2024: Transition to State Control

Two fishing companies from Vladivostok - Real Development LLC and Merlion LLC - became the property of the Russian Federation. The corresponding records of the change of ownership were entered into the Unified State Register of Legal Entities (USRUL) on May 15, 2024.

The transfer of companies to state ownership took place as part of the execution of the decision of the Arbitration Court of the Primorsky Territory on the claim of the Prosecutor General's Office of the Russian Federation against coastal fishing companies and related persons. On May 2, the court satisfied this claim in the amount of 17.4 billion rubles.

Real Development LLC and Merlion LLC became the property of the Russian Federation

During the proceedings, the court invalidated the agreements for the catch of aquatic biological resources concluded between the Federal Agency for Fishery and a number of individuals and legal entities, including Real Development LLC and Merlion LLC. In addition, the court ordered the defendants to pay 17.432 billion rubles in favor of the state.

Before the transfer to federal ownership, Real Development LLC and Merlion LLC belonged to Vladimir Makarov (51% of the shares) and Yuri Dalishnev (49% of the shares), respectively.

This court decision is part of a larger case on the claims of the Prosecutor General's Office of the Russian Federation against fishing companies in Primorye and Sakhalin for a total of 376 billion rubles. In March 2024, the Arbitration Court of the Primorsky Territory satisfied the largest of these claims - by 358.7 billion rubles to the fisherman Oleg Kan, members of his family and the related charitable foundation "Native Islands." The court invalidated the agreements for the catch of biological resources and decided to recover shares in companies in favor of the state.

During the trial in the case of Oleg Kan, information about his death in February 2023 was announced. However, the Prosecutor General's Office of the Russian Federation called this message a staging.[1]
