History
2026: Joining Rosseti Digital
On December 30, 2025, IT Energy Service LLC ceased operations in connection with the reorganization in the form of joining Rosseti Zyfra JSC. And on January 27, 2026, the Bank of Russia registered a report on the results of the additional issue of ordinary shares of Rosseti Tsygina JSC, placed by exchange for the shares of participants in the authorized capital of iT Energy Service LLC.
The company "iT Energy Service" specializes in providing IT services to enterprises of the fuel and energy complex. The company operates its own highly reliable data center (data center) and a significant fleet of server equipment. A wide branch network allows you to serve enterprises throughout Russia. Customers include more than 20 backbone energy companies in the country.
In turn, Rosseti Tsifa creates solutions for digitalization and information security of the Rosseti Group of Companies and organizations of the fuel and energy complex, as well as telecom operators, municipalities and state authorities. The main areas of activity include corporate information systems, fiber-optic communication lines, channel communication services, information and computing infrastructure, etc. The Rosseti Digital company has formed a resource and expert center for the implementation of digital transformation projects, a laboratory for evaluating and testing solutions has been launched.
As part of the reorganization, Rosseti Tsygna becomes the successor to all the rights and obligations of iT Energy Service. At the same time, as noted, Rosseti Tsifa has the status of a commercial representative of all subsidiaries of Rosseti PJSC and performs work throughout the territory of the presence of the networks of the group of companies.[1]
2017: CEO change
From September 2017 to the present, Aleksei Viktorovich Stain is the General Director of iT Energy Service LLC. In this post, he replaced Sergienko Dmitry Vladimirovich, who worked in this position for 5 years.
2016: "ITES Management" withdrew from the Company
By the decision of the Arbitration Court of Moscow in case No. A40-152337/16-57-841 dated December 19, 2016, a member of the Company ITES Management CJSC (the amount of the share in the authorized capital is 0, 0000020280989%) was excluded from the Company. The decision entered into legal force on January 19, 2017. On February 03, 2017, the specified share according to the extract from the Unified State Register of Legal Entities passed to the Company.

2015: RusHydro to withdraw from IT Energy shareholders
On July 13, 2015, the media reported the results of the arbitration on the claim of FGC UES against RusHydro: the latter did not pay 100 million rubles for a 20% stake in the IT Energy integrator and this was the reason for the transfer of a stake in FGC UES[2].
The arbitration court Moscow published the reasoning part of the court's decision made on the claim Federal Networks of the Company (FGC UES) against. Beginning of litigation
The IT Energy integrator was created by the former energy monopolist RAO UES of Russia shortly before its disbandment in 2008. At the same time, RAO UES sold a 20% stake in the Irganai HPP system integrator. As follows from the materials of the court, the transaction amount amounted to 99 million rubles.
The successor of RAO UES of Russia was FGC UES, which is controlled by the state through the Rosseti holding. In 2012, FGC UES discovered that payment for the sold share was not received by IT Energry.
By 2012, the assets of the former RAO UES in the field of hydropower were merged into the state-controlled holding company RusHydro, which became the successor of the Irganai Hydroelectric Power Station. RusHydro recognized the presence of debt to FGC UES, but did not repay.
In 2014, FGC UES demanded that RusHydro terminate the 2008 deal and transfer a 20% stake in IT Energy back. There was no response from RusHydro and FGC UES went to court.
The court sided with the plaintiff and ordered the deal to be terminated.
FGC UES will become the owner
As of July 13, 2015, FGC UES owns a 40% stake in IT Energy. At the same time, the company is negotiating with RAO ES Vostok (combines the assets of the former RAO UES of Russia in the Far East) to buy out another 20% stake in the system integrator. Permission from the Federal Antimonopoly Service for this transaction has already been obtained, in addition, the transaction was approved by the board of directors of Rosseti, the controlling shareholder of FGC UES and RAO ES Vostok.
Presumably, FGC UES may increase its share in IT Energy to 80% and become the controlling owner of the system integrator.
According to the SPARK-Interfax database, FGC UES owns 40% of the authorized capital of the company, RusHydro, Rosseti and RAO ES Vostok each own 20%.
In 2008, the Board of Directors of UES of Russia decided to allocate all assets and activities in the field of information assets in iT Energy Service. The authorized capital of the latter included FGC UES, IDGC Holding, HydroOGK, RAO ES of the East and the Market Council. After the reorganization of RAO UES, FGC, Rosseti, RusHydro and RAO ES of the East became shareholders of the company.
