2022: FSS budget revenues decreased by 28%, but exceeded 1 trillion rubles

Budget revenues of the Social Insurance Fund (FSS) in 2022 reached 1.03 trillion rubles, which is almost 28%, or 398.9 million rubles, less than a year earlier. The decline is associated with a decrease in revenues of interbudgetary transfers, according to the Accounts Chamber of the Russian Federation in early April 2023.

According to the ministry, the budget revenues of the FSS in 2022 exceeded the forecast by 4.2%. For the reporting 12-month period, insurance premiums for two types of compulsory social insurance amounted to 782 billion rubles. This is 57.9 billion rubles (by 8%) more revenues for 2021. The annual forecast plan for insurance premiums has been fulfilled by 94.3%.

FSS budget revenues decreased by 28%

Receipts of insurance premiums for compulsory social insurance against accidents at work and occupational diseases (NSPiPZ) in 2022 turned out to be equal to 177.3 billion rubles, for social insurance in case of temporary disability and in connection with motherhood (VNiM) - 605.2 billion rubles. The share of insurance premiums in the income of the FSS compared to 2021 increased by 24.7 percentage points. and amounted to 75.4%. In 2022, the FSS received interbudgetary transfers from the federal budget in the amount of 256.5 billion rubles, which is 3.1 times less than in 2021.

A significant decrease in transfers is associated with a decrease in the expenditure obligations of the FSS budget to ensure social benefits to certain categories of citizens in the context of the coronavirus pandemic (COVID-19) and the volume of transfers to balance the FSS budget. Compared to Federal Law No. 393-FZ, transfer receipts in 2022 increased 1.71.6 times, the Accounts Chamber said in a study.

Also, the department's materials say that in 2022, 14.2 billion rubles were received by the FSS from the budget of the Federal Compulsory Health Insurance Fund (MHIF) to pay for medical care for women during pregnancy, childbirth and the postpartum period, as well as a preventive medical examination of the child during the first year of life. The growth was 7%.[1]

Mikhail Mishustin allocated 69 billion rubles for the budget of the Social Insurance Fund, which has become impoverished due to COVID-19

Earlier, the Prime Minister approved the procedure for notifying citizens about personal payments. Earlier, the State Duma approved the budgets of state social funds for 2021 and the planning period 2022-2023. In accordance with the document, the income of the Social Insurance Fund in 2021 will amount to 815.7 billion rubles, expenses - 833.3 billion rubles.

The fund's budget provides funds for the payment of sick leave, benefits at the birth of a child and for caring for a child up to one and a half years, for sanatorium and resort provision of beneficiaries and providing disabled people with technical means of rehabilitation.[2]

2019

The FSS budget was executed on revenues in the amount of 770 billion 618.5 million rubles. (2.3% more than the forecast), expenses amounted to 738 billion 103.9 million rubles. (0.4% less than the forecast). The surplus amounted to 32 billion 514.6 million rubles, of which compulsory social insurance in case of temporary disability and in connection with motherhood with a deficit of 1 billion 525.9 million rubles, compulsory social insurance against accidents at work and occupational diseases - with a surplus of 34 billion 422 million rubles.
