Federal Railway Transport Agency (Roszheldor)

The Federal Agency for Railway Transport (Roszheldor) is a federal executive body that performs functions for the provision of public services, state property management, as well as law enforcement functions in the field of railway transport. Roszheldor is a federal agency subordinate to the Ministry of Transport of Russia. Roszheldor can create departmental security and departmental fire protection.

Roszheldor was formed on March 9, 2004, which was the last stage in the liquidation of the Ministry of Railways of Russia. In accordance with the concept of administrative reform and structural reform of railways, the functions of developing state policy and issuing regulations passed to the Ministry of Transport of Russia, the functions of law enforcement, state property management and the provision of public services to Roszheldor, supervisory functions to Rostransnadzor, and economic functions to OJSC Russian Railways.

Roszheldor has the following structural units:

• administrative and personnel management;
• Transport Security Administration;
• infrastructure and transportation management;
• the Department of Economics and Finance;
• management of educational institutions and legal support.

2023: Mishustin approved the creation of the Novorossiya Railways company

At the end of May 2023, the Prime Minister Mikhail Mishustin signed a decree on the creation of the federal state unitary enterprise Novorossiya Railways, which will unite the railways Donetsk and Luganskaya People's Republics Zaporozhskaya Hersonskaya regions. More. here

2022: Alexey Druzhinin - the new head of Roszheldor

At the end of January 2022, Prime Minister Mikhail Mishustin signed a decree approving Alexei Druzhinin as the new head of the Federal Agency for Railway Transport (Roszheldor). His predecessor Igor Koval was relieved of his post in December 2021, and his duties were then transferred to the deputy head of the agency, Alexander Ivanov. Read more here.