- On July 08, 2015, JSC RAO ES of the East and PJSC FGC UES signed a Share Purchase and Sale Agreement in the amount of 19, 9999995943802% in the authorized capital of the Company (UAH and the date of making an entry in the Unified State Register of Legal Entities containing the specified information: 2157747987428 dated 16.07.2015).
- By the decision of the Arbitration Court of the city of Moscow in case No. A40-50098/2015 of July 07, 2015, the share of PJSC RusHydro in the authorized capital of LLC iT Energy Service in the amount of the 19. 9999995943802% authorized capital of the Company became the property of PJSC FGC UES (UAH and the date of entry in the Unified State Register of Legal Entities containing the specified information: 8157747275799 from 29.09.2015).
2008-2013
In 2008, JSC RAO UES of Russia adopted strategically important decisions for the Company's business, namely:
- restructuring of the activities of the majority member of the Company - OJSC "GVC Power" by transferring the IT activities of OJSC "GVC Power" to a subsidiary - LLC "iT Energy Service";
- on the purchase of RAO UES of Russia from GVC Power OJSC of a share in the authorized capital of IT Energy Service LLC.
In the process of implementing these decisions, GVC Power OJSC, as a member of IT Energy Service LLC, acquired IT assets, as a result of which the entire volume of IT assets owned by GVC Power OJSC, including real estate used to provide IT services, was made at its market value as an additional contribution to the authorized capital of AI Energy Service LLC.
IT The Energy Group of Companies was formed in 2007 by dividing the IT activities of GVC Power OJSC (a subsidiary of RAO UES of Russia, which ceased to exist on July 1, 2008) into individual legal entities. It includes the management structure of LLC "" and iT Energy Service 9 subsidiaries - CJSC, iT Energy Analytics CJSC, iT Energy Outsourcing CJSC, iT Energy Business Solutions CJSC, iT Energy IIS CJSC, iT Energy Corporate Projects CJSC, CJSC, iT Energy MIX CJSC, iT Energy Industry Supplies CJSC and iT Energy Technical Support CJSC. On May 28, 2008, following the completion of the process of transferring IT assets to the ownership of AiTi Energy Service LLC, GVC Power OJSC sold RAO UES of Russia OJSC its share in the authorized capital of the Company.
On July 01, 2008, in connection with the completion of the reorganization project of RAO UES of Russia, the share in the authorized capital of IT Energy Service LLC owned by this company was distributed among the largest companies in the energy industry. As a result of this event, the participants included: OJSC FGC UES; IDGC Holding OJSC; JSC RusHydro; JSC RAO Energy Systems of the East.
From September 2009 to September 2012, the company was led by Oleg Vyacheslavovich Sundukov. During this time period, structural changes occurred in the company. In 2010, the business model was restructured. The functions of subsidiaries of CJSC iT Energy Outsourcing and CJSC iT Energy Corporate Projects were transferred to the parent company of LLC iT Energy Service from April 01, 2010 and September 01, 2010, respectively. The company has opened new areas of activity:
- since July 1, 2010 - for the design and information support of metering systems and maintenance of linear objects;
- since August 2, 2010. - on the development of application software of corporate systems.
Victories in open auctions, the conclusion of contracts and the provision of high-level services for the Ministry of Energy of Russia and FSU REA became an important achievement of the company in 2010.
The key event was the creation of a professional platform for the information exchange of IT specialists in the industry: the IT Community of the Fuel and Energy Complex. The community has become an important communication base for IT managers of the largest enterprises of the fuel and energy complex, which makes a significant contribution to maintaining the effective development of IT technologies in the industry.
As a result of a number of measures to restructure the company, develop key competencies in the field of IT outsourcing, narrow the target market and concentrate on large customers during 2010, it was possible to radically improve financial indicators and optimize business activities.
In 2011, as a result of the active development of video conferencing services, the number of clients more than tripled. As part of the modernization program for server and telecommunications equipment, new equipment was purchased. This made it possible not only to increase the reliability of the provision of services, but also to increase their volume.
The process of obtaining licenses necessary for the provision of information protection services has been completed. In the same year, the reform of the group of companies was completed by completing the transfer of the rights and obligations under the contracts for the provision of services and the performance of work and the promotion of the company's services on the market under a single IT ENERGY brand.
In 2011, the company's interests included such areas as information security of electricity metering systems, intelligent energy metering systems, the development and implementation of IT solutions for managing investment activities of electric power enterprises, as well as the development of competence in the field of construction and operation of customer data centers.
