the Government Commission on the Introduction of Information Technologies into the Activities of State Bodies and Local Self-Government Bodies was held, at which the Ministry of Economic Development was instructed to finalize the monitoring system within 3 days to realize the possibility of registration by federal executive authorities of the final number of electronic services in the system of interdepartmental electronic interaction (SMEV), necessary for the implementation of the provisions of Part 2 of Article 7 of the Federal Law "On the Organization of the Provision of State and Municipal Services," as well as the number of electronic services in SMEV, the test protocols of which were approved by the Subcommittee on the Use of Information Technologies when providing state and municipal services to the Government Commission on the introduction of information technologies into the activities of state bodies and local self-government bodies.

2010
First Results
In March 2010, by the decision of the commission, it was determined how the project of universal electronic cards of Russians will be developed and which three regions became pilot. The project was later closed.
The commission was also involved in the approval of the system project of e-government.
Formation of the committee
In February 2010, by Decree of the Government of the Russian Federation No. 60, a government commission was formed to introduce information technologies into the activities of state and local self-government bodies.
The commission was endowed with significant powers in terms of departmental informatization. In addition, the structure was made by the arbiter when approving departmental informatization plans, according to which the Ministry of Communications gives its expert conclusions.
Meetings of the commission were to be held by the chairman of the commission or on his behalf by the deputy chairman. At the same time, meetings of the commission were to be organized as necessary, but at least 1 times a quarter, meetings of the presidium - at least once a month.