One of the promising areas of activity in 2011 was the implementation and support of the Automated System of Integrated Investment Management (ASKID) commissioned by FGC UES OJSC.
From September 2012 to September 2017, Dmitry Vladimirovich Sergienko was the general director of iT Energy Service LLC.
2012 was an important stage for the company on the way to further business development and solving strategic tasks. There was a significant increase in revenue, which amounted to 759.8 million rubles, which is 71.7% more than in 2011. The share of services for the implementation and maintenance of information systems has significantly increased, which amounted to 42% of the company's revenue.
During this period of activity, the range of services and geography of presence continued to expand. New strategic clients have appeared in the electric power industry, such as: OJSC MOESK, FSAU SAC of the Ministry of Energy of Russia, OJSC ESK RusHydro, OJSC SO UES Moscow RDU. The share of services from the Federal State Budgetary Institution "REA" of the Ministry of Energy of Russia, CJSC "Technical Inspectorate of the UES" has increased.
A project was implemented to build a unified information and computing infrastructure for the Executive Office and eight branches of CIUS UES OJSC; modernization of the information and computing infrastructure of the Federal State Budgetary Institution "REA" of the Ministry of Energy of Russia; started to participate in the project of creating a centralized corporate information and technological infrastructure of OJSC FGC UES (ITI-K).
The company conducted active research in the field of cloud technologies with the aim of introducing a "pilot" project in 2013.
Key projects to create automated solutions to control investment projects at all levels of the Russian fuel and energy complex continued to be implemented. FGC UES OJSC and DVEUK OJSC have put into operation project management systems based on Oracle Primavera. The implementation in the fuel and energy complex of the industry Platform for controlling the implementation of investment programs will allow effective centralized control over investment projects in the industry.
The "Equipment State and Diagnostics Control Platform" is being introduced, which will significantly increase the transparency of processes related to the control of the state of energy equipment, ensuring a new level of reliability of the country's energy system.
A new promising activity was the support of user jobs in the regional branches of key clients of CIUS UES OJSC (in Samara and Sochi) and Technical Inspection CJSC (in Samara and Krasnoyarsk).
In 2012, Microsoft, Hewlett-Packard, IBM became important strategic partners of the company. Partnerships with SAP have been preserved and developed.
In the CNews Analytics (CNA) rating "The fastest growing IT companies of 2012." The company took 13 out of 20 places, which indicates a positive trend in business development and a correct development strategy.
In 2013, the Company continued to develop its business and expand its geography. Separate divisions were opened in the city Nizhny Novgorod and the city of Kirov, which made it possible to provide IT services to subsidiaries of OJSC - Rosseti OJSC and IDGC of Center and Volga Region OJSC.Tyumenenergo
Competence centers for key activities are actively developing. Within the framework of the Equipment Control, Status and Diagnostics Platform, further development of standard solutions for equipment diagnostics and integration of these solutions with a single monitoring portal is carried out. The SAP ERP-based Asset Management Platform based on Plant Maintenance is being implemented. This platform allows you to obtain objective information about the state of the equipment and allows you to achieve maximum efficiency from each ruble invested in the repair of equipment.
A cloud pilot project is being implemented in conjunction with Hewlett-Packard.
Work is underway to modernize the infrastructure of the Kitay-Gorod data processing center in order to increase the working space and desks for providing additional volumes of services to existing customers of OJSC FGC UES, OJSC ATC, OJSC ESK RusHydro, etc.
2000-2007
In 2000, Lyashenko Sergei Ivanovich was appointed General Director of GVC Power OJSC. This period is characterized, first of all, by a new direction of development - the creation of information technologies used not only in power, but also in other industries.
The main emphasis was placed on the automation of financial and economic tasks. A comprehensive integrated system "AIS Electra" was developed, which at the first stage included the following modules: "Budgeting," "Accounting," "Planning and Economic Indicators," "Contracts."
The technical base of the GVC is being re-equipped, Internet and intranet technologies are being introduced. In 2004, Evgeny Gennadievich Aksenov was appointed General Director of GVC Power OJSC. In 2006, the Board of RAO UES of Russia approved a medium-term strategy for the development of an IT subsidiary. According to plans, in 2008 the center was supposed to become the largest IT service provider in Russia. To implement this idea, the GVC was transformed into a distributed IT company serving three state-controlled organizations as a service provider: the Federal Grid Company (FGC UES), the System Operator (CDU UES) and Hydro OGK (later RusHydro). On June 30, 2008, the Board of Directors of RAO UES of Russia made a decision to transfer IT activities to a subsidiary company in relation to OJSC GVC Power - LLC iT Energy Service.
LLC "iT Energy Service" was registered by the Moscow Registration Chamber on May 4, 2001.
Since 2004, a new brand has been promoted - IT Energy, the tasks of improving the manageability, transparency and efficiency of the provision of IT services, as well as ensuring the development and distribution of RAO IT standards are being implemented. In the same year, the formation of a new management team began.
In 2007, the iT Energy Group of Companies was formed by dividing the types of IT activities of OJSC GVC Power into separate legal entities. The Group includes the management structure of OOO iT Energy Service and 9 subsidiaries.
1968-2000
The history of IT Energy Service LLC begins in 1968, when the USSR Ministry of Energy decided to create the Main Information and Computing Center for Energy Construction Management (GIVCES).
Evgeny Mikhailovich Pavlov, a former hydro-builder, participant in the Great Patriotic War, was appointed director of the GIVCES. The information service was headed by Oleg Konstantinovich Savitsky, who worked in the organization until 1997. He made a great contribution to the formation of the organization.
Since 1968. through 1975. The second generation computers Minsk "22" and "Minsk 32" are installed in the GIVCES, the first automated systems for collecting and processing information on capital construction and capacity commissioning planning are beginning to be introduced.
GIVCES not only processed the entire flow of information on the construction of energy facilities - Kostroma GRES, Kashirskaya GRES, Karmanovskaya GRES, Iriklinskaya GRES, Troitskaya GRES, Reftinskaya GRES, Stavropol GRES, Primorskaya GRES and other TPPs, hydroelectric power plants and GRES introduced in the country, but also analyzed it, identifying "bottlenecks" and reasons for the adoption of deviations, and necessary management levels.
With the appointment of Inna Abramovna Doroshenko as chief engineer at the GIVCES in 1975, a new qualitative stage in the development of the organization begins. Doroshenko I.A. came from the space industry, where she worked with Korolev S.P. and was an outstanding specialist in control systems.
The introduction of new III generation technology begins - "YeS-1022" and "EU-1035." This made it possible to begin the development and implementation of the second stage of the OASU-Energia system, which included subsystems for managing contract construction, production and sale of industrial products, feasibility planning, fuel supply management, logistics, etc.
The formation and processing of information on the progress of construction of energy facilities was carried out using information systems developed at the GIVCES.
As experience gained, uniform forms of information presentation were created for various types of power plants (TPPs, HPPs, NPPs), which were used to control the progress of construction, as well as to develop the main directive document on energy construction - annual order No. 1 of the USSR Ministry of Energy, which provided for the timing of work, supply of equipment, structures for power plants under construction and rear.
In 1985, Viktor Ilyich Balanchevadze was appointed director of the GIVCES. The implementation of the terminal information system "Screen" begins using the ADABAS DBMS.
In 1986, there was a transition from remote terminals to the use of personal computers ("Robotron 1720").
On February 12, 1987, by order of the USSR Ministry of Energy, the GIVCES was transformed into the Main Computing Center of the USSR Ministry of Energy with subordination directly to the ministry. Deputy Minister A.F. Dyakov, who also headed the IOASU-Energy Development Coordination Council, played an important role in this.
The GVC of the Ministry of Energy is entrusted with the function of a coordinator of work on the creation, implementation and development of an integrated industry ACS-Energy (IOASU-Energy), the entire set of tasks for providing the ministry's apparatus with information on the work of the industry, as well as coordinating the introduction of computer equipment at all levels of management.
In 1991, the GVC of the Ministry of Energy of the USSR was corporatized. The Open Joint-Stock Company "Main Computing Center of Power" is formed - the legal successor of the GVC Mintopenergo of the Russian Federation, a 100% subsidiary of RAO UES of Russia. In the same year, to strengthen work on automated dispatch control systems (ASDU), the All-Russian Military Center of the Electric Power Industry (formerly the All-Russian Central Directorate of the State Technical University) became part of the GVC Power. In addition, in 1991, a training class was created at GVC Power OJSC to train the management apparatus of RAO UES of Russia and the Ministry of Fuel and Energy of the Russian Federation in computer literacy. The training was carried out by specialists of the GVC.
In 1996 -2000 the Central Computing Complex was created on the basis of DEC Alpha computers; Local PC networks in RAO UES of Russia and Mintopenergo of Russia are being developed; work on three-dimensional modeling of energy objects has begun; a number of information technologies have been created that have been widely used both in RAO UES of Russia and in subsidiaries and affiliates.
